Serve as the senior technical and policy advisor for the Mission’s non-direct hire staff working on the USAID/Armenia Health and Social Protection programs.  The Senior Advisor may also be requested to serve in this capacity for the Mission’s Humanitarian Assistance Program in Nagorno Karabakh at a later date.

 

Qualifications and skills required: MAJOR DUTIES AND RESPONSIBILITIES:

- Strong expertise and work experience in at least three of the following areas, and good knowledge or familiarity with the other areas:  health systems; health cost financing; health education; epidemiology; maternal and child health; reproductive health; family planning; community outreach; health policy; pension systems; social assistance systems; humanitarian assistance; health reform in the Former Soviet Union.

- Minimum ten (10) years of progressively responsible experience in the design and implementation of large, complex health, humanitarian assistance and social sector programs in developing countries.

- Minimum five (5) years of relevant work experience with international development programs and very good familiarity with procedures and systems for bilateral and/or multi-lateral donors:  strategic planning, activity design, budgeting, program implementation, procurement, reporting, and monitoring and evaluation procedures.

- Experience working in or good knowledge of health and social protection issues in Armenia or other Former Soviet Union countries, and familiarity with Armenia’s socio-political and cultural environment.

- Strong familiarity with USAID systems and implementation mechanisms.

- An advanced academic degree, at least at the Masters level, and preferably with a specialization in public health or health-sector related discipline (maternal and child health, medicine, health policy, social medicine, health education, health administration, etc.).

- Demonstrated analytical, managerial and writing skills and strong leadership, communication and interpersonal and coaching skills. Must be able to interact diplomatically and effectively with a broad range of internal and external colleagues, partners and clients, donor representatives, host country government officials and NGO counterparts.

- Must be fluent in English and have proven ability to communicate clearly and concisely, both orally and in writing, including technical and analytical reports.  Working knowledge of Armenian or Russian is desirable.

- Computer proficiency (Windows 2000, MS Word, Excel, etc) is required.

The availability of these products is crucial to the success of major public health programs, including family planning, HIV/AIDS prevention and treatment, tuberculosis control, malaria control, immunization, and preventive health services for mothers and children.

 

The supply chains that deliver these commodities must be effective and efficient. The challenge in most countries is finding practical solutions to supply chain problems in the context of a public sector or non-profit organization. DELIVER is seeking Logistics Advisors who can help design and implement improved processes for the procurement, warehousing, transportation, and management information functions of a supply chain to support comprehensive HIV/AIDS care and treatment programs. This position will provide challenging work with approximately 150 seasoned public health logistics professionals and entail extensive travel to the developing world.

The Advisor will work under the technical guidance of the relevant Country Team Leaders (CTLs) for in-country field activities; the Logistics Advisor submits travel plans, strategic workplans, progress and trip reports, and other relevant technical documentation directly to the CTL for review. In some countries, the Logistics Advisor may be the lead technical assistance provider and have primary responsibility for development, implementation and coordination of assistance activities.

 

DELIVER also carries out technical initiatives that are not country specific. In working on these tasks, the Logistics Advisor is guided by a Task Team Leader (TTL).

 

Specific responsibilities may include, but are not limited to, the following:

- Developing country technical assistance plans, including project development and budgeting, preparation of strategic and annual work plans, monitoring, and evaluation of performance and impact.

- Providing technical assistance to in-country partners in the following areas, with a specific focus on HIV/AIDS:

- Analyzing the constraints to improved product availability in the policy, regulatory, and health systems environment

- Forecasting or quantifying commodity needs.

- Estimating the cost of required commodities.

DELIVER/Uganda - Deputy Director for Logistics System Design and   Implementation +b

DELIVER/Uganda has been mandated to design, develop and implement   logistics systems to ensure the availability of a number of essential public health commodities.  Within this mandate, DELIVER has two main  functions:  (1) to develop inventory control policies and procedures and (2) to develop logistics management information systems for the  management of the selected commodities.  This position specifically supports, but is not limited to, the inventory control function.  More specifically, this position provides overall management and technical direction to the Logistics System Design and Implementation (LSD&I)Team.  The incumbent works closely with the Country Director and the Deputy Director for Information System Development and Support (ISD&S).

He/she also works closely with MOH and other stakeholder partners and  clients. He/she assures that sound logistics principles are followed in the design and development of logistics systems.   He/she also assists the Country Director in planning and organizing work to further commodity security in Uganda.

  

Major Responsibilities:

- Provide clear directions/guidance and assignments to the LSD&I Team,   account for their progress/results achieved, and report the same to the  Country Director and USAID, as required.

- Oversee the preparation of workplans with each member of the LSD&I   Team and their MOH and/or NGO counterparts.  Ensure the inclusion of   monitoring and evaluation mechanisms in the workplans.

- Work with relevant LSD&I Team members to design and develop logistics   systems (inventory control system policies and procedures as well as   recording and reporting formats, procedures and lines of communication)   for the distribution of commodities for the following areas: Family Planning,  HIV/AIDS, EPI, Laboratories,TB, Malaria, Essential Drugs and Opportunistic Infections

- Assist, as required, with the forecasting and quantification of needs for the above-mentioned commodities

- Assist, as required, with the preparation of procurement plans and  delivery schedules at the national, district, health sub-district, and facility levels.

- Assist the Country Director in planning and organizing meetings, documents, workshops, presentations, etc. to introduce and facilitate  stakeholder work to ensure commodity security in Uganda.

- Work with LSD&I Team members and the Deputy Director for information System Design and Support to conduct regular pipeline analyses and monitoring of commodity supplies at the national and local levels

- Oversee the development of training strategies and plans for national and district level logistics system implementation activities, in collaboration with the Training Coordinator and other relevant team members and partners

- Mentor LSD&I Team members to ensure that they develop the logistics   competence required to implement logistics principles

- Ensure adequate resources are available for the team to accomplish their work

- Maintain regular communication with the Team and the Country Director. Assist the Country Director in ensuring communication and collaboration with the other JSI projects in Uganda.

- Carry out additional responsibilities as may be assigned from time to time in consultation with the Country Director.

  

Qualifications:  Applicants for this position should possess the following minimum qualifications:

- Master's degree in public health or related field or equivalent experience.

- At least ten years of experience in international public health, family planning, reproductive health, health commodities management and/or private sector logistics in developing countries.

- At least five years of project management experience. 

- Ability to guide strategy development, manage implementation of projects and work independently

- Excellent written and verbal communication and presentation skills in  English

- Proficiency in common computer packages (eg.Word, Excel) relevant to  the work

Overall statement of work

The C&T Advisor serves as a member of the HIV/AIDS Team (SO8 team) and the Multi-sectoral HIV/AIDS Task Force. The incumbent manages a large share of the technical and administrative aspects of the new regional Strategic Objective for HIV/AIDS. The C&T Advisor will be responsible for technical assistance and the implementation of new contracts, grants and cooperative agreements that will be used to implement the new regional HIV/AIDS strategy.

Required skills, knowledge and experience

1.     Medical or nursing degree and Masters degree in public health or related discipline, with a clinical background.

2.     Minimum of seven years experience in international public health programming and/or implementation.

3.     Minimum of five years experience working in technical oversight, design and implementation of HIV care and treatment programs in developing countries. Prior work experience in east and/or central Africa would be advantageous.

4.     Specialized knowledge and demonstrated expertise in the area of HIV treatment and care, including antiretroviral therapy, treatment and prevention of opportunistic infections; familiarity with HIV prevention, treatment and support programs in resource-poor settings; knowledge of clinical, ethical, policy and trade issues involved in HIV/AIDS programming in the region.

5.     Strong quantitative and analytical skills, verbal skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.

6.     Excellent management, interpersonal and teamwork skills.

7.     An understanding and knowledge of USAID regulations and procedures is preferred.

8.     Ability to communicate in French is desirable.

9.     This position requires security clearance at the secret level and applicants must be a U.S. citizen.

POSITION SUMMARY: The Chief of Party will manage the IFES program in Kazakhstan. Primary responsibilities will include program management and implementation, and management of the IFES field office in Almaty. The Chief of Party is also responsible for identifying new opportunities for IFES within the existing program and beyond. The ideal candidate will have previously managed projects to promote democratic development, and will have had extensive experience in at least one of the following: developing civic education programs, strengthening political pluralism or enhancing civil society development. Experience in election management is also strongly preferred. The Chief of Party represents IFES in country as the Foundation's primary representative and on-site coordinator of programming with local and international actors. S/he is responsible for maintaining pro-active contacts with Kazakhstan leaders--both governmental and non-governmental, IFES' funders and the international donor community.

DUTIES & RESPONSIBILITIES:

* Manage the implementation of IFES' projects in Kazakhstan

* Provide daily management and oversight of local and expatriate staff based in Kazakhstan

* Develop and maintain relationships with Kazakhstan partners, civil society groups and other stakeholders, including international NGOs and the donor community

* Work closely with the Ministry of Education and the individual regional and local education departments and schools in the implementation of the textbook project and all school based activities

* Manage and report on IFES/Kazakhstan finances

* Explore new opportunities and design initiatives for IFES
