2) Consultants: Programme Formulation - Gender / UNDP / Vientiane,

BACKGROUND

UNDP is developing a new programme of cooperation to facilitate the effective gender mainstreaming process within the National Growth and Poverty Eradication Strategy (NGPES) framework in order to reduce poverty and promote gender equality in Lao PDR. Working with a range of government and non-government partners, the programme seeks to build capacity at all levels, improve gender awareness and partnership in gender mainstreaming.

The consultancy will commence as soon as possible for a period of 27 (consecutive) working days, based in Vientiane. A series of field visits will also need to be undertaken.

RESPONSIBILITIES:

To help formulate the new programme, UNDP seeks to recruit ONE INTERNATIONAL CONSULTANT and ONE NATIONAL CONSULTANT. Working as a team under the guidance of the LWU and UNDP, the consultant team will be responsible for the following:

-   Formulate a draft project document for the UNDP programme support, including a Project Results Framework, project budget in ATLAS format and draft TORs for the key personnel in the project.

-   Focus the project objective on how LWU can best provide assistance to government agencies in supporting gender mainstreaming and reporting, in particular how best to support the National Statistical Center in its production of gender disaggregated data.

-   Explore linkages to and cooperation options with the UNDP funded HIV/AIDS programme.

-   Provide a strategy for expanding the use of the radio media to enhance a discussion on gender at the grassroots level.

-   Conduct a comprehensive analysis of the organisational structure which the project can support, baring in mind sustainability and most effective cooperation with and support to other government institutions.

-   Discuss with the Gender and Development Group, UN organisations, selected relevant projects and other actors on what would be the most cost effective strategy regarding the libraries, or whether there is inadequate need for the service to justify their existence. Explore the possibility of transferring the GRID library to the National Libraries.

-   Systematically review possible programme support in the areas of: capacity development, information dissemination about gender equality and gender mainstreaming, and partnership in gender mainstreaming.

At the conclusion of the formulation mission, the consultant team will submit a detailed draft project document, reflecting the stated priorities of the government and UNDP.

REQUIRED QUALIFICATIONS:

As the team leader, THE INTERNATIONAL CONSULTANT will have the following qualifications:

-  Advanced degree in gender and development studies or related subjects;

-  At least 10 years' experience covering gender mainstreaming and development issues, preferably in Laos and the South Asia region;

-  Be familiar with gender/ sex-disaggregated statistics;

-  Good understanding of South East Asia context, including the role of government and non-government actors in gender mainstreaming;

-  Substantive experience in programme and project development, management, monitoring and evaluation;

The Sexual Violence Research Initiative (SVRI) is seeking a consultant to undertake a desk review relating to the medico-legal response to sexual violence sexual violence. 

Goal: Undertake a review of factors which facilitate or impede the progress of sexual violence cases through the legal system with a focus on the use and impact of medical forensic evidence on the progression of sexual assault cases through the legal system and legal resolution of these.

*  The review should be comprised of a broadly based literature review, with literature from health, social sciences, and law and include evidence from peer reviewed journals as well as research reports from donor agencies, government and international and local non government organizations and other ''grey'' literature.

*  The research and literature should include all available evidence with particular emphasis on evidence from low and middle income countries.

*  Gaps in the current evidence base as well as differences in research findings between countries should be clearly identified and discussed in the review and the analysis should distil any lessons learned and identify any models of practice that are identified.

*  Concrete recommendations for future research should be made based on an analysis of the findings of research to date, including its limitations.

The WLPPFP, founded in 1983, is a nationally and internationally recognized legal fellowship program housed at Georgetown University Law Center.

POSITION DESCRIPTION:

QUALIFICATIONS:

-  The successful candidate will be scrupulously objective, able to investigate and report on abuses by governments or by armed groups without prejudice or favor.

-  S/he must be able to work carefully and dispassionately to uncover and report the facts as they are in contexts that are often highly charged politically.

-  The person in this position must be comfortable working under intense public scrutiny, flexible, and able to respond quickly to crises.

-  S/he must be able to produce excellent written material under tight deadlines, and develop access to relevant government officials, media, and other key political actors.

-  S/he should have substantial knowledge of international human rights and humanitarian law, a good background in Middle East and international affairs, and work experience in the Middle East.

-  Professional experience working on human rights issues is desirable.

-  Candidates should have excellent oral and written communications skills in English and Arabic.

-  An advanced degree in international relations, journalism, law, history or the social sciences is required.

-  The ideal candidate will be highly motivated, well organized, and able to work quickly and perform under pressure, independently and as a member of a team.
