Job description: The SNV/Mali program consists of six teams of advisors. These teams collaborate with local partner organisations based in the region of Koulikoro and Gao, the Bamako district and at national level. This collaboration is aimed at reinforcing the capacity of the local partner organisations in order to improve their contribution to structural poverty alleviation and increased social and gender equity. The SNV teams provide services on demand in the areas of organisational development, partnership building and institutional change within the major themes of Private Sector Development, Natural Resource Management and Local Governance. Partner organisations are public sector and civil society organisations, mainly at district and regional level. SNV-Mali would like to increase its attention towards Natural Resource Management.  Natural Resource Management is very important in the region of Gao which is part of the Sahel. It’s focussed on pastoralism, conflict prevention between different users of natural resources and collaborative water management. 

The Local Governance team Gao, in which the Junior Advisor Natural Resource Management will be active, collaborates with different types of partners:

•       Local authorities: elected municipalities and decentralised administration and technical services involved in the ongoing decentralisation process

•       Civil society organisations (women’s and farmers’ associations, NGO’s, etc)

The team consists of 8 advisors and 1 coordinator, 5 in Gao and 4 in Meneka, one of the 4 districts in the Gao region.  

Your main responsibilities will be:

•       Participation in activity teams which develops strategies in the field of NRM capacity building (activities of junior advisor: literature study, participatory diagnostics and impact studies etc.)

•       Delivery of advisory services to existing clients, observing quality standards of SNV in the field of NRM (participatory field research, consultative meetings, workshops)

•       Contribution to internal and external knowledge development on NRM: participates in knowledge development / thematic groups and in external networks

Qualifications and skills required: Educational background: University level or equivalent, with specialisation in NRM/dry land management & pastoralism. 

Experience:

        3 to maximum 5 years of relevant professional experience, of which at least 1 year in a developing country, preferably in Africa.

        experience in organisational  and institutional development 

        understanding of poverty alleviation, local  governance in relation to natural resource issues and mainstreaming gender

        skills in process facilitation  and/or training

Other:

        Working language in Mali is French; English is the communication language within SNV-worldwide

        Considering the composition of the SNV-Mali team, a preference will be given to female candidates.

Gao is a very interesting place at the edge of the desert.  It has 60.000 inhabitants but not so much “luxury”.  The climate is hard (hot and dry) but people are very friendly. You’ll need excellent adaptation skills.  If you have these, living and working in Gao will be one of the most precious experiences in your life.

Security: Mali in general is safe. The town Gao is a secure place to live, although when travelling in certain parts of the region we use some security measures. 

Accessibility: Gao is located some 1200 km (12 hours by car) from Bamako, Mali’s capital city and 450 km (9 hours by car) to Niamey, the capital city of Niger.  From Bamako and Niamey there are good, daily flights to Europe; telephone, fax and e-mail connections are reasonably good.  Internet is slow.

Salary: Minimum Euro 2172,00 ­ maximum Euro 3106,00 gross per month, excluding attractive secondary conditions and individual allowances.

Organization

ICARDA is a non-profit international agricultural research center in a worldwide consortium of 15 centers, supported by the Consultative Group on International Agricultural Research (CGIAR). The CGIAR is co-sponsored by the World Bank, the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD), and the United Nations Development Programme (UNDP).  With a staff of over 400 scientists and support personnel, representing more than 40 nationalities, ICARDA addresses two key areas of agricultural research: germplasm improvement (cereals and legumes) and natural resource management. The Center has a global mandate for barley, lentil and faba bean improvement, and a regional mandate for the improvement of wheat, chickpea and forage and pasture legumes. A major emphasis is placed on the conservation and management of land and water, improved on-farm water use efficiency, and improved productivity of small ruminants in integrated farming systems in dry areas. The Center’s research and training programs are implemented in partnership with national programs and, in most cases, with other CGIAR centers as well as advanced research institutes in both developing and industrialized countries.

 

The Position

Water is a scarce natural resource in the dry areas. With population increase, changes in patterns of food consumption and improved living standards, the demand for water in the dry areas is increasing. The share of water for agricultural use is, therefore, decreasing due to competition and increased allocation to domestic and industrial uses. Thus, there is a need for improvements in the efficiency of water use in agriculture. This is a major aim of the water research group of ICARDA. The group is part of the Natural Resource Management Program and is conducting on-farm integrated research to improve water productivity while at the same time protecting the environment.  Capacity building of NARS and the dissemination of new technologies using innovative methods are important features of the program.

 

As part of this effort ICARDA is seeking an Irrigation and Water Management Specialist to research and promote sustainable rainfed and irrigated agricultural production under water- scarce conditions.  He/she will work with a multidisciplinary research team to develop strategies, methodologies and technologies that can be adopted and adapted by the farmers in the dry areas to capture and utilize water more efficiently. The main activities of the position include:

1.     integrating water harvesting techniques in the agricultural systems of the drier environments;

2.     promoting the optimal use of limited water resources in rainfed areas conjunctively with rain in supplemental irrigation systems; and

3.     developing options for improved on-farm systems that maximize water-use efficiency in irrigated areas.

 

In addition, the position will contribute to a larger group of experts focusing on areas of agronomy, soils, hydrology and marginal water use by interacting closely with teams of scientists based at ICARDA, NARS and other centres of the CGIAR. There will be opportunities to interact with other water specialists worldwide as part of the global challenge to use water more efficiently and with other specialists who are developing and implementing integrated approaches to natural resource management. The position will be expected to contribute to the fund raising and public awareness activities of the Center by developing research proposals and public awareness materials. Training is an essential feature of the position and we are seeking a person with experience in modern training methods and approaches.

 

The position will be based at ICARDA’s headquarters in Aleppo, Syria with activities conducted at ICARDA’s collaborative sites in Central and West Asia and North Africa.

Qualifications and Experience

The successful candidate will have an earned PhD degree in irrigation science or engineering, agriculutral water management, soil-water-plant relations, with a strong background in dry area agriculture. He/she will have at least 10 years experience of managing water resources and irrigation field research and the ability to work with farmers. He/she should be able to use plant physiology principles to research the improvement of crop water use efficiency. Knowledge of participatory research methodologies and a proven ability to work in multi-cultural teams will be an advantage. Fluency in written and spoken English is essential. Knowledge of Arabic and/or French language is desirable.

 

Terms of Appointment

The appointment will be for an initial period of three years, renewable thereafter on an annual basis.  The salary is paid in US dollars.  Benefits include housing allowance, paid home leave travel, a pension scheme, life and health insurance package, vehicle for business and personal use, and free enrollment for dependent children in the ICARDA-administered International School (KG-Grade 12).

Living in Syria

ICARDA’s headquarters are situated 30 km south of Aleppo, Syria’s second largest city.  In addition to the internationally-accredited School, ICARDA runs a Sports and Social Club for the staff.  Syria has many historical and archaeological sites, some a short drive from Aleppo.  There are four distinct seasons and the terrain varies from desert to mountains to fertile fruit orchards. Major international airlines fly into Damascus and Aleppo.
