Responsibilities:
· Develop, implement, communicate and manage all EMG HR policies, including specific recommendations to management regarding changes to current policies. Ensure that all policies are up-to-date and compliant with current laws.
· Oversee responsibilities for domestic and international employee benefits program, including management of the Benefits Administrator.

Qualifications:
· Bachelor’s degree and a minimum of five years of related work experience, including a minimum of two years in a senior level, strategic HR role (preferably in development consulting and/or international professional services industry).
· Strong knowledge of and experience with HR laws, trends, and compliance issues.
· Proven experience developing, implementing, and monitoring HR policies and procedures.
· Experience with and/or knowledge of government contracting, particularly with USAID, the World Bank and other bilateral and multilateral donors is highly preferred.
· Ability to operate effectively and efficiently with minimal supervision. Proven ability to remain discrete and protect confidentiality.
· Ability to work effectively in a team environment; build and maintain excellent working relationships with staff.
· Excellent interpersonal skills and with the ability to communicate clearly and effectively with personnel at all levels.

Job description: The Rural Enhancement of Afghan Community Health (REACH) Program in Afghanistan began in mid-2003 and will run through FY06. AED serves as a subcontractor to prime contractor Management Sciences for Health (MSH),and is responsible for 1) Implementing BCC programs leading to the adoption of behaviors that will reduce morbidity and mortality among mothers and children; and 2) Building the capacity of the Ministry of Health and NGO community to plan and conduct effective behavior change programs in the long term.
Position Summary: The incumbent of this position will serve as one of two senior advisors for Behavior Change Communications (BCC) on the REACH Project, and will have overall responsibility for for planning and managing a BCC program for maternal and child health and capacity building. The advisor will oversee a team of 3-5 staff and periodic short-term consultants. The position is based in Kabul, Afghanistan.
Essential Job Functions:
• Support the MOH IEC Division in BCC policy
development, planning, and coordination
• Conduct training workshops for the MOH and NGOs in
behavior change program planning, formative research, materials development
• Conduct training workshops for NGOs on effective
community-based behavior change interventions
• Strengthen the capacity of one or more NGOs in the
development and production of high-quality BCC materials
• Develop an interpersonal communication and
counseling (IPCC) curriculum and train CHWs and other health workers in
effective IPCC skills
• Develop counseling cards and other print materials for communicating key health messages to mothers and important secondary audiences (fathers/husbands, older women, village leaders)
• Train CHWs to use counseling cards and/or other
teaching aids effectively
• Train and work with NGOs to plan community mobilization and advocacy activities
• Plan and implement multi-media communication campaigns on key BPHS health topics
• Represent AED’s corporate interests on the REACH
team and with the USAID Mission in Kabul
• Provide regular written and oral progress reports to REACH, USAID, and AED as required

Job description: In response to a request for applications from SADC/DFID, AED is seeking to lead a HIV/AIDS project to “strengthen the enabling environment in which women, men and young people most vulnerable to HIV infection in Botswana, Lesotho, Namibia and Swaziland (BLNS) can reduce their HIV-related risk behavior”. The project intends to focus on High Transmission Areas (HTAs), in particular, Cross Border and High Transit Sites (CBS & HTS). AED will focus primarily on behavior change efforts to address youth-centered, gender sensitive behavior change communication interventions established or enhanced in the selected CBS/HTS; ensure competencies, systems, and equipment are increased within BLNS national AIDS programs and selected CBS/HTS and improve capability for advocacy and service delivery for people living with HIV/AIDS (PLWHA). Behavior change strategies will include strong policy, capacity building and monitoring and evaluation components.
Position Summary:
The Behavior Change and Communications (BCC) Specialist will function as principal advisor, developing innovative and effective behavior change approaches to reduce high-risk behaviors primarily among youth. He/she will work as part of the overall AED team in Pretoria and will work closely with Government, NGO and private sector organizations/institutions implementing other aspects of the program. Collaborating partners include PSI, NASOMA, Ministries of Health, National AIDS councils, and organizations for people living with HIV/AIDS among others. The Advisor will provide technical assistance to SADC and other partners in planning, implementing, and evaluating more effective HIV/AIDS behavior change initiatives in the selected CBS/HTS sites. Interventions will be focused primarily on youth in the BLNS areas. Drawing on AED’s community-based programming experience and tools, the Advisor will develop and implement a capacity-building program.
Essential Job Functions:
-Establish new and foster existing relationships with project partners including PSI, NASOMA, Governments of BLNS, particularly through the Ministries of Health and National AIDS Councils, organizations for PLWHA and other organizations/institutions working on the HTA (CBS/HTS)
-Work closely with other HTA (CBS/HTS) initiatives in
BLNS particularly the USAID Corridor of Hope program, among others
-Facilitate the development of regional guidelines for
behavior change communications
-Develop guidelines for mainstreaming STI/HIV/AIDS
activities in all aspects of adolescent and youth development programs
-Develop regional guidelines for media on reporting
HIV/AIDS
-Strengthen capacity for BCC, targeting abstinence and
delayed sexual debut particularly among young people; consistent and correct
condom use; early detection of STIs and proper, consistent uptake of services;
and STI/HIV/AIDS stigma reduction
-Focus on advocacy efforts to strengthen the capacity
of organizations for people living with HIV/AIDS to be able to manage, network,
and coordinate their own programs at grassroots, national and regional levels
-Strengthen community participation and support for
HIV/AIDS prevention, care and support initiatives; including home based care
and stigma reduction initiatives
-Assist the Chief of Party in planning and supporting
other aspects of the overall behavior change program, including annual work
plans and periodic program evaluations
-Participate in regular presentations to DFID, SADC,
NGO partners, international organizations, and other key audiences on the
progress of the project
-Participate in preparing written reports on the project
as needed
Qualifications and skills required: Masters in one of the following or related fields: Public Health required or equivalent combination of education and work experience.
