Job description: Reporting to the Regional Representative, your responsibilities will be to provide the vision and leadership and to exercise full operational responsibility for implementing the mission, and designing and executing the strategic plan developed by, and with, the participation of communities, especially children.

Specific Requirements of the Jobholder

## Management/Operations: Maximize financial, human and physical resource allocation and management of the country’s 22 employees and a multi-million dollar budget;

## Resource Mobilisation and Management: Be tenacious in the acquisition of resources and ensure their proper use in an entrepreneurial spirit especially with professional, corporate and individual funders;

## Programme Management: Expand and develop the organisation’s quality programs in child protection, HIV/AIDS, Early Childhood Development, food security, health care and income generation. All of this is done in cooperation with a variety of communities and international bodies.

## Leadership/Planning: Provide visionary leadership for the national program through a 3-year strategic plan undertaken in co-operation with surrounding countries of the region.

## Visibility: Promote the agency among stakeholders (government, donors, NGO’s, media) as a quality child development organization that is recognized as a leader in children’s issues.

Qualifications and skills required: Academic Qualifications

## Hold a relevant first Degree and a Masters Degree from a reputable University.

Job description: Equal Access is a not for profit organization dedicated to delivering critical information and education to underserved communities in the developing world. Our mission is focused on integrating culturally appropriate Information and Communications Technology in support of social and educational development objectives. Our current work in South and Central Asia involves establishing a digital satellite infrastructure for the delivery of audio (radio) and multimedia information and education programming. We are currently implementing a project to provide access to this infrastructure for the delivery of critical information and educational content via satellite radio for Afghanistan in thousands of rural communities via satellite radio receivers through collaboration with the current recovery and development efforts by the Ministry of Education, Ministry of Rural Rehabilitation and Development, and NGOs.

Job Description

The Program and Operations Manager leads programmatic operations in the realization of our current project in Afghanistan reporting to the Country Director. The Program and Operations Manager is the second in charge and reports to the Country Director. They will oversee the evolving design, implementation, and administration of the support project for the National Solidarity Programme (NSP) with the MRRD. The Program and Operations Manager leads a team of content, technical and field staff and training personnel delivering the content of Radio Danesh via satellite to the Community Development Councils of the NSP.

The Program and Operations Manager will be responsible for, but not limited to the following:

• Oversee the implementation of the NSP project for Equal Access

• Manage the programs within budgeted guidelines (annual budget $0.5-1.0 MIL)

• Supervise program staff (based in Kabul) and interact with field reporters (based in the provinces). Total staff numbers 15-20.

• Interact with partner organisations in the Content Development, Community Outreach (including facilitating partners of the NSP program) and Monitoring and Evaluation

• Oversee a range of program implementation specifics – eg.:

(i) training of trainers, including preparations of TORs for facilitators and providing guidance for the preparation of the training modules and information packages to be disseminated at the time of training

(ii) manage data collection and reporting processes to determine project efficacy in rural locations;

(iii) and others.

• Support expanded project implementation with additional programs (i.e. Ministry of Health, Ministry for Women, Ministry of Agriculture, etc.)

• Interface with key partner agencies and government ministry partners in Kabul.

• Guide and contribute to the team effort by accomplishing related results as needed.

• Travel from Kabul to the field where required and the security situation allows. Infrequent international travel may be required.

• Provide Country Director with routine reports regarding project status and key activities.

• Strong project management experience in Afghanistan or similar challenging country, particularly on projects with a rural reach focusing on social/community/educational development and projects of a similar size, complexity and budget;

• Strong communicator, both written and oral;

• Solid staff management skills;

• Excellent networking skills regarding interface with partners and local government officials to accomplish project goals;

• Ability to take initiative and work independently;

• Media experience a plus – preferably radio/TV journalism or development communications background;

• Ability to identify program weaknesses and design solutions to address these (in conjunction with Country Director);

• English required. Dari/Pashto a plus. Must be able to write detailed reports;

• Ability to work with diverse groups;

• Financial management and reporting skills;

• Skills in facilitation with local partners; and

• Computer skills – database management, must be competent in MS Word and MS Excel.

Job description:

A Program Coordinator is required for overall management of this community-based reintegration and reconciliation program. The Program Coordinator, supervised by the IFESH/Congo Country Representative, will be based in Kalemie and will oversee general management of all aspects of the community reintegration program in northern Katanga, including oversight of program implementation, monitoring progress, and ensuring the program is successfully implemented and in compliance with donor requirements. The Program coordinator will also work in collaboration with government, UN, NGO, donor and other key officials in the implementation of this project.

Responsibilities:

Ensure overall program direction and quality; representation of the organization and program to local authorities, community, partners and donors; project reporting; and oversight of financial and administrative activities.

Qualifications and skills required:

Advanced degree in international affairs, development studies, community development, child development, or related field; experience working internationally, preferably in Africa, in the areas of demobilization and reintegration (DDR), child soldier DDR, social research in war-affected communities, and/or other relevant experience; experience managing multi-budget projects, and supervision both expatriate and national staff; experience working with international donors, as well as government bodies, including military forces; experience working in insecure areas and familiarity with security procedures and systems; experience with or good working knowledge of database management; strong writing skills desirable. Fluency in spoken and written English and French required; spoken Swahili an advantage.
