Job description: As part of the overall UNDP effort to increase the capacity of the National Parliament of Timor-Leste, the adviser will be working alongside the Director and Deputy Director of the Secretariat of the National Parliament. Displaying participatory, inclusive and team-oriented methodologies, the Parliamentary Human Resources Advisor will undertake the following:

1.       Review the organizational divisions and delineation of functions in the Secretariat to determine their appropriateness - including projected staffing requirements, job descriptions, budgetary allocations and the identification of service delivery targets.

2.       Prepare, as deemed necessary, human resource policies and staff rules/regulations appropriate for a parliamentary setting, including but not limited to provisions on recruitment and selection, merit-based performance standards, contractual arrangements, benefits/entitlements, career development, and training.

3.       Review and revision, as deemed necessary, of salary and remuneration scales within the targets set by the Governance and Public Sector Management (GPSM) Strategic Framework and the approved budget of the National Parliament for 2003-04 and 2004-2005.

4.       Coordinate implementation, monitor and evaluate a one-year training plan for all Secretariat staff. Tasks will include:

·         Identification of trainers as required, including East Timorese/regional/international options

·         Provision of logistical support to trainers as necessary

·         Calendarization of courses

·         Design of training evaluation process which enable preparation of training plans for coming years

·         Any other task required for the effective implementation of the training plan

5.       Provide advice and mentoring support to the Director and Deputy Director of the Secretariat in human resource planning and management strategies and skills, with particular emphasis on team building, communications and parliamentary ethics and conduct.

6.       Prepare a Human Resource Manual/Standard Operating Procedures.

7.       Other tasks related to the outline above, as determined by factual needs and communicated to the consultant by UNDP.

Qualifications and skills required: Qualifications

The successful applicant is the holder of a degree/diploma in Human Resource Management or other relevant field, and preferably five years’ experience working in a parliamentary human resource function. Significant experience in human resource planning and training programme development must be demonstrated.

Language requirements

Required: English and either Portuguese or Indonesian

Desirable: Tetun 

Liaison and administrative support

The consultant will provide his or her own portable computer and mobile telephone (own SIM card).

Supervision and reporting

The consultant will report to the UNDP management through the UNDP Parliament Project Manager. Regular consultations shall take place with the Director of the Parliament Secretariat and the Project Steering Committee, comprising UNDP and the members of the Modernization Committee of the National Parliament.

The consultant will provide UNDP with quarterly reports and a final report on activity progress, achievements, constraints and recommendations.

Job description: The Government of the Federated States of Micronesia (FSM), a developing nation in the Western Pacific, seeks a well-qualified attorney to serve as SECRETARY OF THE DEPARTMENT OF JUSTICE.  This is a cabinet-level position subject to the advice and consent of the FSM Congress.

THE POSITION:  With a staff of about 140, the Department of Justice is the largest department in the Executive Branch.  It includes four divisions:  The Division of Law; the Division of Litigation, the National Police; and the Division of Immigration and labor.  The National Police includes a Maritime patrol, which conducts surveillance of the FSM’s exclusive economic zone.

The Division of Law provides legal advice to the President, cabinet and all departments and offices of the government.  The Division of Litigation prosecutes and defends legal and administrative action involving the FSM.  The National Police and the Division of Immigration and Labor enforce the nation’s criminal, fisheries, and immigration and labor laws.

Qualifications and skills required: The Secretary of the Department of Justice is expected to manage all aspects of the Department to insure that optimal services are provided to the National Government.  The Secretary will represent the FSM in various national, regional and international conferences on issues relating to immigration, labor, marine surveillance, law enforcement, extradition, anti-terrorism, border security, and copyright laws.  She/He will manage a transition to performance-based budgeting, implement the policy decisions of the FSM’s Economic Summit, and participate actively in the public-sector reform and corporatization processes of the FSM Government.  Since the legal and judicial systems of the FSM are based on the United States model, applicants should be licensed to practice law in at least one U.S. state or the District of Columbia.  In addition, the selected applicant will have to pass the FSM Bar Exam.

The Person:  The ideal candidate will have: at least 15 years of experience in the legal profession; extensive managerial experience in the public sector; dealing with political issues and elected officials; willingness to work with limited staff, ability to copy with the conditions of a developing country; experience with economic development, international law and environmental issues; proven ability to interact with different cultures; and a understanding of the operational problems of law enforcement.

Benefits:  A housing allowance not to exceed $600/month if applicable.  A vehicle may be made available on a 24-hour basis.  Travel and relocation expenses will be provided if applicable.

The M & E Expert will be responsible for developing and managing the monitoring plan for USAID reconstruction activities implemented by contractors and grantees in the economic recovery functional area which would include:

* Assemble monitoring and evaluation teams (MET) for two functional areas:  Economic Recovery, Reform and Sustained Growth; and Agriculture Reconstruction and Development, comprised of the MSI technical support team, the relevant contractor representatives in these functional areas and the relevant CTO.

* Review the data acquisition, storage, and transmittal practices of contractors and grantees.

* Draft M & E plans for the economic recovery functional areas to include a limited set of performance indicators and monitoring plans that assure the availability of necessary data for these functional areas.

* Establish initial relationships with Iraqi officials, including those at local universities, think tanks and private firms to augment the MSI team's in-country data collection and analysis capabilities.

* Develop relationships with multi-lateral and bi-lateral donors, NGOs and private organizations in order to begin collecting baseline data to place the overall reconstruction effort in perspective.  Attend donor and other coordination meetings, as needed. 

* Conduct Evaluability and Information Systems Assessments to reach agreement on:  (1) indicators and targets to be used for monitoring; (2) objective criteria (and data sources) for the evaluation; and (3) means for obtaining the needed information.

* Identify and assist in the recruitment, employment and training of qualified local candidates for the Independent Verification and Validation (IVV) teams.

* Contribute to the development of a one-week training program for IVV staff members focusing on M & E fundamentals, including survey and sampling techniques, data collection and analysis methods.

* Work collaboratively over time with contractors and grantees to develop reliable data sources, employing easily defended methodologies for cross-checking and otherwise improving and refining their collection and analysis of monitoring data.

* Provide technical assistance, as needed to contractors, grantees and USAID staff, as they become accustomed to the MEPP system, to improve data quality.

 Description: The Government of the Cook Islands recognises the  significant potential contribution that renewable energy can make to the  economy, the environment and social development in the medium and long  term. In this context UNDP (Samoa) has funded the Technical Assistance  (TA) project Increase the Utilisation of Renewable Energy Technologies  in the Cook Islands Energy Supply executed by UNESCO (Apia) in  cooperation by the Energy Division (ED), Ministry of Works, Government  of the Cook Islands

 In line with the National Energy Policy (2003) and the Budget Policy Statement (2003-2004) the TA is primarily designed to assist the  Government of the Cook Islands in assessing the possibilities to  increase the utilisation of renewable energy sources on three (3) of the  Outer Islands in the Southern Group in the medium to long term. In  addition a minor part of the consultancy is designed to advise the  Government whether the Outer Island of Pukapuka in the Northern Group  should improve the current photovoltaic (PV) Solar Home Systems (SHS) or  install (in addition) an AC power system based on diesel generators.

2.  OBJECTIVES:

With regard to the islands of Atiu, Mauke, and Mitiaro:

 (a) To determine in detail what improvements, in the short term, should  be undertaken in the current diesel based power systems.

 (b) To determine in detail the technical, socio-cultural, economic,  financial and institutional/management feasibility, in the medium term,  of supplementing the current diesel systems with renewable energy  sources.

 (c) To determine in detail the technical, socio-cultural, economic, financial and institutional/management feasibility, in the long term, of  replacing 100% of the current diesel based power systems with renewable  energy sources.

With regard to the island of Pukapuka:

 (a) To preliminary assess and recommend if the most optimal power  solution is to improve the existing PV Solar Home Systems (SHS) or to  install (in addition) an AC power system based on diesel generators.

 5. INSTRUCTIONS TO THE OFFERORS:

 (a) Priority will be given to the work associated with the three islands in the Southern Group (i.e. Atiu, Mauke, and Mitiaro). Preliminarily it  is estimated that 85% of the work time available should be utilised for  the activities to be undertaken with regard to Atiu, Mauke, and Mitiaro  and the rest to be utilised for the activities to be undertaken with  regard to Pukapuka. If required, the desk study work to be undertaken  concerning Pukapuka will be removed as part of the consultancy.

(b) The consultancy must be undertaken with one (1) field visit to  Rarotonga, Atiu, Mauke, and Mitiaro respectively and as part of the same  trip. The exact number of available working days on each of the four (4)  islands will be determined subsequently between the consultant(s) and  UNESCO Apia.

(c) The detailed working plan and date of completion will be determined  subsequently between the consultant(s) and UNESCO Apia.

(d) Travel expenses and Per Diem preferably will be provided for one (1)  consultant only from the resident country to Cook Islands (i.e.  Rarotonga, Atiu, Mauke, and Mitiaro) and back.

 (e) The consultancy preferably should commence immediately. 

 (f) US$ only must be used in the Quotation.

 (g) The Quotation must be submitted in electronic format only (Word or  PDF) by e-mail (to the email address specified in section 10 below).

 (h) If the Quotation is received prior to the formal submission date  corrections/modifications can be made.

 6. EVALUATION CRITERIA

 The following evaluation criteria will be applied when selecting the  consultant:

 (b) Total amount of man working days.

 (c) Qualifications and experience.

 (d) Availability.

The contract will be awarded to the qualified and responsive supplier  submitting the lowest bid.

Applicant Requirements: QUALIFICATIONS AND EXPERIENCE:

The person/company is expected to have all or most of the following qualifications and experience:

 (a) Relevant energy/power qualifications.

 (b) Practical working experience with the identification, feasibility,  design, installation, monitoring, evaluation, etc. of power and  renewable energy technologies in Pacific Island Countries and/or other  developing countries.

 (c) Knowledge of the Cook Islands, in particular of the power sector.

 We are currently looking for specialists wishing to assume short or long  term positions (At least one of the posts would involve permanent  residence in Tblisi for a period of 18 months starting in early 2004).  The project activities are focused on providing support and fostering  the reform of the Procuracy in Georgia, mainly on improving the  management and administration, in terms of efficiency, effectiveness and  transparency:

· Assist in reviewing and then improving the internal organisation of the Procuracy, in terms of procedures for handling cases  from registration through to judgement;

· Assist in the introduction of  information and communication systems in the Procuracy for improved (i)  day-to-day operations, and (ii) management of the Procuracy at the  Prosecutor General's office and in on selected pilot prosecutor's office  in one region.

· Assist in providing training for Prosecutors;

· Assist  the management of the Procuracy to assess the needs and draft  recommendations for the development and implementation of a computerized  justice statistics system serving the management at both central and  regional level to improve monitoring of the prosecution process. · Assist in the Transfer of the Criminal Records Register from the  Ministry of Interior to the Office of the Prosecutor General.

 Summary The National Democratic Institute (NDI) is seeking to hire a  Resident Director to manage its programs in Macedonia. Primary  responsibilities will include program design, implementation,  evaluation, and management of the Institute's field office. The Director  will be based in Skopje and serve as NDI's principal liaison with the  Macedonian government, local nongovernmental organizations (NGOs),  political parties and the diplomatic corps. The Director will also play  a lead role in fundraising with U.S. and international donors. The  Director will be assisted by Skopje-based and Washington, D.C. staff in  managing the programmatic and administrative aspects of the programs.

 The successful candidate will have strong leadership and management  skills, coupled with significant political experience at a senior level.  Additionally, the successful candidate will possess familiarity with  both North American and European governing systems. The ability to  effectively communicate skills and experience as a trainer or advisor is  essential. Familiarity with or experience in Macedonia or the Balkans is  highly desirable.

 Funding for NDI's current programs lasts through April 2005. A  commitment of one year is expected for this position.

 Background With funding from the U.S. Agency for International Development (USAID), NDI has supported democratization efforts in  Macedonia since 1993. Following civic and political party programs, NDI  added a parliamentary development program in 1999 to increase the  capacity of deputies to play a substantive role in legislative  development. Since 2000, the Institute has expanded the scope of its  USAID-funded work to include constituent relations assistance,  parliamentary internship and information technology (IT) programs,  political party work with focus on local branch development, and  election monitoring through a local civic partner. With funding from the  Belgian government, in 2002, NDI embarked on a parliamentary language program that focuses on the implementation of the 2001 Ohrid Framework  Agreement.

 The program is based in Skopje, with travel throughout Macedonia. The  representative will report to NDI's Regional Director for Central and  Eastern Europe, based in Washington, D.C.

Primary Responsibilities:

· Design, management, implementation and  evaluation of NDI's programs in Macedonia

· Day-to-day management and  oversight of local and expatriate staff in Macedonia

· Building of  local staff capacity to play a substantive role in program development  and implementation.

· Financial management and budget oversight of  multi-million dollar federal grant

· Regular consultations with  political leaders and party representatives to provide advice and  assistance on political party development, communication strategies, and  constituent outreach.

· Cultivation of ongoing relationships with key  partners in parliament, government, political parties, and civil  society, as well as USAID, U.S. Embassy personnel and other  organizations representing the international community in Macedonia
