Plan in Bangladesh is looking for a high caliber candidate to take up the position of:

HR Consultant

(Based in Dhaka, Bangladesh)

Reporting directly to the Country Director, the HR consultant is responsible for Development of HR strategy for Plan Bangladesh and support further strengthening the capacity of HR Team. HR Consultant will closely work with Country Director, HR team (Acting HR Manager and HR Coordinator) and other Management Staff at Country Office and Program Unit/field level.

Major Responsibilities:

· Develop a “Human Resource Strategy” including the HR Operational Plan (covering 5 years) for Plan Bangladesh in line with its approved Country Strategic Plan (CSP) and Country Program Outline (CPOs); while taking into consideration the existing HR systems and works (i.e. Competency based JD development and its use etc.) of the organization

· Build capacity of the HR Department, especially in the following area

- Executing strategy – (i.e. becoming Strategic Partner)

- Building efficient infrastructure – (i.e. becoming Administrative Expert)

- Increasing employee commitment and capability – (i.e. becoming Employee Champion) and

- In managing transformation and change – (i.e. becoming a Change Agent)

Qualifications:

Education: university graduate, preferably with a master’s degree or related experience

Work experience: Minimum 8-10 years HR Related work experience at the management level. Professional HR qualification preferred.

Knowledge and Skill Requirements:

The person should have knowledge, skills, experience of:

· developing HR Strategy, specially Development Organizations where participatory/consultative decision making process is practiced

· developing HR operational/implementation and management plan

· capacity building for HR professional by coaching, mentoring and responding to the needs of employees

· Human resource management and practices (in development organizations)

· Human resources development theory and practices

· Employees’ Learning and Motivation aspect in the work place

· Implication of effect on changes in human resources and change management

· Gender and Child right issues in the organizational context.

· Excellent oral and written communication skills and willingness to learn another language

Job description: Trafficking in Persons Project Manager Terms of Reference

The Project Manager is the senior officer of the TIP program and reports to and is evaluated by the PADF Program Director. S/he coordinates with the Director of Finance and Administration and abides by all PADF regulations. The Project Manager duties include:

• Overseeing the management of the TIP program, including supervision of the TIP Coordinator and PADF staff and partner staff assigned to the TIP project, assisting them in completing their assignments, and ensuring that the project is implemented and managed to the highest standards;

• Developing the work plan in conjunction with project staff, and ensuring its timely and cost-effective implementation;

• Coordinating the activities of working group(s) and/or task force(s) charged with lobbying and advocating for the adoption of legislation that criminalizes the trafficking of persons;

• Overseeing all program activities, coordinating the program’s four components with implementation partners and grantees and particularly the guiding, strengthening, and funding of local and international groups working with TIP;

• Supervising contacts with GOH and GODR elected and appointed officials, as appropriate, and maintaining the highest ethical and technical standards when dealing with contacts;

• Ensuring that all technical and financial reports are well done and delivered on time;

• Reporting frequently to concerned USAID officials and maintaining regular contact with the USAID/Haiti CTO and the Human Rights Officer of the U.S. Embassy;

• Coordinating with other bilateral and/or multilateral donors who have an interest in the campaign against Trafficking In Persons on both sides on the Haiti-D.R. border;

• Assuring the timely preparation and submission to USAID and PADF/Washington of all technical and financial reports indicated in the RFA;

• Seeking opportunities for program expansion through new funding, preparing follow-on proposals in Haiti and abroad;

• Assisting the Program Director and Resident Representative in the management of programs and the Haiti Office as requested.

• Other management assignments and duties as requested.

Qualifications and skills required: Haitian origin preferred; Haitian experience necessary; English at near native level necessary; French or Créole necessary, the other a strong asset. This is NOT an "expat" position; salary comensurate with international hire; modest benefits. Must have at least five years project management experience in developing country or equivalent. Must be familiar with USAID regs. Must have high level of administration and interpersonal skills. Must be able to interact with all types of people, from Presidents to exploited children.

Plan Timor Leste wishes to recruit a Senior Program Manager to support consolidation and growth of its work in Timor.

Plan is a Global NGO that works in over 45 countries to achieve lasting improvements in the quality of life of deprived children and families. Plan has been working in Timor since 2000, and in partnership with the Government and other NGOs implements nationwide programs in Early Childhood Development, Health, Learning and Water/Sanitation.

Reporting to the Country Director, the Senior Program Manager has responsibility for program planning, monitoring and evaluation, field oversight, Government liaison and program partnerships. The position is Dili based but will require frequent field visits and some overseas travel.

The successful candidate should have strong development programming and management experience, good operational knowledge of Timor Leste and of current and emerging development issues. He/She should highly motivated and dynamic, able to work independently and be fluent in both English and Tetun.
