Regional Anti-Trafficking Advisor for East Africa +b

Job description: The American Bar Association’s Africa Law Initiative (ABA-Africa) is currently seeking an attorney/advisor to be placed in Uganda to implement a two year anti-trafficking program to support enforcement, training, legal education, and resource development in Uganda, Kenya, and Tanzania.

The senior attorney sought will work at both the national and the regional levels in these three countries to lay the foundation for connecting the importance of the rule of law and enforcement of laws to the HIV/AIDS movement and agenda. This connection, in turn, will increase the demand for effective enforcement of pre-existing law that can stem trafficking in humans. At the same time the connection will create a push for national and regional harmonization and integration of anti-trafficking laws.

The ideal candidate possesses relevant regional, and subject area experience, to support regional and national working groups on anti-trafficking in Uganda, Tanzania and Kenya. This Senior Attorney and support staff would also facilitate training of police and immigration officials; magistrates and judges; prosecutors, including police prosecutors; NGOs and trade union officials to develop national and regional capacity to combat trafficking.

Other program activities include supporting three attorney positions within the HIV/AIDS regional network to promote a sub-group focus on trafficking, raising awareness and commitment of regional and national stakeholders, developing a cadre of national and regional trainers, training resources and materials, including national trainings in each country, national and regional educational campaigns, advocacy, review and analysis of law and legislation pertinent to anti-trafficking, and watchdog activities.

This project is intended to build on the pre-existing HIV/AIDS networks as well as ABA national and regional contacts developed during various ABA programs, including the recently completed Department of State funded East Africa Children’s Rights Program.


Qualifications and skills required: Specific qualifications include:

§         5-6 years minimum experience in the rule of law in developing countries, program implementation, and/or training;

§         prosecutorial experience and/or experience in enforcing the rights of women and children;

§         previous experience in addressing the relevant legal challenges in stemming trafficking in persons; 

§         relevant East Africa rule of law expertise;

§         managerial and leadership skills; and

§         a good sense of humor.

Job description: Since 2000 SNV Benin has concentrated its advisory services on local governments. Initially this support was limited to public contract management for the execution of infrastructural works for basic services (education, water and sanitation). In 2003 we have become involved in a much wider range of activities in the field of management and operations of the municipalities of Benin, notably municipal development planning, communication and social marketing, project preparation, local finance and taxes, resource mobilization etc. Through its active presence and work at local government level, SNV Benin has become a highly appreciated player in the field of decentralization and democratization, which is one of the pillars of the Poverty Reduction Strategy Paper of Benin. Currently the 30 advisors of the 5 field teams (in Cotonou-Porto Novo, Dogbo, Parakou, Natitingou and Kandi) are working with about half of the in total 77 municipalities throughout Benin. Our clients are the mayors and the councils of mid-size municipalities (with a population of 25.000 to 100.000). Increasingly we work with civil society and private sector in the promotion of Joint Action for better basic services delivery. As the demand for our advisory services is gradually becoming more complex, we feel it necessary to strengthen our pool of advisors with a Senior Advisor Municipal Development Policy. 

Objective: To help SNV Benin to transform itself into a “Centre d’excellence” in the provision of advisory services with lasting impact to all actors in municipal development in Benin.

Your main responsibilities will be:

Advisory practice: Manage a client portfolio, including providing advisory services to clients (50% of time)

Knowledge development: Assist the management team of SNV Benin in creating space for its advisors to produce, share and disseminate knowledge at national and international level. Active participation in the working group Local Government in the West Africa region (30%)

Strategic positioning: Assist the management team of SNV Benin in making strategic choices concerning product development and the selection of clients and partners. Contribute to the strategic positioning process of SNV in the West Africa region (10%)

Training and coaching: Assist the advisors of SNV Benin in improving their advisory skills, cognitive as well as behavioral (10%).

Qualifications and skills required: The Senior Advisor needs to have the skills/the ability to:

•       analyze and synthesize complex development issues and able to integrate them in SNV’s advisory practice especially on organizational and institutional level

•       adapt rapidly to SNV’s context and clients or settle quickly into SNV and grasp nature of advisory practice challenges in Benin

•       challenge SNV thinking and methodology, respecting and including existing processes on improving advisory practice.

•       devise methodologies to capture and share knowledge and/or contribute to quality of information sharing in advisory teams and/or between teams

•       act as a coach and/or guide for other advisors in advisory processes

•       support individuals and teams on the job

Requirements:

Education: We are looking for a person that has received training in Municipal Development Policy or any related subject (public administration or political science for instance)

Experience: This person must have substantial hands-on experience (10 years) in the management of municipal development policy and processes in developing countries. In addition she/he has a track record in facilitating change processes, and has a recognized and extensive network of knowledge contacts, including through the publications of articles and active participation at seminars/congresses.

Other requirements: Commitment to SNV’s mission, values and vision on advisory practice; Outstanding international network; Outstanding level of performance

Academic level of working and thinking, based on a Masters degree; Fluent in English and French

Positioning: hierarchical under the Country Director

Save the Children, an international relief and development agency seeks a Field Office Director for Central Asia.  Reporting to the ME/E Area Director, the Field Office Director (FOD) maintains overall responsibility for the direction and coordination of the operations of the Central Asia field office, which includes operations and programs in Tajikistan, Uzbekistan and Kyrgyzstan.  The bulk of the programs are located in Tajikistan, where the FOD will be based, and there are small, but growing programs and operations in Uzbekistan and Kyrgyzstan.  S/he is responsible for administration, fiscal management, and grant management of the field office; the direction, supervision, and evaluation of staff; and the design, implementation, evaluation, and analysis of program activities.  The FOD is also responsible for all donor services; represents the Agency before government representatives, donors, partner agencies, and local institutions in all three countries.  Responsibilities also include strategic planning, and program development and fundraising.  Masters' Degree in an area related to the work of SC preferred; minimum 10 years' overseas management experience with a minimum of one year previous experience within a SC/US Field Office or similar agency highly desirable.  Experience managing and directing field operations for an international relief and development agency, including supervisory experience; knowledge of USAID regulations and experience in management of USAID funded programs; knowledge of USDA food and assistance programming highly desirable;  and strong interpersonal, team building, partnering and representational skills.
