Job description: SNV-Niger builds capacity of partner organisations and stimulates good governance, through advisory services and knowledge development.  This entails finding adequate answers and innovations for poverty reduction.  Special attention is given to the position and equality of women.  

SNV Niger has two teams; one team covers the area around Niamey and the other team covers the area around Tahoua, Konni, Maradi and Zinder. They support amongst others, partners in the field of local governance and economic development.  

SNV Niger is building a portfolio of clients active in private sector development. Support is or will be given to agricultural producer organisations (e.g. cattle, beans, sesame, souchet, etc.), and to service providers for these organisations. We will investigate possibilities to work with production organisations of handicrafts and art objects.  We will identify economic activities with opportunities for woman.

The senior advisor will work in team East and should be willing to travel frequently between Tahoua, Konni, Maradi and Zinder.

The senior advisor will work in close collaboration with our advisors in micro-finance and with the advisors in economic development in Niamey.

Your main responsibilities will be:

        To analyse market chains, and to assist producers organisations in strengthening their position in the market chain.

        To give advice to service providers, organisations of producers and enterprises in: elaboration of business plans, establishment of business networks, fundraising, exchange of information and entrepreneurial development processes.   

        To develop strategic linkages with various national and international organisations and to tap resources from potential donors and strategic partners involved in the promotion of economic development.

        To promote a conducive environment for producers by strengthening the services of support organisations and local capacity builders like NIGETEC, Entreprendre au Niger and the chambers of commerce.

        To analyse results of interventions specifically aimed at the economic participation of woman and to promote these strategies with existing organisations.

        To assist field based lobby organisations in gathering information and data to be used to lobby for conducive regulations and measures at national and international level.

        To develop knowledge and work together with practitioners in the West Africa practice area “market access for the poor” in publishing and dissemination of experiences.

Qualifications and skills required: Requirements:

Educational background: University degree (MSc or equivalent) in economy or management with a specialization in economic development and/or rural development

Experience: At least 5 years of working experience in the promotion of enterprises and their organization in the Sahel area; economic analysis and market research

Other: Fluent in French, Candidate must be innovative and result oriented. The ability to coach and to influence others is very important. Candidate should be able to work independently as well as being a team player 

Description duty station: Tahoua or Konni with frequent travel to Maradi and Zinder

Medical situation:  Reasonable, doctors and specialists are present in Niamey

Safety:  No security risks

Accessibility:  Niamey is 5 hours from Paris, 5 flights per week. Konni is 4,5 hours by tarred road from Niamey

Education:  Limited opportunities

Salary: minimum Euro 2536,00 – maximum Euro 3945,00 gross per month (hypo tax will be deducted), excluding attractive secondary conditions and individual allowances.

ACDI/VOCA, an international economic development and consulting firm, seeks a Chief of Party for an upcoming agricultural rehabilitation and agribusiness competitiveness project in the West Bank. The multi-year project will seek to improve agricultural investment and rural infrastructure in order to improve food security, stimulate employment and raise rural incomes. The Senior Behavior Change/Communication (BCC) Specialist will provide technical assistance to and oversight of the Office's current communication project, Population Communication Services (PCS), one of the Bureau_s largest cooperative agreements.  Although housed in the PRH Office, this project currently provides technical services to USAID missions and host-country counterparts across the PHN sector (family planning, child survival, maternal health, HIV/AIDS and infectious diseases).  The Senior BCC Specialist will serve as liaison between PCS, USAID/Washington and the USAID field missions who request PCS services.

Required Skills, Knowledge and Experience

·    Advanced degree in communication, public health, social science or other relevant field.

·   At least 10 years of experience in the design, administration, management and implementation of behavior change/communication programs in developing countries.  Experience should include familiarity with budgets and financial plans, strategic planning, and work plan development.

·  Demonstrated expertise in the theory, science and practice of behavior change/communication as it applies to health.

· At least 10 years of experience in the field of international health.  Demonstrated understanding of family planning, maternal health, child survival, HIV/AIDS and/or infectious disease issues in developing countries.

· Demonstrated experience working directly with developing country program managers, policy makers, a broad array of health service providers, and community leaders to assess the behavior change/communication aspects of developing country family planning and health programs.

·  Good interpersonal skills; ability to work effectively individually and as a team member.

· Demonstrated judgment, maturity, ingenuity and creativity to interpret strategy, analyze, develop and present work.

·   Strong computer, verbal and writing skills.

·   Spanish or French language skills preferred.

Internship: Assistant, Sustainable Procurement

The European Secretariat of ICLEI - Local Governments for Sustainability offers an internship within its Sustainable Procurement Team.

The intern will be part of a multidisciplinary team working on the promotion of the use of environmental and other sustainability criteria in public procurement.

The internship is especially interesting for all those who wish to later work in international organisations or within local governments and their associations.

DATE/DURATION: Six months, start January 2005

TASKS AND OPPORTUNITIES INCLUDE:

- Networking: Administration of "Buy it green"-Network of sustainable  procurement professionals (BIG-Net) including answering requests for  interest, maintaining database and mailing lists

- Market research on developments on electricity from renewable  sources and energy efficiency in buildings

- Development: Contribute to the development of the recently launched  Procura+ Sustainable Procurement Campaign

- General office support, filing, communication with external partners, minutes writing, summaries, etc.

SKILLS REQUIRED:

- Education: Academic degree in a relevant field, experience in editing will be an advantage

- Experience in political work, e.g. in local politics, NGOs, trade unions or other social commitment, and with environmental product characteristcs and/or European market research.

- Computing: Use of MS Office, databases, e-mail and www; experience in web editing, desk top publishing and/or graphics software will be an advantage

- Organisational skills: High communicative competence (orally and in writing), ability to work self-organised within a complex team

- Languages: very good English (orally and in writing), further European language(s) an asset

CONDITIONS FOR ALL INTERNSHIPS AT THE ICLEI EUROPEAN SECRETARIAT:

 - ICLEI offers interns a gross salary of Euro 620, i.e. about Euro 480 after tax and social insurance fees (room rents in Freiburg start around Euro 200 per month)

 - Place of work: ICLEI European Secretariat, Freiburg, Germany

- Workings hours: 40/week, six weeks of paid leave per annum (i.e. three weeks for six months internship)

- Working language: English
