• Establish and maintain contacts with other security actors (PSD, MNF, US Embassy, NGOs, NCCI)

Qualifications and skills required: QUALIFICATIONS

3-5 years overseas professional experience; including at least 2 years of developing country security management. Field logistics experience is desirable however it is not a substitute for security management background. Experience in Staff management; Practical and technical knowledge of security program development and implementation; Strong interpersonal skills; Willingness to live, work and travel in an extremely unstable and dangerous political environment. The Senior Behavior Change/Communication (BCC) Specialist will provide technical assistance to and oversight of the Office's current communication project, Population Communication Services (PCS), one of the Bureau_s largest cooperative agreements.  Although housed in the PRH Office, this project currently provides technical services to USAID missions and host-country counterparts across the PHN sector (family planning, child survival, maternal health, HIV/AIDS and infectious diseases).  The Senior BCC Specialist will serve as liaison between PCS, USAID/Washington and the USAID field missions who request PCS services.

Required Skills, Knowledge and Experience

·    Advanced degree in communication, public health, social science or other relevant field.

·   At least 10 years of experience in the design, administration, management and implementation of behavior change/communication programs in developing countries.  Experience should include familiarity with budgets and financial plans, strategic planning, and work plan development.

·  Demonstrated expertise in the theory, science and practice of behavior change/communication as it applies to health.

· At least 10 years of experience in the field of international health.  Demonstrated understanding of family planning, maternal health, child survival, HIV/AIDS and/or infectious disease issues in developing countries.

· Demonstrated experience working directly with developing country program managers, policy makers, a broad array of health service providers, and community leaders to assess the behavior change/communication aspects of developing country family planning and health programs.

·  Good interpersonal skills; ability to work effectively individually and as a team member.

This position is part of the Program Management Team and as such participates in decisions regarding program priorities; strategic allocation of staff and other resources; monitoring, evaluation and reporting of the Programs Division performance; and synthesis and dissemination of new knowledge and lessons learned from the Division overall.

REQUIREMENTS:

* Graduate degree in public health/related discipline or professional degree in a health-related field;

* Ten to fifteen years' work experience in international HIV/STI program design, implementation and evaluation. Technical expertise and program experience in HIV/AIDS programming is required;

* Five years' experience in a managerial position with budget and supervisory responsibilities.

Femmes Africa Solidarite (FAS), an NGO based in Geneva, Switzerland, has four positions of internship for any person, male or female, starting in February 2005. The candidate must be interested in actively participating in a gender biased conflict resolution and peace building in Africa.

FAS aims to create, strengthen and promote the leading role of women in the prevention, management and resolution of conflicts. These aims and objectives are carried out through a number of women actively working in various parts of Africa. The intern is expected to carry out the following functions in collaboration with other members of staff in a small office in Geneva:

- assist in the publication of FAS advocacy news letters and other documents;

- write funding projects and compile budget summaries for FAS's collaborative programs with donor institutions;

- assist in the planning of FAS training workshops;

- carry out research work of other NGOs in the field, initiatives to implement the Beijing Plan of Action in Africa, and current events affecting women in Africa;

- represent FAS at working sessions and commissions when necessary;

- other administrative tasks such as communication via letter, e-mail, and fax with FAS board members, other African NGOs, and grassroots organizations.

The internship period must be at least 5 months and can be extended by mutual consent.

The Humanitarian Policy Group (HPG) at ODI is one of the world's leading teams of independent researchers and information professionals working on humanitarian policy issues. It has a unique capacity to combine high-quality policy analysis with dialogue and debate.

This post will work primarily on issues within our 'Humanitarian programming: enhancing operational response' cluster of work. This work aims to promote the development of practical programming strategies that address some of the key dilemmas in the design and delivery of humanitarian assistance. A key theme is also the need to deepen understanding of the real experience of people in crises and how people survive, or fail to, and what the contribution of humanitarian aid is to their survival.

Recent work in this cluster has focused on the links between HIV/AIDS and humanitarian action, measuring impact, the use of cash and vouchers in emergencies and agricultural rehabilitation. The research programme for 2005/6 is still being finalised but will probably include:

- Further work on the use of cash and vouchers as mechanisms for relief in emergencies

- A study on the role of remittances in crises

- Work on the role of markets 

The postholder will be expected to contribute to these projects and to work with colleagues to take forward the work of the cluster as a whole in the development of further research.

In addition to providing research assistance, the successful applicant will be expected to liaise with key stakeholders in these projects, undertake some routine administration, as well as draft written publications and papers.
