Job description: The Government of the Federated States of Micronesia (FSM), a developing nation in the Western Pacific, seeks a well-qualified attorney to serve as SECRETARY OF THE DEPARTMENT OF JUSTICE.  This is a cabinet-level position subject to the advice and consent of the FSM Congress.

THE POSITION:  With a staff of about 140, the Department of Justice is the largest department in the Executive Branch.  It includes four divisions:  The Division of Law; the Division of Litigation, the National Police; and the Division of Immigration and labor.  The National Police includes a Maritime patrol, which conducts surveillance of the FSM’s exclusive economic zone.

The Division of Law provides legal advice to the President, cabinet and all departments and offices of the government.  The Division of Litigation prosecutes and defends legal and administrative action involving the FSM.  The National Police and the Division of Immigration and Labor enforce the nation’s criminal, fisheries, and immigration and labor laws.

Qualifications and skills required: The Secretary of the Department of Justice is expected to manage all aspects of the Department to insure that optimal services are provided to the National Government.  The Secretary will represent the FSM in various national, regional and international conferences on issues relating to immigration, labor, marine surveillance, law enforcement, extradition, anti-terrorism, border security, and copyright laws.  She/He will manage a transition to performance-based budgeting, implement the policy decisions of the FSM’s Economic Summit, and participate actively in the public-sector reform and corporatization processes of the FSM Government.  Since the legal and judicial systems of the FSM are based on the United States model, applicants should be licensed to practice law in at least one U.S. state or the District of Columbia.  In addition, the selected applicant will have to pass the FSM Bar Exam.

The Person:  The ideal candidate will have: at least 15 years of experience in the legal profession; extensive managerial experience in the public sector; dealing with political issues and elected officials; willingness to work with limited staff, ability to copy with the conditions of a developing country; experience with economic development, international law and environmental issues; proven ability to interact with different cultures; and a understanding of the operational problems of law enforcement.

Benefits:  A housing allowance not to exceed $600/month if applicable.  A vehicle may be made available on a 24-hour basis.  Travel and relocation expenses will be provided if applicable.

MSI (www.msiworldwide.com) is looking for a monitoring and evaluation economic recovery expert to work long term in Iraq under the direction and supervision of the Chief of Party. The M & E Expert will be responsible for developing and managing the monitoring plan for USAID reconstruction activities implemented by contractors and grantees in the economic recovery functional area which would include:

* Assemble monitoring and evaluation teams (MET) for two functional areas:  Economic Recovery, Reform and Sustained Growth; and Agriculture Reconstruction and Development, comprised of the MSI technical support team, the relevant contractor representatives in these functional areas and the relevant CTO.

* Review the data acquisition, storage, and transmittal practices of contractors and grantees.

* Draft M & E plans for the economic recovery functional areas to include a limited set of performance indicators and monitoring plans that assure the availability of necessary data for these functional areas.

* Establish initial relationships with Iraqi officials, including those at local universities, think tanks and private firms to augment the MSI team's in-country data collection and analysis capabilities.

* Develop relationships with multi-lateral and bi-lateral donors, NGOs and private organizations in order to begin collecting baseline data to place the overall reconstruction effort in perspective.  Attend donor and other coordination meetings, as needed. 

* Conduct Evaluability and Information Systems Assessments to reach agreement on:  (1) indicators and targets to be used for monitoring; (2) objective criteria (and data sources) for the evaluation; and (3) means for obtaining the needed information.

* Identify and assist in the recruitment, employment and training of qualified local candidates for the Independent Verification and Validation (IVV) teams.

* Contribute to the development of a one-week training program for IVV staff members focusing on M & E fundamentals, including survey and sampling techniques, data collection and analysis methods.

* Work collaboratively over time with contractors and grantees to develop reliable data sources, employing easily defended methodologies for cross-checking and otherwise improving and refining their collection and analysis of monitoring data.

* Provide technical assistance, as needed to contractors, grantees and USAID staff, as they become accustomed to the MEPP system, to improve data quality.

* Other duties that may be assigned by the Chief of Party.

-Establish and oversee mechanisms for monitoring, evaluating and reporting on gender mainstreaming in mission activities.

-Work with partners in the Mission area to identify the needs and specific concerns of women in the country/region of deployment and develop strategies to improve the participation of women in conflict prevention, peacekeeping and peace building.

-Liaise and collaborate with entities responsible for human rights to ensure adequate focus on women's human rights;

-Serve as the primary focal point for gender issues with the local administration and population;

-Coordinate and facilitate the establishment of and liaison with  national government departments concerned with gender affairs, regional institutions, local NGO's, women's groups and networks and other relevant entities; oversee the preparation of analytical reports and other documentation for such bodies;

-Encourage national institutions to incorporate gender concerns in their programmes and activities and ensure the involvement of women as participants and beneficiaries of these activities; promote and facilitate the involvement of stakeholders and partners, such as women's advocacy groups, in the public policy and governance process;

-Provide technical support to local administrators in the Mission area on gender-related issues, and ensure that all information and outreach activities of the Mission reach and involve women as well as men;

-Meet on a regular basis with colleagues from other UN agencies to discuss the gender component of their work; design, organize, lead and contribute to national and/or regional meetings, workshops and training programmes on development and promotion of gender issues and equality of opportunities, as relevant, and ensure adequate inter-agency collaboration;

-Take the lead in establishing partnerships with other experts and stakeholders to discuss emerging topics related to gender issues, exchange views on latest findings, policy guidelines, new models of development, etc.

-Plan and direct, in consultation with the Department of Public Information (DPI) and other relevant parties, targeted campaigns to facilitate knowledge sharing and appropriate dissemination of information, etc. and ultimately ensure that the latest thinking is incorporated into programmes and other initiatives;

OVERALL JOB OBJECTIVE:

-To provide technical assistance and support to the Project Coordinator and related staff in Russia where a pilot Prevention of Mother-to-child Transmission (PMTCT) program is being developed and Implemented;

-To provide technical assistance and support to a planned pilot program on care and support of people living with HIV/AIDS (PLWHA) in Ukraine and other NIS republics;

DESCRIPTION OF CORE RESPONSIBILITIES AND TASKS:

Related to operations as part of the existing PMTCT program:

-To coordinate and support development and implementation of relevant training modules targeting medical staff of maternal-, obstetrical- and gynaecological departments, NGOs, and other care- givers;

-To coordinate the provision and monitoring of provided basic medical supply, incl. ARVs, for targeted health facilities;

-To coordinate the development of a regional mechanisms on psychological, medical and social support to HIV positive mothers and their child;

-To work closely with the Epidemiology Department on monitoring  and evaluation;

-To advice the Head of Missions of the AFEW offices in Kyiv and Almaty on future Care and Support programs and work closely on Project development and implementation;

Under supervision of the ActionAid Rwanda and the Commision de Lutte Contre le SIDA, the Technical Advisor (TA) Rwanda will provide overall representation of SIPAA in the country and be responsible for programme, management and financial leadership to a national team.

The TA will develop, execute, and monitor strategies and activities aimed at reducing and curtailing the spread and impact of HIV/AIDS in Rwanda. The TA will facilitate technical support to the National Aids council (CNLS) on key strategic issues, supporting the Council in the development and management of strategies in HIV/AIDS work.

S/he will provide management support on partnerships and be responsible for in-country day-to-day activities of SIPAA, including the management of risks and constraints that may affect delivery of the programme objectives among others.

The jobholder will work in a Matrix Reporting Structure including reporting relationships with the SIPAA Rwanda Steering Committee, the SIPAA and Regional Team Leader in Nairobi

QUALIFICATION:

-At least a university degree in social and behavioural sciences or equivalent. A Postgraduate knowledge in development studies will be added advantage.

-A minimum of 3 years experience in senior level management, a deep understanding of HIV/AIDS related issues, excellent leadership and management skills, analytic and strategic skills, and fluency in both French and English is a must.

-Additionally, your experience in promoting and supporting networks, monitoring and impact assessment will be an asset.

FELLOWSHIP DESCRIPTION:

The University Center for Human Values supports teaching, research and discussion of ETHICS and HUMAN VALUES throughout the curriculum and across the disciplines at Princeton University

With seminar and lecture courses, public lectures and symposia, a publication series and the scholarly work of its faculty and visiting fellows, the University Center fosters ongoing inquiry into important ethical issues in private and public life.

The University Center invites applications from all disciplines for Laurance S. Rockefeller Visiting Fellowships. These fellowships will be awarded for the academic year 2004-05 to outstanding scholars and teachers interested in devoting a year in residence at Princeton writing about ethics and human values.

A central activity for the Fellows is participation with University Center faculty members in a Fellows Seminar to discuss work in progress. Fellows also participate in other activities, including seminars, colloquia, and public lectures. Fellows enjoy access to Firestone Library and to a wide range of activities throughout the University. The major part of their time is devoted to research and writing about ethics and human values.

Fellows normally receive stipends of up to one-half their academic year salaries (not exceeding a maximum stipend set each fall) for the fellowship period, which extends from September 1 to July 1. The Fellows' home institutions are expected to provide at least half of their salaries in addition to all benefits.

SELECTION:

A selection committee of University Center faculty evaluates applicants on the basis of:

*the significance of their proposed research and its relevance to the purposes of the University Center;

*the quality of their previous research and their ability to benefit from the activities of the University Center;

*the contribution they are likely to make to higher education in the future through teaching and writing about ethics and human values.
