Plan Timor Leste Terms of Reference for  ECCD Specialist +b


Introduction

Plan Timor Leste is implementing early childhood care and development in homes, community centers and schools run by mothers and caregivers and the government for children below 6 years old. The home and center-based project aims to set up crèches or play groups that will be run by mothers/volunteers who will receive training from experts in the field of child development and child and maternal health and safe motherhood. The project is set up to cover 3 phases; the preparatory, pilot and replication phases. The school based projects are run under the supervision of the Ministry of Education and Plan extends support to both the ECCD Unit of the government as well as pre-schools in covered communities through curriculum development and review, training of trainers, teachers and monitoring of teachers’ application of teaching methodologies.

General Objective of the Project

To provide opportunities for the essential development of children under 6 years old through training of teachers, parents, caregivers, youth, leaders and community volunteers so that they acquire and develop the knowledge and skills required in the stimulation of early childhood.

 

Major Responsibilities:

Ø     Promote ECCD and facilitate community ownership of the project

Ø     Provide technical support in the areas of teachers’ training, care giver     education, curriculum review and production of play arts and learning materials

Ø     Continuously liaise and network with GOs, NGOs and other related organizations for information exchange and dissemination

Ø     Form and meet regularly with the national coordinating committee as well as district project committees for home-based projects as part of capacity building structures that will manage the project

Ø     Prepare Project Proposals for grant funding and prepare annual budget requirements

Ø     Conduct training needs assessment for staff and project implementers

Ø     Develop training modules/curriculum/learning materials based on assessed needs

Ø     Facilitate workshops and trainings for Plan staff, partner staff, teachers, parents, playgroup leaders, children and youth

Ø     Monitor and report on project progress and accomplishments to donors and relevant agencies

Ø     Work with the technical and program staff for monitoring and evaluation of projects

Selection Criteria:

Essential

·        Tertiary qualification in a relevant discipline (most likely in Child Psychology or Child Development)

·        Experience in management and implementation of Early Childhood Education programs

·        Sound understanding of community development approach

·        Experience in designing ECCD programs, training and producing teaching aids and learning materials

·        Computer literate (Word and Excel)

·        Fluency in written and spoken English

·        Experience of working in cross cultural settings

·        Willingness and ability to travel to remote communities

Desirable:

·        Post graduate degree in Early Childhood Education or Child Psychology

·        Experience in mentoring and building capacity of colleagues

SUMMARY:

Duration of initial contract: One year

The Advisor will focus on developing and mobilizing resources for programs that address most critical issues Chinese women are facing with, particularly the economic security and rights issues, linking with CEDAW implementation, violence against women, and gender and HIV/AIDS. Also, s/he will actively conduct advocacy for these issues.

In addition, s/he will provide technical advice for the Resident Coordinator, the UN Country Team inter-agency theme groups, to ensure that gender is effectively mainstreamed in their development work.

The Advisor helps ensure that UNDP programmes integrate gender concerns and sensitivity in their approach to development, develop sufficient capacity in gender analysis and mainstreaming, and stay abreast of research and policy development. The advisor works closely with Government counterparts to identify alternative gender policy options and to enhance the policy impact of UNDP interventions.

As gender equality is fully incorporated in UNDP's core corporate services, the advisor is also expected to play a strong advocacy role, internally and externally, for promotion of gender equality, empowerment of women and girls, conformity to key international covenants such as CEDAW, and pursuit of MDGs with a gender perspective.

REQUIREMENTS:

-  Master's Degree in the social sciences with a focus on gender and development.

-  Minimum 7 to 10 years of work experience in gender issues or related inclusive development field at national and international levels.

-  Ability to provide top quality policy advice services on gender issues.  Specialized policy experience in gender mainstreaming and development issues.

-  Substantial knowledge and experience of policies and measures to increase women's empowerment and effectiveness in decision-making at various levels.

-  Ability to lead strategic planning, results-based management and reporting;

DESCRIPTION:

Expected duration of assignment: one year (possibility of renewal)

The Gender Adviser will perform the following responsibilities:

-  Provide technical advice to the UNDP Country Director on CO's programmes and projects in terms of gender mainstreaming. Promote good practices and lessons learned in view of reinforcing the Cos expertise in the area. Organize training of UNDP staff on gender specific issues.

-  Provide strategic and policy advise to the Country Director with a focus on gender, gender mainstreaming, gender budgeting and development as well as enhancement of the Gender service line.

-  Promote the integration of a gender approach;

-  Plan concrete initiatives to support women's participation and gender mainstreaming within UNDP's contribution in national and UN-facilitated reintegration, recovery and special transition supportive activities in both urban and rural areas;
