Terms of Reference for Design of Phase II of MicroStart Mozambique

1.                 Background

MicroStart is one of a number of projects under UNDP Mozambique’s Country strategy to contribute to reduce poverty, the Government efforts within PARPA through the development of the microfinance sector. UNDP Mozambique and MADER (Ministry of Agriculture and Rural Development) launched the MicroStart programme in January 2000. MicroStart provides capital grants to promising and high potential MFIs to assist them in undertaking operational innovations or jumping the hurdle to sustainability.  Under the MicroStart concept, an international technical service provider (ITSP) is contracted by the UNDP country office to identify MFI partners, propose these MFIs for funding to an Investment Committee, provide technical assistance to the approved MFIs, and report on the performance of each investment.  UNDP Mozambique contracted Ebony Consulting International (ECI) as the ITSP.  The Investment Committee consists of investors in MicroStart Mozambique (UNDP, African Development Bank, UNCDF (custodian of UN Foundation funding), UNDP’s government counterpart for the project (MADER), the Central Bank of Mozambique, and other donor agencies/programmes active in microfinance (CIDA, NGO Alliance). The Special Unit for Microfinance (SUM) has provided UNDP the MicroStart manuals and procedures, and technical and advisory support in the implementation of the programme.

The main objectives of the project are to

Strengthen the institutional, organizational, and technical capacity of a selected number of microfinance organizations to provide microfinance services to the economically active poor

Increase the financial capacity of participating organizations to provide microfinance services to the economically active poor on a sustainable basis

Support collaboration and coordination among various microfinance institutions with the goal of maximizing their impact, and facilitating overlapping and continuous sources of financing to institutions as they move through various levels of institutional development

Contribute to the development of knowledge and expertise in the sector and promote information exchange among MicroStart participants as well as with other stakeholders, including networks, government and regulatory bodies

Strengthen the capacity of UNDP Mozambique to manage microfinance initiatives that support microfinance best practices, and strengthen skills of microfinance institutions and local professionals to support microfinance initiatives.

Ensure the continuity of the initiatives undertaken in the pilot programme.

MicroStart Mozambique was scheduled to run for a three-year period from January 2000 to December 2003. It is likely that some funding will remain at the end of 2003 to extend the programme for another 3- 6 months.

Subsequent to the launching of the Micro Start Programme, UNDP Mozambique has initiated two other micro finance projects including the Upstream Project to support the development of an enabling environment for micro finance and the Zambézia Project to support the development of financial systems including community-based initiatives that enable the delivery of financial services to rural populations in areas of high HIV/AIDS incidence that cannot be effectively served by centralized, micro finance institutions currently operating in Mozambique. UNDP has recently concluded an evaluation to review MicroStart Mozambique and based on the findings of this technical review would like to design Phase II of the programme.

 

2.                 Purpose of the Design of Phase II

The Design exercise will have three main purposes:

(i)                Validate Key Findings, Conclusions and Recommendations of evaluation mission and further elaborate them by making concrete proposals to modify existing MicroStart Mozambique programmatic structures, as required.

(ii)              Discuss Mid Term Review Recommendations and proposed modifications to existing MicroStart Mozambique programmatic structure with existing donor investors and other interested donors, Government agencies, other stakeholders.

(iii)            Formulate a project for Phase II MicroStart operating structure and identify likely donor investors for further negotiation by UNDP/Mozambique.

3.                 Activities to be carried out

(i)                Validate Key Findings, Conclusions and Recommendations of Mid Term Review

 

The Mid Term Evaluation made several conclusions based on programme performance to-date and set forth broad recommendations for future design considerations. Based upon the Stakeholders Debriefing held in January, 2004 and bi-lateral discussions with existing investors and others, the design team will validate the Mid Term Review recommendations and elaborate changes to the existing MicroStart operating structure as required and appropriate.

 

(ii)              Elaborate modifications to MicroStart Mozambique programme and future strategic directions

 

Based upon Mid Term Review recommendations and stakeholder inputs, specific modifications to the existing MicroStart Mozambique operating structure and future strategic directions will be developed. These proposed modifications will be discussed with existing and potential donor investors, as well as other important stakeholders (MMF, MADER, Bank of Mozambique, existing MFI partners) and their input solicited. These reactions will be compiled and presented in a manner to allow MSM core stakeholders to assimilate these reactions and facilitate development of a consensus as to future strategic directions as well as specific programmatic features and intervention modalities of Phase II. A workshop will be held to present these proposals to a wide audience of interested and concerned stakeholders and the reactions to these proposals incorporated into the proposals.

4.                 Team composition

The evaluation should be conducted by an individual or team (National +International) that has knowledge of the MicroStart structure, expertise in the design of microfinance support programmes, and extensive recent experience in the microfinance sector in Mozambique. At least one person on the team should speak Portuguese.  The composition of the team will depend partly on available budget.

 

5.                 Scope

The team will conduct a review of existing MicroStart documentation and will supplement these with visits to the field and meetings with various stakeholders. Key resources are:

 

·        MicroStart Mozambique Project Document

·        Review report-evaluation mission report

·        ECI work-plans, reports, etc.

·        Mozambican Microfinance Facility (MMF) Project Document

·        Review report-evaluation mission report of MMF

·        MEDA work-plans, reports, etc.

·        Field visits with selected MFIs, including current MSM partners

·        Interviews with the UNDP Upstream project

·        Interviews with MADER

·        Interviews with Mozambique Microfinance Facility (MMF)

·        Interview with Central Bank and MPF

·        Interviews with other key bilateral donors in the sector

6.                 Expected Outputs

The outputs expected at the end of the Design exercise are:

1)     A briefing report documenting:

Validation of Mid Term Review Findings, Conclusions and Recommendations, including input from the Stakeholders Meeting

Concrete proposals for Phase II including modifications to existing program functions and intervention strategies, MFI selection criteria, and collaboration strategies with other donors, sequencing of interventions

Results of Interviews with existing investors and stakeholders, including potential donors on the proposals for Phase II

2)     Debriefing to a joint UNDP, Government of Mozambique and Donor meeting on proposals as above with separate debriefings to SUM/NY if unable to attend the debriefing in Mozambique

3)     Based upon the briefing report and feedback obtained from the stakeholders workshop, a draft Project document, including Logical Framework, for Phase II of the MicroStart Mozambique programme.
