AMERICAN INSTITUTES FOR RESEARCH
The International Program of the American Institutes for Research, a not-for-profit social science research organization that provides applied social and behavior research and technical assistance to clients in developing countries, is seeking a Chief of Party (COP) and an Assessment Specialist for a new USAID-sponsored education initiative in Honduras. The activity will support the Ministry of Education’s efforts to increase student achievement, reduce student failure and dropout rates, improve student flow rates, and increase access to instruction in grade 7 and beyond. In addition, the project will establish an alternative basic education delivery system for secondary education. The project will also assist in the Ministry’s development of criterion-based standardized testing systems for grades 1-12 in Spanish and mathematics.
The Chief of Party candidate must demonstrate the ability to work collaboratively, to develop consensus among multiple parties and interests, and to develop a team-based approach to the project. Responsibilities will include technical assistance, training and related support to the Honduran Ministry of Education, local education institutions and educators. The COP will provide overall guidance, intellectual and managerial leadership; oversee management of the team as well as the program; serving as liaison with Honduran Ministry of Education.

The C&T Advisor serves as a member of the HIV/AIDS Team (SO8 team) and the Multi-sectoral HIV/AIDS Task Force. The incumbent manages a large share of the technical and administrative aspects of the new regional Strategic Objective for HIV/AIDS. The C&T Advisor will be responsible for technical assistance and the implementation of new contracts, grants and cooperative agreements that will be used to implement the new regional HIV/AIDS strategy.
1. Medical or nursing degree and Masters degree in public health or related discipline, with a clinical background.
2. Minimum of seven years experience in international public health programming and/or implementation.
3. Minimum of five years experience working in technical oversight, design and implementation of HIV care and treatment programs in developing countries. Prior work experience in east and/or central Africa would be advantageous.
4. Specialized knowledge and demonstrated expertise in the area of HIV treatment and care, including antiretroviral therapy, treatment and prevention of opportunistic infections; familiarity with HIV prevention, treatment and support programs in resource-poor settings; knowledge of clinical, ethical, policy and trade issues involved in HIV/AIDS programming in the region.
5. Strong quantitative and analytical skills, verbal skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.
6. Excellent management, interpersonal and teamwork skills.
7. An understanding and knowledge of USAID regulations and procedures is preferred.
8. Ability to communicate in French is desirable.

· advocating awareness of gender as a critical component of sustainable development and to providing training on gender issues to senior government officials in Forum Island governments, in collaboration with other relevant regional and international organisations;
· undertaking analysis (in collaboration with governments, regional organisations and development agencies) of key social/gender policy issues and activities in the region to promote strategic and integrated approaches to meso and macro policy development in line with the main mandates of Forum Secretariat;
· providing advice and technical assistance in support of the implementation of the gender strategy endorsed by the Council of Regional Organisations of the Pacific (CROP), including the continued development of harmonised institutional approaches to integrating gender policies and programmes within CROP member organisations;
· strengthening, and providing support for, networks of government and non-government organisations (NGOs) in Forum Island Countries in order to enhance capacities to conduct crosssectoral policy analysis and to advocate increased gender equality;
· advising on the development of project-specific gender strategies and plans to ensure that gender is integrated into program/project activities with adequate awareness of the resources required for successful implementation; · producing and promote a Pacific focused materials to increase understanding and awareness of the gender issues, and update existing materials as required;
· the effective representation of the Forum Secretariat at meetings; and
· other duties appropriate to skills and qualifications as required, from time to time.
Applicant Requirements: 2 Qualification, Skills and Experience Required Key requirements for the position are:
· at least 5 years relevant work experience in the coordination, development and analysis of gender issues and policies relevant to Pacific Island Countries or a similar environment;
· an advanced degree in economics or social sciences with specialisation in, or relevance to, public social policy or gender issues;
· awareness and understanding of broader development and sectoral issues as they relate to economic development policies and issues;
· ability to work with a small team of professional staff;
· ability to manage defined work programme activities and expenditures, including the management of consultancies;
· excellent PC based computer skills including word processing and spreadsheet applications; and
· willingness to travel economy class within and outside the region as requested, and to refrain from smoking in the office environment. Selection Criteria In addition to meeting the above required knowledge, skills and experience, the candidate will be assessed based on interview performance and referee reports on the following other requirements:
· ability to quickly grasp and analyse key regional development issues and write clear policy papers; · excellent oral and written communication skills;
· ability to set priorities successfully working with minimum supervision;
· sound analytical skills and an ability to think laterally;
· a high level of interpersonal skills and cultural sensitivity;
· affable, self-confident personality and ability to work well with the Development and Economic Policy team, and with other Secretariat staff; and
· a flexible approach and a willingness to assist with a variety of other tasks within the Secretariat.
