Job description: SNV-Niger builds capacity of partner organisations and stimulates good governance, through advisory services and knowledge development. This entails finding adequate answers and innovations for poverty reduction. Special attention is given to the position of women.
Currently SNV Niger works in four regions, Niamey, Tahoua, Téra and Zinder, with multidisciplinary teams of advisors, specialised in Organisational Development, Gender, Decentralization, Community Radio’s, etc.
The regional teams support
about fifty ONG’s, councils, associations, and collectives. The SNV Niamey team also works with
organisations at national level
In order to enlarge the number of partners and to have a bigger impact on the reduction of poverty than in 2003, SNV Niger has decided to start with a multidisciplinary team in Maradi.
This region has a population of 2 202 035 inhabitants, a fifth of the total population of Niger. The region disposes of economic potentialities in agriculture, cattle-breeding and the booming commercial affairs with Nigeria.
However, the northern states of Nigeria, who border Maradi, apply the Sharia « Islamic law » which does not favour the equal development of women and does not give them the same rights. Maradi is strongly influenced by this and more or less extreme groups based often in Maradi, seek to apply this law also on the territory of Niger. Luckily, local authorities have so far effectively controlled this movement.
Women in Maradi, suffer of all kinds of inequalities under the excuse of Islam; they have no rights to equal heritage, no access to parcels for cultivation, forced marriages, no representatives at political level and among the traditional structures, they are exploited at household level and confronted with polygamy, considered to be a sign of being well off, with four, five or even more wives per husband.
With regards to this reality and taking into account the present composition of the team, the new program of SNV – Maradi wishes to recruit an expatriate advisor who disposes of a large experience in gender and women’s leadership in order to contribute to improvement of living conditions for the women of the region.
Your main responsibilities will be:
• Define a gender strategy and a programme of female leadership adapted for the Maradi context;
• Strengthen local organisations and the various newly elected rural and urban councils, with a special accent on gender;
• Develop an innovative approach for diminishing the negative effects of Islam in the relations between men and women in collaboration with other partners in the areas. E.g. CARE, etc.
• To share with the other SNV teams the knowledge and experience in the field of gender and female leadership;
• Capitalise experiences and to take a leading role in the field of institutional development and gender as a member of the cluster gender network.
• On demand, assist other countries in the West African region in organisational and institutional development and gender.
Skills, ability to:
• Analyze and synthesize complex processes in civil society development and able to integrate them in SNVs practice especially on organizational and institutional level.
• Relate to complex gender issues and translate these into concrete advice that leads to actions that organizations can take.
• Challenge SNV thinking and methodology on gender.
• Act as a coach and/or guide for other advisors in
mainstreaming gender, support individuals and teams on the job
Qualifications and skills required: Requirements:
Education: a university education in development, with a specialisation in the field of gender and women’s leadership.
Experience: 5 years of experience in the field of gender and women’s leadership in the countries of the Sahel region.
Others: Knowledge of the society of Niger is seen as a recommendation. The candidate must have a good knowledge of the French language, which is the official working language in Niger. He or she should be dynamic to succeed in an often-difficult environment, be polite in order to be accepted in the society of Niger, and have the capability to reassure the partners.

possible for 3 years

2536 – maximum Euro 3945 gross per month

Maradi is located 660 km to the east of Niamey, the nation’s capital. The work will involve frequent travels to the interior of the region and to other regions and to other regions where SNV Niger intervenes. Maradi is a big town, which disposes of the essential commodities: health centre, electricity, telephone, hotels, etc. Seven hour drive over an asphalt road connects Maradi to Niamey. From Niamey there are regular international flights. There are no security problems and the town is situated in the part of the country with the highest rainfall.
