Behavior Change/Communication Specialist

Policy, Evaluation and Communication Division

Office of Population and Reproductive Health

Bureau for Global Health

The Senior Behavior Change/Communication (BCC) Specialist will provide technical assistance to and oversight of the Office's current communication project, Population Communication Services (PCS), one of the Bureau_s largest cooperative agreements.  Although housed in the PRH Office, this project currently provides technical services to USAID missions and host-country counterparts across the PHN sector (family planning, child survival, maternal health, HIV/AIDS and infectious diseases).  The Senior BCC Specialist will serve as liaison between PCS, USAID/Washington and the USAID field missions who request PCS services.

Required Skills, Knowledge and Experience

·    Advanced degree in communication, public health, social science or other relevant field.

·   At least 10 years of experience in the design, administration, management and implementation of behavior change/communication programs in developing countries.  Experience should include familiarity with budgets and financial plans, strategic planning, and work plan development.

·  Demonstrated expertise in the theory, science and practice of behavior change/communication as it applies to health.

· At least 10 years of experience in the field of international health.  Demonstrated understanding of family planning, maternal health, child survival, HIV/AIDS and/or infectious disease issues in developing countries.

· Demonstrated experience working directly with developing country program managers, policy makers, a broad array of health service providers, and community leaders to assess the behavior change/communication aspects of developing country family planning and health programs.

·  Good interpersonal skills; ability to work effectively individually and as a team member.

· Demonstrated judgment, maturity, ingenuity and creativity to interpret strategy, analyze, develop and present work.

·   Strong computer, verbal and writing skills.

·   Spanish or French language skills preferred.

Salary $85, 210- $110,775

(IBTCI), a US-based international development consulting company, is seeking a Treasury Expert for a bank restructuring project in Bangladesh. IBTCI is currently implementing this bank restructuring project which seeks to turn around one of the state owned banks. A start date is expected by November 2004 and the assignment will last for one year with the possibility of extension.

RESPONSIBILITIES: 

     Conduct a review of the bank’s treasury operations: debt and creditor, inter-branch, and inter-department accounts

     Analyze liquidity and funding position

     Develop and implement procedures for asset liability management with a view to minimizing the level of risky assets and reduction in high cost funding

     Assist other experts to draw up a comprehensive inventory of all the bank’s assets and liabilities using the methodology developed by the team of experts

     Prepare, review and submit his/her parts of the reports within stipulated time

     Advise and assist the Managing Director on relevant issues

     Ensure achievement of revenue targets

Qualifications and skills required:

     Advanced university degree in business/finance/banking (preferably MBA or equivalent)

     +10 years treasury experience; candidates MUST have significant line management experience in a treasury department at a commercial bank

     Banking sector experience in emerging markets, South Asia preferred
