Summary:

ACDI/VOCA seeks to hire a Cocoa Farming Systems Analyst (CFSA) to provide quality control, technical assistance, and monitoring to a range of training activities for cocoa farmers under the USAID-funded Global Development Alliance project in Vietnam.  The position will be based in Ho Chi Minh City with extensive travel in Southern Vietnam

This initiative builds on successful projects in Indonesia and the Philippines and a strong relationship ACDI/VOCA has developed with the cocoa industry.  The project seeks to increase and diversify farmer incomes in central and southern Vietnam by training 17,000 farmers in environmentally sound cocoa growing practices.

The position will begin in January 2004 and will last for two years.  The CFSA will report directly to ACDI/VOCA Chief of Party in Vietnam

Duties and Responsibilities:

ĄP     Based on the experience gained in other Southeast Asian countries, promote integrated cocoa cropping systems and cocoa farming best practices to farmers in the farmer field schools.

ĄP     Monitor the farmer field schools, training evaluations, and rate of adoption of best practices among participating farmers.  Develop a survey and evaluation system to assess the adoption rates by farmers and recommend any necessary corrective action.

ĄP     Design and implement the Monitoring and Evaluation (M&E) plan.  Develop qualitative and quantitative indicators and appropriate methodologies for data collection and tracking program implementation and impact;

ĄP     Coordinate with the Food for Development Associate Director at headquarters and other staff responsible for M&E in Indonesia and the Philippines to ensure that indicators and tracking systems are consistent and continually updated based on best practices and lessons learned.

ĄP     Perform an Initial Environmental Assessment (IEE) prior to the beginning of the project.

ĄP     Coordinate mid-term and final evaluations of project activities.

ĄP     Complete regular progress reports to donors, ACDI/VOCA and other partners as needed.  Ensure that all information required for submission to donors is collected in a timely manner.

ĄP     Maintain calendar of deliverables and major program events including, but not limited to:

            Donor Reports

            M&E Consultancies

            ACDI/VOCA reports and quarterly output information

            FFS Training Schedule and other Project Activities

            Conferences and Media/PR Opportunities

ĄP     In coordination with Headquarters, monitor environmental impact of project interventions and ensure all environmental assessments required are undertaken.  Ensure that ACDI/VOCA is in compliance with USAID environmental regulations and create annual Environmental Status Report.

ĄP     Act as gender specialist of ACDI/VOCA-Ho Chi Minh City.  Review gender balance of project beneficiaries and coordinate efforts to ensure that female farmers are included whenever appropriate.

ĄP     Provide training to other ACDI/VOCA staff members and local partners in monitoring and evaluation methodologies and systems.

Qualifications:

ĄP     3+ years of proven overseas development experience in agriculture development, preferably dealing with cocoa or other tree crops;

ĄP   Extensive experience in project management, monitoring and evaluation, and training;

ĄP     Proficiency in database maintenance and analysis;

ĄP     Familiarity with USAID project regulations;

ĄP     Experience with environmental regulations and analysis;

ĄP     Advanced degree in agroforestry, agricultural development, or other related field.

ĄP     Self-starter willing to take on high level of responsibility;

ĄP     Knowledge of Vietnamese and regional experience is a plus.

Overview

1. Technical Support.   To support project implementation with substantive input to field implementation activities for CONCADE.

2. Project Management.   To gain a high level of understanding of the project management function by providing support and assistance to CONCADE Home Office Support Team under the direction of the project manager.

3. Administrative Support.   To gain an effective grasp of project administration support functions by collaborative oversight of administrative backstopping in coordination with CONCADE project Associates and Home Office Support Team.

4. Alternative Development.   To report to and assist the Alternative Development Practice Area Leader in tracking, pursuing and winning new country project opportunities, and staying abreast of relevant technical issues.

5. Other Responsibilities:  contribute to group marketing, proposal preparation, and other technical assignments to support overseas projects of the group.

Qualifications and skills required:

Knowledge of agricultural development in Latin America and/or relevant crop substitution, alternative development in the region required.
