Job description: SNV/Zambia North Western portfolio team is one of the three regionally based portfolio teams in Zambia. In 2002, the organization embarked on a process of transition, shifting from project implementation to advisory services for local partners and clients involved in local governance, including local government agencies, civil society organizations and (organized) private actors at district, provincial and national levels. From January 2003 onwards, SNV/Zambia continued with a new team of advisors and support staff, and a combination of existing and new partners/clients. Advisory services are being provided to partners/clients, with a primary focus on the practice areas of responsive & accountable local government building, market access for the poor and developmental responsiveness to HIV Aids.


North Western portfolio is situated within North Western province, close to the Angolan border and the DRC. It has become the new mining province of Zambia. Recently two mines have opened providing a lot of opportunities for local economic development. At the same time, within the market access there are three (3) main client groups, farmers associations, business associations and the beekeepers association. SNV is advising these client groups in three main value chains at various stages of development: honey, pineapples and soya beans. Recently the number of clients within market access practice area has increased and there is need for additional advisory input at a senior level, which is expected to contribute to a quality boost in both the advisory input and knowledge development.


The Senior Advisor Market Linkages Facilitation will be a leading member in a team of SNV advisors with complementary expertise in business development and organizational change management .S/he will be responsible for providing high quality advisory services to private sector clients in North Western province at provincial and district level as well as contributing to the design of strategies and methodologies for improved market access and business development.

 

Main responsibilities:

Market Linkages:

o       Development of effective market information systems on a (national,) provincial, district and community level (price systems, protocols, product development, product quality, international trade practices);

o       Development of proactive trade promotion strategies;

o       Relation management with potential market partners;

o       Market research and surveys;

o       Capacity building of client or target group organizations.

Networking and lobby:

o       Promotion of information collection and dissemination;

o       Lobbying and networking processes (incl. specialized business development service providers and national level governmental and PSD institutions).

Entrepreneurship:

o       Appreciation and understanding of the liberalized market environment in which it operates, recognizing its potential and position its services to exploit identified market niche.

o       Appreciation and understanding of the micro-finance environment incl. issues of regulation, lending systems and availability of financial resources.

o       Understanding of appropriate technology for small enterprises


Description of the duty station, Solwezi:

Health Services:  Sufficient, there is a provincial hospital. In case of complications there are facilities in Lusaka or South Africa.

Security: Good

Access to transportation: Fair, daily buses to Lusaka, but own car is useful for local journeys. Possibilities for fights to Lusaka are in the pipeline, while international flights are available in Ndola (4 hours away)

Education: Not so many good schools for both primary and secondary level, but boarding facilities available 3 hours drive from Solwezi.


Contract period: 2 years with possible extension

Desired appointment date: 1st September 2005

Salary Scale 11: Minimum € 2536 maximum € 3945 gross per month (hypo tax will be deducted) depending on relevant working experience, excluding attractive secondary conditions and individual allowances.


Qualifications and skills required: Requirements

Education: University masters degree in marketing, economics, agricultural economics, business management or related fields.

Experience: At least 5 years of working experience in private sector development with proven market linkages experience and proof of written work.

Knowledge and Skills:

o       Knowledge of and experience with methods and techniques of value chain analysis, sub sector market analysis and market

o       Knowledge in market access, business development and marketing trend analysis

o       Familiarity with international trade dynamics

MSI (www.msiworldwide.com) is interested in building its consultant database with potential long-term candidates to fulfill future needs of the Integrated Diamond Management and Policy (IDMP) Program in Sierra Leone. There is no specific position at the present time.

Program Overview


The USAID/MSI partnership has worked with the GOSL and other donors to develop a new paradigm for diamond mining, which would empower miners and diggers to achieve greater economic benefit from diamond mining and to have a greater role in managing the diamonds.  


The IDMP Program yokes policy reform at the national and local levels with grassroots participation in the policy process and in-depth field sites through the Peace Diamond Alliance (PDA).  A central priority is developing a favorable environment for a clean diamond trade and for integrating community concerns into the process.  It focuses both on positive incentives to increase the proportion of mining and marketing enterprises engaged in the formal sector and on improving the capacity of the GOSL to regulate the industry and enforce its laws.


Illustrative Roles and Responsibilities:  

          *        Develop, implement, and adjust MSI's strategy in supporting the Peace Diamond Alliance, Integrated Diamond Management and Policy agenda;

          *        Assess local developments and consider strategic or tactical revisions that may be necessary to take advantage of emerging opportunities and mitigate risks to the program;

          *        Develop, monitor, and ensure completion of annual work plans;

          *        Ability to fully manage in-country activities under the IDMP program including finances, procurement and other administrative requirements;

Plan Timor Leste Terms of Reference for  ECCD Specialist +b


Introduction

Plan Timor Leste is implementing early childhood care and development in homes, community centers and schools run by mothers and caregivers and the government for children below 6 years old. The home and center-based project aims to set up crèches or play groups that will be run by mothers/volunteers who will receive training from experts in the field of child development and child and maternal health and safe motherhood. The project is set up to cover 3 phases; the preparatory, pilot and replication phases. The school based projects are run under the supervision of the Ministry of Education and Plan extends support to both the ECCD Unit of the government as well as pre-schools in covered communities through curriculum development and review, training of trainers, teachers and monitoring of teachers’ application of teaching methodologies.

General Objective of the Project

To provide opportunities for the essential development of children under 6 years old through training of teachers, parents, caregivers, youth, leaders and community volunteers so that they acquire and develop the knowledge and skills required in the stimulation of early childhood.

 

Major Responsibilities:

Ø                 Promote ECCD and facilitate community ownership of the project

Ø                 Provide technical support in the areas of teachers’ training, care giver     education, curriculum review and production of play arts and learning materials

Ø     Continuously liaise and network with GOs, NGOs and other related organizations for information exchange and dissemination

Ø     Form and meet regularly with the national coordinating committee as well as district project committees for home-based projects as part of capacity building structures that will manage the project

Ø     Prepare Project Proposals for grant funding and prepare annual budget requirements

Ø     Conduct training needs assessment for staff and project implementers

Ø     Develop training modules/curriculum/learning materials based on assessed needs

Ø     Facilitate workshops and trainings for Plan staff, partner staff, teachers, parents, playgroup leaders, children and youth

Ø     Monitor and report on project progress and accomplishments to donors and relevant agencies

Ø     Work with the technical and program staff for monitoring and evaluation of projects

Selection Criteria:

Essential

Work Hours:  8:30 – 5:30 with Saturday work, whenever necessary

Leave:  12 work days for annual and 12 work days for sick leave

Probationary Period:  Subject to a three-month satisfactory performance
