Economic Recovery Monitoring and Evaluation Expert +b

MSI (www.msiworldwide.com) is looking for a monitoring and evaluation economic recovery expert to work long term in Iraq under the direction and supervision of the Chief of Party. The M & E Expert will be responsible for developing and managing the monitoring plan for USAID reconstruction activities implemented by contractors and grantees in the economic recovery functional area which would include:

* Assemble monitoring and evaluation teams (MET) for two functional areas:  Economic Recovery, Reform and Sustained Growth; and Agriculture Reconstruction and Development, comprised of the MSI technical support team, the relevant contractor representatives in these functional areas and the relevant CTO.

* Review the data acquisition, storage, and transmittal practices of contractors and grantees.

* Draft M & E plans for the economic recovery functional areas to include a limited set of performance indicators and monitoring plans that assure the availability of necessary data for these functional areas.

* Establish initial relationships with Iraqi officials, including those at local universities, think tanks and private firms to augment the MSI team's in-country data collection and analysis capabilities.

* Develop relationships with multi-lateral and bi-lateral donors, NGOs and private organizations in order to begin collecting baseline data to place the overall reconstruction effort in perspective.  Attend donor and other coordination meetings, as needed. 

* Conduct Evaluability and Information Systems Assessments to reach agreement on:  (1) indicators and targets to be used for monitoring; (2) objective criteria (and data sources) for the evaluation; and (3) means for obtaining the needed information.

* Identify and assist in the recruitment, employment and training of qualified local candidates for the Independent Verification and Validation (IVV) teams.

* Contribute to the development of a one-week training program for IVV staff members focusing on M & E fundamentals, including survey and sampling techniques, data collection and analysis methods.

* Work collaboratively over time with contractors and grantees to develop reliable data sources, employing easily defended methodologies for cross-checking and otherwise improving and refining their collection and analysis of monitoring data.

* Provide technical assistance, as needed to contractors, grantees and USAID staff, as they become accustomed to the MEPP system, to improve data quality.

* Other duties that may be assigned by the Chief of Party.

(http://www.ardinc.com ) has an immediate opening for a highly qualified and motivated District Services Specialist to serve on the USAID Rwanda Fiscal Decentralization Project. Position is for 10-12 months with the possibility of extension.  The District Services Specialist will report to the Chief of Party. S/he will guide work in strengthening selected basic services in four pilot districts. The services will likely be:

--solid waste collection and recycling,

--municipal markets, and

--forestry (for rural districts).

In addition to assessing and improving service delivery, the Specialist will also lead development of a methodology for assessing the costs of service provision. Finally, towards the end of the Project the Specialist will help to identify best practices, and extract the policy implications from this exercise.  The Specialist must be prepared to carry out a substantial amount of the technical work him/herself, but will also arrange for and guide input from other team members and short-term technical specialists.

Qualifications and skills required: Qualifications

--Advanced degree (minimum M.S. with Ph.D. preferred) in urban planning, public administration or related discipline;

--Minimum 3 years field experience in Africa with East Africa preferred;

--In-depth, hands-on experience in managing the provision of at least one of the following: solid waste collection/recycling, markets, forestry;

--Demonstrated ability to lead team efforts to strengthen other municipal services, including ability to organize short-term inputs by other development professionals;

--Previous experience as a City Manager or Director of Public Works is highly desirable;

--Proven ability to interact effectively with local government officials in developing countries;

--Proven ability to achieve results quickly

--Good self-motivated, proactive team player;

--Fluent French and English (minimum FSI S-4/R-4).

Through this project, Mercy Corps will provide immediate water and sanitation assistance to rural communities and will improve the local capacity of local humanitarian assistance and disaster response.

Qualifications for this position include: a MA/S or equivalent or appropriate work experience in water engineering fields; five years experience in international relief work in the fields of project management, water and sanitation engineering, including technical assessment and proposal and report writing; experience in cross-cultural training program and preparation of training materials; three years' overseas NGO experience in program design, management and implementation and demonstrated ability to effectively lead a team. This position requires proven ability to think strategically and work inclusively alongside local communities, in an area that has a history of volatility; demonstrated capability to work and communicate well in difficult cross-cultural environments at international, governmental and especially grassroots level; effective verbal and written communication, multi-tasking, organizational and prioritization skills; demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members; experience utilizing the Sphere Project's Humanitarian Charter and Minimum Standards in Disaster Response and commitment to their use and the ability to work comfortably within the cultural, religious and security environment of Pakistan.

Preferred qualifications include: experience with ECHO-funded programs; experience in the South or Central Asia region, in a complex emergency or in a refugee camp environment.
