Responsibilities of
the SARI/Q Communications/ Knowledge Management Officer
The effective communication of a wide range of information
that will further the policy and action agendas with respect to violence
against women, trafficking and child labor of SARI/Q partner organizations
throughout South Asia, including non-governmental organizations, national
governments, USAID Missions and other development assistance organizations is a
central responsibility of the SARI/Q project.
As part of a team effort, this individual will have primary
responsibility for developing and implementing a wide and complementary range
of information dissemination and knowledge management strategies including but
not limited to an appropriate range of publications; the creation and
management of an electronic portal that serves not only as the SARI/Q
clearinghouse but also as a platform for partner interaction and distance
learning; fostering more analytic and policy relevant press coverage of SARI/Q
issues throughout the region. Decisions
taken on specific strategies this officer will implement will result from a
team that involves other SARI/Q staff as well as project partners, including
USAID/South Asia and bi-lateral USAID Mission staff in the region.
This officer will assist other SARI/Q staff
, regional resource centers and partners and USAID in the development of
accessible data bases that focus on, for example, SARI/Q grants, including
results produced under such grants; trend data on performance indicators for
USAID-funded activities in the region; and action, research and other resource
institutions working within and across the region on SARI/Q focus topics,
including networks of such organizations.
This officer will also assist other SARI/Q staff and partner
organizations in organizing, publicizing and disseminating information from
conferences and workshops sponsored by SARI/Q and or USAID.
Minimum
Qualifications
§
Master’s Degree, with an emphasis on communications or
related disciplines. Strong English language skills (written and oral) are required. [One
or two examples of published articles or other written communications products
created in connection with previous employment must be submitted with this an

§
At
least five years of full time work experience with an emphasis on
communications, at least a portion of which has involved development work,
preferably in fields pertinent to SARI/Q, but with some latitude in that
regard, e.g., poverty, livelihood, economic growth, girls
education and other development experience will be considered. Work with publications, journalism,
advertising, interactive electronic learning programs and other relevant
communication experience will be considered.

A
demonstrated capacity to design and instruct technicians responsible for the
development of websites, electronic portals, distance learning and other 21st
century strategies for the dissemination and development of knowledge. It is not expected that this individual will
build the SARI/Q website/electronic portal, but neither can it be created
without this person’s skill in translating a conceptual design into technical
specifications for a website/electronic portal contractor.

the SARI/Q Research/Monitoring and Evaluation Officer:
As part of the SARI/Q team effort, this individual will
work with a wide range of project partners and interested organizations, and
will have primary responsibility for overseeing activities aimed at integrating
performance monitoring, action research and evaluations undertaken by USAID,
its implementing partners and other stakeholders into advocacy, policy and
program development and management agendas, on both a national and regional
basis within South Asia.
The individual will have primary responsibility for
ensuring that SARI/Q responsibilities for assisting USAID with acquisition and
analysis of performance information on USAID funded activities that fall within
the purview of the SARI/Q across the region are carried out in a timely and
useful manner. This officer will also
provide assistance to the USAID/South Asia staff in the development of a
comprehensive performance monitoring framework that subsumes performance indicators
monitored through bi-lateral programs as well as monitors key performance
measures for SARI/Q as a whole across the region as well as the dissemination
to USAID Missions served by SARI/Q of findings concerning performance that flow
from monitoring and evaluation within this framework.
This individual will also work with USAID staff, program
implementers, regional action networks and research entities to strengthen the
utilization focus of monitoring and action research and the research methods
employed in endeavors relevant to SARI/Q.
The individual will also oversee research commissioned or conducted by
the SARI/Q team on regional and/or inadequately explored economic, legal,
education and socio-cultural issues that underly trafficking, domestic violence
and child labor. Research gaps will, in
most instances, be addressed by SARI/Q through agreements with appropriate
local research entities. This individual
will develop and publicize calls for gap-filling research and M&E proposals
pursuant to this agenda and supervise the resulting awards. Responsibilities will also include
organizing conferences and workshops within the region to foster dissemination
and utilization. The individual will
also create a virtual library of research products and tools, making them
widely available to interested parties, including USAID Missions, and helping
indigenous SARI/Q partners in the region to establish sustainable physical
libraries that expand upon and complement these virtual resources.
As part team that includes other SARI/Q staff and SARI/Q
partners, this officer will take the lead in identifying research capacity
strengths and weaknesses in USAID partner organizations in each topical area
across the range of countries served by SARI/Q and will propose, develop and
oversee efforts, including training programs, that draw upon strong research
organizations within the region, as well as the capacities of AED, MSI and SAP
to strengthen the research and presentation skills of indigenous organizations
that carryout policy, action and evaluation research agendas within and across
countries in the region in support of efforts to reduce violence against women,
trafficking and/or child labor.

Responsibilities of the
SARI/Q Senior Program Officer
The Senior Program Officer for SARI/Q will work closely
with the project’s Chief of Party to ensure that all aspects of the SARI/Q are
proceeding as planned. The Senior
Program Officer will work with all technical components of the SARI/Q program
and will, at the request of the Chief of Party, assume a leadership role in
specific areas or, for limited periods of time, for the program as a
whole. This individual will play a lead
role in the SARI/Q team effort to identify, support and foster the expansion of
networks and coalitions of non-governmental organizations and other interested
parties focused on violence against women, trafficking and child labor. The Senior Program Officer will represent
SARI/Q as required at SARI/Q sponsored events and at meetings and events
organized by SARI/Q partners and other relevant organization, sharing this
responsibility both in
Ensuring that the perspective of NGO networks and
coalitions that focus on SARI/Q issues is understood and brought to bear as SARI/Q
and its partners make decisions about the focus of its grant and research
programs, it communications strategies, conference plans, training programs and
other support activities will be a special responsibility of this individual,
who will also be in close contact with SARI/Q resource centers in selected
countries on program issues. This
individual will also play a leadership role in identifying minimal cost
mechanisms for incorporating and assisting networks and coalitions in South
Asian countries not served by a SARI/Q resource centers.
Advocacy training and support for advocacy initiatives of
networks and coalitions identified by SARI/Q as having interests in common with
this program is a technical field within SARI/Q for which this Officer have
oversight responsibility and will work with grant, research and communications
components of the program to ensure coordinated support for advocacy
initiatives and the strengthening of NGO advocacy capacity in the region in the
areas of violence against women, trafficking and child labor. Support for NGO mobilization of citizen
advocacy will be a special focus of SARI/Q, i.e., the creation of real citizen
demand for change rather than more narrowly based advocacy initiatives, even if
these are led by NGOs.
Minimum
Qualifications
§
Master’s
Degree or higher in a relevant field and 10-15 years working full time with
development programs in the South Asia region, with at least 5 years of full
time work dealing directly with violence against women, trafficking or child
labor. Legal training would be welcomed
and work experience in at least two of the following countries:

Experience
in the management of a complex development program is required, in a senior
role. While previous experience with a
USAID-funded development program would be optimal, experience at a senior level
in a development program funded by any international donor or South Asia
government will be considered, as will experience in managing an NGO that
manages a range of programs relevant to the SARI/Q program or focuses on one
element of the SARI/Q agenda on a regional basis, i.e., operates in at least
two of the SARI/Q focus countries.
§
Evidence
of a proven ability to produce significant program results in a complex work
environment is required. Candidates are
encouraged to present evidence not simply of what they did, but of the impact
of efforts they spearheaded on specific populations, policies, societal changes
or other changes relevant to moving a well defined development or policy agenda
forward in at least one South Asian country.
Leadership experience and strategic thinking more than administrative
skill is essential in this position, though the latter, particularly strong
organizational and analytic skills, are also
desirable.

of English, both oral and written is required.
