Program Support Manager (Jakarta based)

Reporting to the Country Director, this is the senior most position in the Program Department and a member of the Country Management Team. A team of technical specialists/advisors will report to the Program Support Manager. You will be responsible (i) to ensure the quality of all Plan programs throughout the country; to monitor and evaluate these programs and to develop capabilities in program design, implementation and evaluation among Plan staff, partners and program participants, (ii) to ensure the establishment and implementation of high standards of accountability, effectiveness and efficiency in the achievement of Plan’s program domains and principles; and (iii) to lead the development of the Country Strategic Plan (CSP), providing technical support and monitoring the CSP implementation. 

Qualifications:

The ideal candidate will be a university graduate, preferably with a master’s degree and with at least ten years experience as a development professional in planning, monitoring, evaluating programs and managing technical support. Five years experience in a related senior management position and overseas development work experience will be an advantage. Two years minimum working experience outside geographical and cultural area of origin is essential. He/she should have strong skills in participatory program development processes, and a demonstrated record of success in program and in developing and writing grant proposals. He/she must have a high level of personal integrity, should have strong managerial and leadership capability and be good in facilitation, negotiation with excellent networking skills.   Excellent command of written and spoken English is a strict requirement.

Purpose: The Director of Programs collaborates closely with the Country Director in overall management of the Afghanistan program. Job description: Job Purpose: To support rapid expansion and integration of HIV/AIDS programs into CCF’s development programs across Africa Region  Background: CCF has comprehensive, long-term development programs in Kenya, Ethiopia, Uganda, Sierra Leone, Senegal, Gambia, Zambia, Angola and South Africa. CCF is interested in expanding and deepening its HIV/AIDS and OVC program coverage through partnerships in the region. In the short-term, CCF needs to assess current capacities, explore new opportunities and improve upon HIV/AIDS interventions.  

Duties and Responsibilities: 

 Support country level managers and advisors in development of HIV/AIDS programmes in accordance with CCF HIV/AIDS guidelines

 Support and develop HIV/AIDS and OVC support strategies for CCF Africa Region

 Network and establish regional partnerships to support HIV/AIDS and OVC programs

 Develop HIV/AIDS and OVC program proposals

 Provide technical support to HIV/AIDS and OVC program managers

 Develop regional technical resources for HIV/AIDS and OVC programs

 Liaise with regional organizations with respect to HIV/AIDS and OVC programs

 Liaise with CCF HIV/AIDS and OVC program development specialist and other regional     advisors as necessary 

Qualifications and skills required: Qualifications:

## Master’s degree in international development, public health, social work or equivalent

## At least five years in development with at least two years at senior management level

## At least three years working throughout Africa

## Extensive knowledge of regional networks for HIV/AIDS programs

Overall statement of work

The C&T Advisor serves as a member of the HIV/AIDS Team (SO8 team) and the Multi-sectoral HIV/AIDS Task Force. The incumbent manages a large share of the technical and administrative aspects of the new regional Strategic Objective for HIV/AIDS. The C&T Advisor will be responsible for technical assistance and the implementation of new contracts, grants and cooperative agreements that will be used to implement the new regional HIV/AIDS strategy.

Required skills, knowledge and experience

1.     Medical or nursing degree and Masters degree in public health or related discipline, with a clinical background.

2.     Minimum of seven years experience in international public health programming and/or implementation.

3.     Minimum of five years experience working in technical oversight, design and implementation of HIV care and treatment programs in developing countries. Prior work experience in east and/or central Africa would be advantageous.

4.     Specialized knowledge and demonstrated expertise in the area of HIV treatment and care, including antiretroviral therapy, treatment and prevention of opportunistic infections; familiarity with HIV prevention, treatment and support programs in resource-poor settings; knowledge of clinical, ethical, policy and trade issues involved in HIV/AIDS programming in the region.

5.     Strong quantitative and analytical skills, verbal skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.

6.     Excellent management, interpersonal and teamwork skills.

7.     An understanding and knowledge of USAID regulations and procedures is preferred.

8.     Ability to communicate in French is desirable.

9.     This position requires security clearance at the secret level and applicants must be a U.S. citizen.
