Systems Network (FEWSNET). This activity will be based out of ARD, Inc.’s
Position Description:
Based in the FEWSNET Washington DC office, the Vulnerability, Livelihoods, and Markets Assessment Specialist will design, coordinate and execute technical assistance for household livelihood assessments, food market analysis, and vulnerability risk factor analyses in various FEWSNET countries. The individual will draw on existing methodological tools (Household Livelihoods Framework) as well as new approaches developed within FEWSNET. Moreover, the Vulnerability, Livelihoods, and Markets Assessment Specialist will provide training and support to FEWSNET regional and country reps in the field. The specialist will also form part of our rapid response “Surge Team” and will be responsible for determining appropriate livelihood, market analysis, and vulnerability risk factor assessment specialists for “Surge” deployment.
Responsibilities include:
--Design and/or carry out in-country livelihood, food market, and vulnerability risk factor analyses and assessments;
--Assist with the transfer of the above methodologies and capacities to FEWSNET field staff and local institutions within host countries;
--Coordinate with government, local and international NGO’s, and UN bodies to ensure maximum effective livelihood programs and market information gathering activities;
--Work with project field staff to transfer food market information gathering for food security early warning capabilities to local institutions and government agencies;
--Conduct ongoing review and field testing of existing and appropriate tools and methodologies;
--Provide technical leadership and support to all field staff in the areas of livelihood, food market, and risk analysis information gathering; and
--Coordinate staffing and participate in the rapid response Surge Team.
Qualifications and skills required: Required technical qualifications:
--Advanced degree or equivalent training/experience in areas relevant to food security (i.e., agricultural economics, geography, public health, international studies, economics, agriculture, rural development; agricultural market development, agro-meteorology or other relevant area);
--Demonstrated experience conducting livelihood and vulnerability risk factor identification and assessment drawing on a variety of methodological tools (experience using the Household ---Livelihoods Framework);
--Some familiarity with market economics, competitiveness, cluster and/or market and value chain analyses and market approaches to economic development.
--Excellent oral and written communications skills in English are required. Proficiency in a second emerging economy language preferred.
