Junior Professional Officers Programme

A number of UN programmes hire recent graduates for short-term training.

These include the UN Development Programme (UNDP), World Food Programme (WFP) the UN High Commissioner for Refugees (UNHCR) and UNICEF. The JPO Programme is, first and foremost, an opportunity for on-the-job field training for young people who wish to make a career in the general area of international development assistance. Please note that the Programme should not be considered as a point of entry to long-term employment in the UN system.

Essentially, the programme is based on the sponsorship of young professionals by their respective governments. These young officers are given training in the various activities and procedures of the programme, generally in their field offices. JPOs serve in most developing countries, but particular emphasis is placed on the least-developed countries. They are expected to assume the substantive responsibilities of any junior programme official in a relatively short period of time. They are offered two-year, fixed-term contracts. The precise nature of an individual assignment may vary depending on location and responsibilities but generally there is an effort to match an individual's qualifications and preferences to the requirements of the duty station.

For all JPO programmes, applicants must be under 30 year age, possess a Master's degree, and have some relevant work or volunteer experience in the field in which they hope to work. Project Manager – Tibet Autonomous Region +b

Trace Foundation is a non-profit organization headquartered in New York City.  The Foundation funds and implements initiatives related to social, cultural, economic and environmental development in Tibetan communities in the Southwest and Northwest regions of China including Qinghai Province, Sichuan Province and the Tibet Autonomous Region (TAR).  The Foundation is dedicated to finding sustainable ways to meet the challenges of these unique communities while respecting traditional ways of life.

Trace Foundation seeks an individual with relevant academic training and project management experience to serve as Project Manager for our education projects and other field-based projects in the TAR.   The Project Manager will report to the Director of Programs and will work closely with the foundation’s staff and officials at partner institutions.

Duration of the contract:  3 years (extendable)

The project manager will be responsible for:

·        Coordinating the implementation of education-related projects currently in place in Nagchu Prefecture.

·        Serving as primary liaison with local authorities and counterparts to negotiate the detailed framework for cooperation on project activities, including securing local contribution to project activities.

·        Negotiating and overseeing implementation of contracts for specific project activities and grants.

·        Managing local staff and supervise/direct work.

·        Managing financial and administrative aspects of the projects.

·        Writing relevant narrative and financial reports.

·        Cooperating with program staff from NY and other regions on specified aspects of program implementation.

In addition to the above, he/she will also be responsible for:

·        Working in consultation with the Director of Programs to identify and design new field-based projects, specifically:

·        Conduct local needs assessments for new projects in areas of the education, rural development or culture sectors

·        Draft project documents and prepare relevant budgets.

·        Oversee implementation of approved new projects.

In order to accomplish these goals, the Project Manager must have:

·        A graduate degree in the field of anthropology, education, development or other related discipline.

·        High motivation and desire to work in collaboration with local communities.

·        A minimum of five years of previous experience implementing projects in developing countries (preferably in China).

·        Experience and expertise in one of the following fields: education (curriculum development, bi-lingual education), rural development (public health, rural community development, rural economic development) or cultural preservation; Spoken and written proficiency in English, (Chinese and Tibetan preferred).

·        Understanding of and commitment to a community-based, culturally sensitive, collaborative approach to project implementation.

·        Experience in designing and implementing projects in close cooperation with local partners, including experience negotiating successful cooperative funding of projects.

·        Management experience, including ability to manage multi-cultural staff and work under stressful conditions.

·        Good communication and reporting skills;

·        Flexible, politically and culturally sensitive.

·        Gender awareness.

·        Ability to analyze achievements against project objectives.

·        Strong computer skills (Microsoft Word & Excel).

·        Willingness and ability to be based in rural area and travel extensively under difficult conditions in remote, high-altitude environment

The Women's Rights Division is a thematic division of Human Rights Watch, a leading U.S. based international human rights organization. Human Rights Watch conducts regular, systematic investigations into human rights abuses in some seventy countries around the world. It defends freedom of thought and expression, due process and equal protection under the law and denounces executions, disappearances, torture, arbitrary imprisonment, exile, censorship, and other abuses of internationally recognized human rights.

Human Rights Watch's Women's Rights division was established in 1990 to monitor state sponsored or state tolerated violence against women and sex discrimination in all regions of the world. Much of its work consists of gathering detailed information on abuses against women and publishing reports that are as reliable, comprehensive and timely as possible, so as to effect change in repressive practices. The work of the division seeks to expand the scope of human rights work to address abuses against women that traditionally have been overlooked.

Human Rights Watch internships offer direct exposure to the workings of an international human rights organization, interaction with other U.S. and international organizations and foreign and domestic government officials, and opportunities to attend lectures and special events relating to human rights.

RESPONSIBILITIES:

We are looking for eager reliable and qualified graduate or law students to work as unpaid research interns at our New York office on a part-time or full-time basis from January through May (flexible). Primary responsibilities will include monitoring human rights developments in the Middle East/North Africa (MENA), drafting internal memoranda on legal and policy issues, and undertaking discrete thematic research. Other internship duties may include:

-  Responding to general and specific information requests from the public regarding the work of the Women's Rights Division;

-  Daily domestic and international news searches for articles related to the work of the Women's Right's Division in the Middle East/North Africa;

Internal and external conflicts in Côte d'Ivoire have exposed women and children into protection risks, while others suffered Gender Based Violence of different magnitudes. 4) Emergency Obstetric Care Technical Advisor / The International

The main goal of the IRC Emergency Obstetric Care Initiative is to reduce maternal morbidity and mortality among conflict-affected populations in Sierra Leone through increased access to, and utilization of quality services for the treatment and management of obstetric complications.

Building on past experience, IRC's Emergency Obstetric Care activities will directly respond in an innovative and gender-sensitive manner to the dramatically high rates of maternal morbidity and mortality in these population groups consistently identified as amongst the world's most vulnerable. OBJECTIVES OF THE PROJECT:

-  To create an inventory of gender-related teaching materials, to be archived  and disseminated through the Human Development Resource Network (HDRNet:  http://www.yorku.ca/hdrnet),  a virtual library on human development that the  Secretariat has developed

-  To disseminate contents of  the inventory in formats which do not require internet access, in order to overcome problems of  inadequate access and connectivity where they exist. This would involve electronic material such as E-books, CDs, digitalized lecture-presentations, thematic modules - as well as cost-effective print materials

-  To stimulate active debates on the theme of  gender and human development  through the use of  ICTs

-  To systematize an ICT-based method of exchange and collaboration between interested training programs in the North and South, e.g., through a newsletter, moderated discussion forums etc. 

-  To facilitate south-south exchanges of information and practice (e.g., between South Asia and Latin America).

RESPONSIBILITIES:

1. Working with an advisory committee to design a conceptual framework for the inventory

- You are a social justice activist and political strategist with excellent analytical, writing and representation skills.

- You will have a good understanding of the Africa political, economic and social environment and its place in the international context.

- You will have a track record of policy and campaign work and a good understanding of and strong relationships with civil society, networks and alliances for social justice in Africa.

- You will have at least 3 years' senior management experience in an international setting.

- Fluency in English is essential and ability to communicate in other international languages will be an added advantage.

Women's eNews, the premier daily on-line news service covering issues of particular concern to women, has an opening for an Arabic-speaking editor in our New York offices.

Women's eNews is available online in English and Arabic and this position's primary responsibility is to enrich both versions through finding, assigning and completing the first edit of at least one story each month written by free-lance correspondents pertaining to issues faced by women in the Middle East, including Israel. To accomplish this, the global editor is expected to read other sources of news as well as attend conferences, seminars, professional meetings and other opportunities to reach out to journalists and

other experts knowledgeable about the region.

The global editor also will be expected to keep abreast of news outside the United States, particularly in the Arab press, concerning women's issues. The global editor is expected to propose and, when approved, write at least one 800 to 1,000 word piece per month to be published on both sites.

The global editor also will be expected within six months to identify, develop and produce cost-effective methods of creating original and interactive content specifically for the Arabic site that will not be posted on the English site. This content must be designed to address women's issues relevant to the North American and European Arab communities, as well as the populace in the Arab world.

The global editor is also expected to participate in press interviews, public meetings, conferences, panels and so forth to publicize and promote Women's eNews in general and Arabic Women's eNews specifically. Some international travel may be required.

The global editor will also be expected to work closely and in harmony with the Arabic translator, the Director of Web Operations for the Arabic site as well as the other members of the Women's eNews team.

QUALIFICATIONS:

The successful candidate must be bilingual in English and Arabic, that is, be fluent in both languages as well as be able to demonstrate the ability to read and write well in both languages.

In addition, the successful candidate should have extensive experience writing and editing for general-interest news organization or daily newspaper and have a demonstrable interest in women's public policy issues.

11) Programme Officer, The Special Needs of Women and Children in

THE ORGANIZATION:

The United Nations Institute for Training and Research (UNITAR) is an autonomous body of the United Nations entirely financed by voluntary contributions from states and other donors. It is a small, flexible and dynamic organization of predominantly young staff, most of whom work as training organizers.

UNITAR's ''Training Programme for Civilian Personnel in Peacekeeping Operations on the Special Needs of Women and Children'' has delivered awareness-raising, short, intensive seminars on gender and child protection to UN Peacekeeping Operations since 2001. Although containing a core of standard training modules, each seminar is tailored to the needs of the target mission. The Programme, which constitutes one of UNITAR's 16 independent training sections, was developed as UNITAR's response to Security Council Resolution 1325.

The Programme is being administered by one Programme Officer and is currently funded for about one year. Further information about the programme, including descriptions and evaluations of all seminars already conducted, are available on the website www.unitar.org/wcc.

POSITION SUMMARY:

Contract Duration: Initially 6 months, renewable.

The Programme Officer will be responsible managing, implementing, evaluating and developing the Programme. This includes fundraising efforts, normally on an annual basis, to ensure the continuation of the programme. In practice, most of the Programme Officer's time will be devoted to organizing and implementing regular training seminars for civilian staff of UN Peacekeeping Operations on gender and child protection issues. This includes negotiating and designing a programme schedule, recruiting and briefing speakers and trainers from the UN system and beyond, making (or supervising) all administrative and logistical arrangements for the courses, preparing training material, conducting background research, and supervising all financial arrangements.

This position thus encompasses handling every single aspect of such projects except the actual teaching. Each targeted peacekeeping operation is different and works differently. To perform his/her tasks effectively, the Programme Officer needs to handle these factors with sensitivity, flexibility and a healthy degree of polite firmness.

REQUIREMENTS:

-  Candidates for this post should hold an advanced university degree in law, international relations, political science, social sciences, development studies or a related field. A degree or other academic track record in a relevant specialized field (e.g. human rights, gender studies, conflict studies, child psychology) would be an asset.

- Candidates must be fluent (near-native) in English with at least a good active knowledge of French. Fluency in French would be an asset. The Programme Officer must be able to organize and administer complex training programmes in English- and French-speaking environments. A talent for written expression in English is highly desirable.

-  Standard computer skills (text processing) are required. Experience in designing Internet websites and/or designing or managing e-learning programmes would be an asset.

-  The Programme Officer must have at least seven years work experience, preferably in international governmental or nongovernmental organizations. UN experience would be a clear asset, with work experience in (or at least with) multidimensional peace operations an additional plus.

-  Previous professional exposure to gender or child protection issues is desirable.

-  Solid field experience (through a few long-term or numerous short-term missions) and proven coping capacity with the organizational, logistical and personal challenges of field life is indispensable.

-  The candidate must be willing to travel unaccompanied to the mission areas of any UN Peacekeeping Operation, often for several weeks.

-  The candidate must possess proven ability to use creativity and personal commitment to work with a small budget in an economical, cost-sensitive way in a UN organization that has a reputation for high-quality, low-cost training.

-  Although supported by interns if he/she wishes so, the Programme Officer must be able to manage the programme on his/her own, supervised only by UNITAR's Executive Director. He/she must thus be able to work responsibly and with absolute reliability even if supervised only minimally.

The Goals were derived from the Millennium Declaration adopted by the Heads of State at the United Nations Millennium Summit, held in September 2000, representing 189 countries. The Campaign seeks to work with citizens groups, youth, Parliamentarians and local authorities to build political will for the realization of these Goals,  within the framework provided by the Declaration.

KEY RESPONSIBILITIES:

The position reports to the Director of the Campaign, but is expected to work in close conjunction with the  Campaign team as a whole.

Specific responsibilities will include:

* Research and prepare briefs on aid, trade and debt (Goal 8) working closely with the Executive Coordinator;

* Coordinate the content and knowledge resources of the Campaign, particularly for the web;
