of all three outcomes of the 2006-2010 UN Development Assistance Framework

SUMMARY OF RESPONSIBILITIES:
It is in this context, UNFPA wishes to strengthen national capacity for gender mainstreaming by making available to the Ministry of Gender Equality and Child Welfare, the services of a Gender Adviser for a period of two years. Under the supervision of the UNFPA Representative, the following will constitute the main tasks of the Gender Adviser:
- Strengthen the institutional and technical capacity of the Ministry for gender mainstreaming.
- Develop the capacity of the Ministry to review major national and sectoral policies, programmes and national laws and legislation to ensure that gender perspectives are integrated and assist the Ministry to address any possible gaps.
- Undertake an evaluation of the current National Gender Action Plan and assist the Ministry to formulate a new Action Plan.
- In consultation with other relevant ministries, advise the Ministry to develop an action plan for advocacy and awareness raising activities at the national and community levels to sensitize the public on how gender inequality is driving the AIDS pandemic in the country (with the aim of promoting behavior change in this regard) and to increase resource allocation for gender equality and women's empowerment programmes. Guide and oversee the organization of some of these activities for the Ministry and ensure support to the implementation of such activities by various other stakeholders.
- Advocate, liaise and coordinate action with concerned key national networks of NGOs/CBOs, including the Parliamentarians for Women's Health to improve information on and access to reproductive health services for women and girls.
- Closely liaise with UNFPA and other UN agencies, including the RC's Office and provide advice for gender mainstreaming in the work of the UN agencies, and consult/liaise with other development partners to facilitate information sharing, coordination of efforts and to avoid duplication.
ESSENTIAL QUALIFICATIONS AND EXPERIENCE NEEDED:
- Masters Degree in the Social Sciences;
- At least 7 years of work experience in policy formulation particularly in the area of gender mainstreaming and women's empowerment;
