Job description: SNV (Netherlands Organisation for Development) has as its core mission the strengthening of capacities at meso level organizations, enabling them to play an effective role in improving governance and alleviating poverty. SNV is an advisory organization offering its services in the areas of Governance and Basic Services (GBS), Dryland Management (DLM) and Access to Markets (AM). SNV is present in 28 countries around the world and has been working in Cameroon since 1963. In 2004, SNV Cameroon extended its activities into the Democratic Republic of the Congo.


The SNV Cameroon programme consists of five teams. For the Centre-Sud-Littoral (Centre, South, Coastal/CSL) team, we are looking for an  Advisor Sustainable Tourism. Part of the CSL team, the advisor may also support clients to other SNV Cameroon teams or in the region, should the need arise.


The advisor will provide technical advice in the area of his/her competence (sustainable tourism) and will also follow and support institutional developments in the tourism sector. The advisor must be able to facilitate change processes that take place in the client organizations. The framework of his/her work is determined by the strategic documents of SNV Cameroon and SNV West and Central Africa.


As an expert, the advisor will acquire, develop and distribute knowledge in the area of sustainable tourism and ecotourism. He/she will also contribute to SNV’s external profile in this field of knowledge.


The CSL team’s client organizations are civil society organizations, communities, private sector operators, ministries, districts and municipalities. The advisor will specifically support initiatives that help develop the kind of sustainable tourism that contributes effectively to the reduction of poverty.


With his/her colleagues, the advisor helps identify strategic partners, especially in the areas of tourism and ecotourism. He/she must also be able to contribute towards the development and introduction of policy framework instruments and S&E that will facilitate the planning of tourism and ecotourism sector development.


Main responsibilities:

A.      Provide support and advice to clients

1. Rendering technical assistance and adequate services that contribute towards the strengthening of capacities of a variety of SNV clients in the central, southern and coastal (CSL) provinces. Provide assistance and advice to clients of other SNV teams in Cameroon and in the region, should the need arise. To identify and provide advice proactively to partners and clients of SNV Cameroon relative to initiatives in the areas of sustainable tourism and ecotourism.

2. Identifying all possible opportunities for new services, in cooperation with other advisors, especially those that specialize in private sector and market access.

3. Follow-up and evaluation: the impact, quality and quantity of support and advice services in tourism are evaluated by making active use of the time writing system, interviews that assess client satisfaction and evaluations.


B.      Training and teamwork

1. Active participation in the discussion group dedicated to the area of tourism, CLS team meetings and other SNV Cameroon meetings.

2. Active participation in the regional tourism network

3. Developing a clients and partners network (involving Ministry of Tourism, World Tourism Organization, UNDP, GTZ…) in order to facilitate information exchange, training and develop cooperation


C.      Knowledge development

1. Contribute to the creation and maintenance of a professional external network with key actors, clients, local communities and authorities in your area of work

2. Encourage the creation of a favourable environment for knowledge exchange and intra and inter-team learning. Good practices and lessons learned must be documented and capitalised upon.


D.      Profile

Contribute to the development of a coherent and effective strategy for SNV Cameroon in the areas of sustainable tourism and ecotourism, with the aim of alleviating poverty.


Qualifications and skills required: Education:

-        MSc in the area of sustainable tourism or any other related area in development

-        Four years of relevant experience in the areas of tourism or ecotourism

-        Good knowledge of the politics and development strategies of tourism.

-        Good analytical and communication skills and experience with facilitation of multi-actor processes.


Other requirements:

-        The candidate must have proven experience as an advisor, display a willingness to learn, possess intercultural sensibility, be result-oriented, a team worker, gender and minority sensitive, flexible

-        Computer skills: Word, Excel, Power Point and Internet

-        Good knowledge of French and English


Ebolowa: the advisor will be based in Ebolowa, the capital of the South province with almost 100.000 inhabitants. The province is naturally covered by forests and extends over 25.410 km2. The region’s main economic activity is agriculture and forestry. Shopping for daily needs can reasonably be done on the local market and in several small shops. Banking facilities, Internet and cell phone networks are available.


Medical facilities: Ebolowa has a provincial hospital and a protestant hospital, both of average quality. Pharmacies are well stocked. For cases requiring specialist care, one may have to go to Yaounde or Douala.


Educational facilities: There are no schools of international standard. There are several public and private nursery, primary and secondary schools of good quality.  The missionary schools are the better ones.


Security situation: There are no particular security problems in Ebolowa. However, it is always advisable to be cautious. Ebolowa is a safe and pleasant town to live in.


Accessibility: From Yaounde, Ebolowa can be reached after a 2 hours drive by car on a good tarred road. The main roads in town are tarred. However, to reach many villages, a four-wheel drive car is necessary, especially during the rainy season.

-  Coordination with partners and stakeholders, in particular the Ministry of Women's Affairs.

REQUIREMENTS:

Qualified candidates must possess a graduate degree in relevant field, established leadership experience in a variety of program sectors, and a demonstrated track record in gender sensitive development.
