Senior Technical/Policy Advisor for Health and Social Transition Programs +b

Job description: Serve as the senior technical and policy advisor for the Mission on the USAID/Armenia Health and Social Protection programs, located within the Democracy and Social Reform Office (DSRO).  The Senior Advisor may also be requested to serve in this capacity for the Mission’s Humanitarian Assistance Program in Nagorno Karabakh at a later date.  

Major Responsibilities: The Senior Advisor will support health and social sector teams in the design effort (anticipated to begin no later than mid-2004) to identify and articulate appropriate, evidence-based programs to succeed the Missions's current large bilateral social sector program which is due to end in July 2005.  S/He will help identify appropriate procurement mechanisms for program implementation, and will actively participate in contractor/grantee selection.  The Senior Advisor will provide program and activity management direction and guidance for all health and social transition activities under DSRO.  In general, s/he is responsible for the day-to-day oversight and coordination of activities in the health and social transition programs, and will be the key technical resource within the Mission on these sectors.

Qualifications and skills required: Requirements:  

§        Strong expertise and work experience in at least three of the following areas, and good knowledge or familiarity with the other areas:  health systems; health cost financing; health education; epidemiology; maternal and child health; reproductive health; family planning; community outreach; health policy; pension systems; social assistance systems; humanitarian assistance; health reform in the Former Soviet Union.  

§        Minimum ten (10) years of progressively responsible experience in the design and implementation of large, complex health, humanitarian assistance and social sector programs in developing countries. 

§        Minimum five (5) years of relevant work experience with international development programs and very good familiarity with procedures and systems for bilateral and/or multi-lateral donors:  strategic planning, activity design, budgeting, program implementation, procurement, reporting, and monitoring and evaluation procedures.  

§        Experience working in or good knowledge of health and social protection issues in Armenia or other Former Soviet Union countries, and familiarity with Armenia’s socio-political and cultural environment. 

§        An advanced academic degree, at least at the Masters level, and preferably with a specialization in public health or health-sector related discipline (maternal and child health, medicine, health policy, social medicine, health education, health administration, etc.). 

§        Demonstrated analytical, managerial and writing skills and strong leadership, communication and interpersonal and coaching skills. Must be able to interact diplomatically and effectively with a broad range of internal and external colleagues, partners and clients, donor representatives, host country government officials and NGO counterparts.  

§        Computer proficiency (Windows 2000, MS Word, Excel, etc) is required.  

§        Must be a U.S. citizen, and be able to obtain a U.S. Government “SECRET”security clearance, and medical clearance to serve in Armenia.

Job description: The Corporate Council on Africa (CCA), established in 1993, is a nonpartisan 501(c) (3) membership organization of over 200 U.S. companies dedicated to strengthening the commercial relationship between the U.S. and Africa. CCA members represent nearly 85 percent of total U.S. private sector investments in Africa. CCA has a young, dynamic, multicultural and multinational staff committed to increasing trade and investment between the U.S. and Africa.   CCA’s West Africa International Business Linkages (WAIBL) promotes business transactions between U.S. and West African companies. WAIBL is one of the most successful USAID-funded economic development programs for the continent and has been the catalyst for more than $130 million in new U.S. – West Africa trade and investment.  WAIBL is active in 18 countries in West Africa and captures nearly 10-15 percent of all bilateral trade with the U.S. for several of these countries.   

Summary of Responsibilities:  The WAIBL Program Coordinator works closely with the WAIBL Program Manager on all aspects of program activities to follow up on trade leads identified by the program, support outreach and communication efforts and assist in planning conferences and program events. 

General responsibilities include, but are not limited to: 

- Follow-up on business leads identified through the WAIBL program. 

- Research business sectors and trade associations in the U.S. to identify suppliers, markets and sources of finance. 

- Interact with U.S. Embassies in Africa, African Embassies in the U.S. and trade associations and chambers of commerce in Africa to identify business leads. 

- Coordinate activities related to the region e.g. attend events focusing on U.S. trade with West Africa  

- Organize logistics of sector specific conferences and other program events in the U.S. and West Africa 

- Travel domestically and to West Africa for program events and conferences 

- Draft letters and correspondence to African and U.S. business clients in English and in French. 

- Maintain the content of CCA’s business linkages / matchmaking database.  - Maintain the content of the WAIBL website.
