Main Responsibilities
• Dedicated training activities (including the production of training material):
a. for SNV and UNDP staff on MDG and PRSP issues,
b. for selected national representatives on MDG and PRSP issues;
• Support to the SNV (and UNDP) teams in the identification of activities,
on national and lower level aiming at:
a. capacity development of specific meso level actors to participate in and
realize ownership over national PRSP and activities to ‘localize MDG’,
b. capacity development of specific meso level actors to adapt national priorities to local realities in development planning and execution of development activities,
c. capacity development of specific meso level actors to strengthen and increase their role in the execution of related development activities improved multi stakeholder analysis and diagnosis, partnership building and institutional development activities all related to the above;
• R&D and related learning activities:
a. design and oversee the implementation of regional studies into MDG and PRSP issues,
b. develop and publish case studies and success stories and experiences in various forums,
b. stimulate building up of networks on capacity development and link to existing SNV (UNDP) networks.
Qualifications and skills required: Requirements
Education: Masters degree.
Knowledge of the following themes: Knowledge of and insight into the international development sector, and set up of (official) actors and relevant organizations as well as the development taking place in that field; knowledge of and insights in both the human development paradigm and related international MDG ambitions as well as in national mechanisms of development planning and budgeting.
Experience: Minimum experience of 8 years in relevant activities related to the profile. Senior advisory experience: able to lead, inspire and coach professionals in a development context. Outstanding level of performance and outstanding international network.
Skills: The skill to deal with contrasting interests in the field of political and developmental issues in the specific region and the skill to propagate convincingly and defending the policy arguments during consultation, both internally and externally; businesslike and result-oriented attitude, innovative & creative; able to act with a mature, outward-looking and open-minded attitude; proven networking skills gained in an international and multicultural context. Job description: The Chief Financial Officer (CFO) will assume all aspects of administrative and financial management responsibilities for the CHF Middle East administrative headquarters, including financial reporting, grants administration, contracts and procurement management, financial oversight of lending program and oversight.
ESSENTIAL DUTIES AND RESPONSIBILITIES
§ Supervise staff of financial managers, accountants, bookkeepers, and other finance/admin support staff assigned to specific programs and projects;

§ Supervise logistical and administrative support of all CHF Middle East activities;

Qualifications and skills required: QUALIFICATIONS
§ Significant administrative, procurement, and financial management experience in international development. Able to interpret and create complex financial reports accurately. Familiarity with multi-currency accounting a plus.
§ Advanced knowledge and experience with accounting software (Solomon and QuickBooks), and MS Office applications.
§ Significant knowledge and experience with USAID grant and contract regulations. Past experience working with foreign donors (preferably USAID). Familiarity with other donor regulations a plus.

Plan
Plan Timor Leste is implementing early childhood care and development in homes, community centers and schools run by mothers and caregivers and the government for children below 6 years old. The home and center-based project aims to set up crčches or play groups that will be run by mothers/volunteers who will receive training from experts in the field of child development and child and maternal health and safe motherhood. The project is set up to cover 3 phases; the preparatory, pilot and replication phases. The school based projects are run under the supervision of the Ministry of Education and Plan extends support to both the ECCD Unit of the government as well as pre-schools in covered communities through curriculum development and review, training of trainers, teachers and monitoring of teachers’ application of teaching methodologies.
General Objective of the Project
To provide opportunities for the essential development of children under 6 years old through training of teachers, parents, caregivers, youth, leaders and community volunteers so that they acquire and develop the knowledge and skills required in the stimulation of early childhood.
