We are seeking Privatization/Transaction Specialists for a three-year project in Afghanistan.
Qualifications and skills required:
· Minimum of 10 years of experience advising on international development projects.
· Prior experience with USAID is highly preferred.
· Must have prior experience in managing; specific experience might include establishing policies and procedures for identifying SOEs, assessing SOEs and determining appropriate privatization methods (sale of shares, tenders, asset sales, auctions, etc.).
· Proven ability to execute privatization transactions in complex environments.
· Afghanistan experience and knowledge of Dari or Farsi is preferred.
· Candidates should have prior strong management and financial oversight experience.

Job description: SNV-Niger builds capacity of partner organisations and stimulates good governance, through advisory services and knowledge development. This entails finding adequate answers and innovations for poverty reduction. Special attention is given to the position and equality of women.
SNV Niger has two teams; one team covers the area around Niamey and the other team covers the area around Tahoua, Konni, Maradi and Zinder. They support amongst others, partners in the field of local governance and economic development.
Recently, municipal elections were held and 269 councils are installed. SNV currently supports about 30 councils. Opportunities for economic development will be identified, allowing the district councils to mobilize internal resources and allowing local actors in the private sector to better exploit business opportunities as well as improve their cooperation with the district councils.
Support will also be given to agricultural producers organizations in business planning, value chain analysis and linkage, national, regional and international partnerships.
The senior advisor will be part of the “market access for the poor” practice area team and will work with other advisors in micro finance and economic development.
• To stimulate participative research, in collaboration with the districts councils and their main private sector actors, mapping out the promising economic sectors. To stimulate the collection of generate gender-segregated data, using existing documentation as much as possible.
• To assist the councils in stimulation of economic activities which might become the drivers of economic development.
• To analyze market chains, and to assist producers organizations in strengthening their position in the market chain.
• To give advice to service providers, organizations of producers and enterprises in: elaboration of business plans, establishment of business networks, fundraising, exchange of information and entrepreneurial development processes.
• To develop an international network with strategic partners in the field of economic development for joint interventions.
• To develop strategic linkages with various national and international organizations and to tap resources from potential donors and strategic partners involved in the promotion of economic development.
• To participate in the discussions and views and to give support to the process of implementation of the ECOLOC approach at the request of the strategic partners (HCRAD, financing organizations, etc) in collaboration with PDM in Benin.
Qualifications and skills required: Educational
background: University degree (MSc or equivalent) in economy or management with
a specialization in economic development and/or rural development
Experience: 5 years of working experience in the
promotion of enterprises and their organization in the Sahel area; economic
analysis and market research
Other: Fluent in French, Candidate must be innovative and result oriented. The ability to coach and to influence others is very important. Candidate should be able to work independently as well as being a team player

Behavior Change/Communication Specialist

The Senior Behavior Change/Communication (BCC) Specialist will provide technical assistance to and oversight of the Office's current communication project, Population Communication Services (PCS), one of the Bureau_s largest cooperative agreements. Although housed in the PRH Office, this project currently provides technical services to USAID missions and host-country counterparts across the PHN sector (family planning, child survival, maternal health, HIV/AIDS and infectious diseases). The Senior BCC Specialist will serve as liaison between PCS, USAID/Washington and the USAID field missions who request PCS services.
Required Skills, Knowledge and Experience
· Advanced degree in communication, public health, social science or other relevant field.
· At least 10 years of experience in the design, administration, management and implementation of behavior change/communication programs in developing countries. Experience should include familiarity with budgets and financial plans, strategic planning, and work plan development.
· Demonstrated expertise in the theory, science and practice of behavior change/communication as it applies to health.
· At least 10 years of experience in the field of international health. Demonstrated understanding of family planning, maternal health, child survival, HIV/AIDS and/or infectious disease issues in developing countries.
· Demonstrated experience working directly with developing country program managers, policy makers, a broad array of health service providers, and community leaders to assess the behavior change/communication aspects of developing country family planning and health programs.
· Good interpersonal skills; ability to work effectively individually and as a team member.
· Demonstrated judgment, maturity, ingenuity and creativity to interpret strategy, analyze, develop and present work.
· Strong computer, verbal and writing skills.
· Spanish or French language skills preferred.
