Job description: Christian Children's Fund (CCF) an international, nonsectarian NGO is currently seeking a Micro-Credit/Micro-Enterprise Development (MED) Program Manager. This position will be based in Kunduz, Afghanistan and is responsible to the Country Director. The MED program manager is responsible for MED programs in three provinces – Takhar, Kunduz and Badakstan. The MED Program Manager is responsible for the implementation and daily operations of Christian Children’s Fund/Child Fund Afghanistan (CCF/CFA) MED programs funded by various international and bi-lateral donors. The MED manager will work with partner NGOs on the implementation of the MED programs and will be responsible for coordinating efforts and taking the lead with all donors. Qualifications and skills required:
## A minimum of 3-5 years experience implementing and managing
micro-credit and other micro-enterprise programs, including vocational
training, in developing countries
## Knowledge of micro-credit best practices
## Experience in Afghanistan or Central Asia a plus
## Degree in business or business management, accounting or
related field
## 3-5 years experience managing, both programmatically and
financially, grants from USAID, UN agencies and other donor agencies
## Experience implementing and managing broad based community development programs
in developing countries
## Ability to work in an challenging environment
## Willingness to live and work in rural Northern Afghanistan
## Ability to work with a diverse team of both international

The Chief of Party (COP) is a senior management position with Mercy Corps in Central Asia with supervisory and managerial responsibility for the Tajikistan Conflict Prevention Program (TCPP). The COP provides the vision and leadership in project administration and monitors overall project performance. The COP maximizes budget resources and personnel development and remains flexible in a continually changing environment. The COP ensures that the interventions proposed in the project are planned and executed with quality, accountability, and measurable impact.
The COP is a senior staff member in Tajikistan. The COP provides supervision, direction and guidance to the international and national level program staff that both work directly in the program or have support and collaborative functions with other Mercy Corps staff in Tajikistan and other Mercy Corps offices in Central Asia.
Qualifications:
" MA or equivalent in a social science or management and 5 to 10 years of field experience in international relief and development programs.
" Three years or more of practical experience in community-based programming, capacity building, NGO and sub-grant management as well as proven skills in financial management.
" An understanding of the potential underlying causes of conflict, and an ability to be able to recognize and monitor conflict. Experience with conflict analysis or conflict mitigation programming preferred.
" Must have 3 years of senior-level leadership and field management experience.
" Russian or Tajik, or other regional language skills preferred.

Engineering and Monitoring Supervisor - Georgia

The British Petroleum (BP) Community Investment Program (CIP) is a three-year grant, which started in March 2003. The project will be implemented in the two most southern and central regions of Georgia. The objective of the CIP is to promote sustainable social, economic and environmental development for the communities along Baku-Tbilisi-Ceyhan Pipeline (BTC) and South Caucasus Pipeline (SCP) route by increasing the capacity of communities to enable them to work together and meet the various challenges they face. The CIP has four sectors: infrastructure development, sustainable income generation (through micro-credit, agriculture/agribusiness, and small business development), water supply and environmentally sustainable energy. These four sectors have been highlighted by the communities as areas of need that will enable them to improve the quality of their lives.
The Project Engineer is a senior level position supervising all engineering aspects of the CIP-E, this includes the existing projects in the 32 communities along the pipeline as well as the 46 project sites. The Engineer will supervise the activities of Mercy Corps_ National Engineering NGO partner as well as the new engineering staff hired for this additional sector. The Project Engineer will also be the main contact with BP regarding project site safety and engineering activities. The Engineer will be based in Tbilisi but will spend 75% of their time in the field. This person will report to the Project Director.
Qualifications include a BS or higher degree in Engineering and at least five years experience in site construction management or civil engineering projects; at least two years overseas_ experience in development or humanitarian work; an understanding or keen interest in community participation, community dynamics or general development principles; demonstrated ability to manage a large group of staff and coordinate multiple project sites and work within two field offices; demonstrated ability to successfully communicate, initiate and maintain positive relationships with local citizens' groups, local government officials, the donor and other INGOs; grant management and budget oversight skills; effective verbal and written communication, multitasking, organizational, and prioritization skills; and demonstrated attention to detail, ability to follow procurement procedures, meet deadlines and work cooperatively with team members.

Microcredit Advisor – Tajikistan +b

The Microcredit Transformation and Technical Assistance Advisor is a high level technical assistance provider whose purpose is to support three Tajik institutions with their transformation to new legal entities working in microfinance. For the first six months, work will focus on supporting the National Association of Business Women (NABW) to create a subsidiary non-bank financial institution (NBFI). During this time, the Advisor will be based at NABW headquarters in Khojand. For the second six months, the Advisor will focus on assisting two small but growing microfinance partners to register as microfinance organizations in compliance with the new microfinance legislation passed in Tajikistan. During this time, the Advisor will be based either at Development Fund headquarters in Khojand or the Mercy Corps branch office in Khojand.
Ideal candidate should possess:

The Project Manager will have primary responsibility to plan, manage and implement the Upper Rasht Valley Community Water Project and provide field level leadership and planning support to field-based project staff on a regular basis (weekly) in designated communities.
The candidate must have a strong community development background, with proven ability in program design, implementation, monitoring and development within the international NGO and development sphere; must demonstrate strong personnel management and inter-personal skills and have proven ability to train, mobilize and direct field-level staff to guide communities in the process of planning, mobilizing, executing and assuming ownership of watsan systems; must also have solid experience and skills in the technical aspects of rural water supply and sanitation systems; and must also be able to work effectively with and strategically communicate well at appropriate governmental and grassroots levels. GENERAL POSITION SUMMARY:
The Program Manager will oversee the implementation of a European Commission funded Animal Health Support Program in the Southern Afghanistan provinces of Helmand, Kandahar and Uruzgan. The Program Manager is responsible for all aspects of program implementation, including administration and financial oversight, management of all national program staff, monitoring, evaluation and reporting of program objectives/ coordination with donor, government and other NGOs in the animal health field and ensuring the program stays within MC Afghanistan_s strategic planning.
ESSENTIAL JOB FUNCTIONS:
1) Management & Administration: Oversee the management, planning and implementation of the Animal Health Support Program according to the EC-contract, project proposal and strategic vision of MC Afghanistan. This includes coordinating the revitalization and development of Veterinary Field Units in the region such that they are able to provide animal health services in an effective manner with a view to moving the VFUs towards privatization by the end of the project.
2) Vision, Leadership and Strategy: Communicate a clear vision of the present and future program goals; provide leadership and direction to program staff; assess, evolve current program strategy and communicate to staff, partners, local communities and external coordinating partners.
3) Finance, Compliance Management and Accountability: Gain familiarity with EC donor regulations; coordinate budget management with finance staff; manage overall budget within approved spending levels and coordinate with logistics staff; adhere to compliance regulations with donor and MC rules/ regulations.
KNOWLEDGE AND EXPERIENCE:
" MA/S in Animal Science or closely related discipline.
" 5-7 years experience managing livestock systems or animal health related programs in an international context.
" 5-7 years experience of proven, effective staff management.
