Responsibilities:

Specific duties will include any or all of the following: performing general project administration, assisting in proposal development, tracking new project opportunities, updating and organizing corporate qualifications database, helping develop and publish new marketing materials, conducting relevant internet research and providing various project support duties on an as-needed basis.

Job description: The Senior Management Information Specialist is part of the Management Systems Team as part of the operations support provided to DAI’s field projects.    MST works with other members of the operations team to ensure that all DAI’s projects operate at a consistent, high quality level, committed to our core values: Challenge, Learning, Integrity and Performance.  The Senior Management Information Specialist works under the supervision of the Management Systems Team Leader in the following areas:

          Project Management Information System Design, Implementation and Upgrade Support

          Management Information System Research and Development

        New Business Development

        DAI Field Operations Optimization

        Field and Home-Office Training

          Corporate Field Operations Systems Education and Outreach

This is a full-time permanent position.  Travel requirements are estimated to average 3 weeks per quarter.

Responsibilities:

Project Management Information System Design, Implementation, Upgrade and Support: Assess, design and implement management information systems for corporate and project needs. Travel to field to work with COP, technical, administrative staff and clients (USAID) to tailor system.

          Assessment:  By analyzing the project contract and workplan and using extensive knowledge of project management, conduct an assessment of project requirements in collaboration with Chief of Party and other staff, to design systems that are user-friendly, stable, and appropriate.

          Design and Implementation:  Customize DAI’s proprietary project management suite of databases, TAMIS, to meet particular project requirements. Develop other complementary project management systems to address information needs (such as voucher administration, hotline, and procurement systems).

          Upgrade existing TAMIS applications through repeat visits to the field office.

          Support existing TAMIS applications through consistent and rapid technical response to requests from the field, home office, and clients during the life of the project.

        Lead and direct the work of the junior MIS Specialists in carrying out of the above tasks.

Management Information System Research and Development:

        On an annual basis, review the MST’s standard products and apply best practices and lessons learned to upgrade the TAMIS suite of databases (the Long-term TAMIS, Grants TAMIS, IQC TAMIS, etc.).  Ensure that all products use the most current technology and innovative methods.

        Along with other senior members of the Management Systems Team, determine appropriate interfaces between TAMIS and the Oracle e-business applications used by DAI corporate.

New Business Development:

          Market DAI’s Project Management products to clients (USAID), subcontractors and project counterparts.

DAI Field Operations Optimization:

          Participate in corporate system development, to insure integration of field/project needs and information.

        Serve as the liaison with the support offices at DAI that make and maintain policy which affects what TAMIS does and how it does it. 

Field and Home-Office Training

        Train COPs and other project staff in TAMIS use.

        Work with DAI’s clients (primarily USAID CTOs) to demonstrate and train them in the use of TAMIS applications on the WWW.  Clients can also include DAI’s subcontractors and project counterparts.

          Conduct TAMIS orientation for COPs and other project staff.

        Host demonstrations to illustrate new innovative products and features. 

          Develop and implement training programs for DAI staff in the use of management information systems, particularly TAMIS. 

          Develop and maintain professional, user-friendly documentation and training materials.

          Develop and implement a training program for key associates to assist with TAMIS field training work.

Corporate Field Operations Systems Education and Outreach: Participate in education and outreach activities such as contributing to the website, marketing materials, brownbags and newsletters.

Qualifications and skills required:

          Master's degree in business administration, economics, or related field.

        Ten years of work experience, with a minimum of seven years in project management at DAI with demonstrated knowledge of development issues, concepts, practices, procedures and USAID rules and regulations.

        A wide degree of creativity and latitude is required so individual must be able to work with minimal supervision and determine appropriate approaches and priorities for accomplishing work.

          Communicates effectively with Chiefs of Party, technical and administrative staff, external clients (USAID CTOs), project counterparts and subcontractors.

        Able to motivate a variety of people working in a team environment to produce a high-quality product within a fixed schedule.

          Exhibits initiative and clarity of thought and has excellent written and verbal communication skills.

          Facilitation and/or training skills preferred.

          Computer programming skills desirable, but not mandatory.  Must have experience using various word processing, spreadsheet and data management software packages. Experience with Lotus Notes is a plus.
