KEY JOB RESPONSIBILITIES:

6.       Manage the Practice Area consultant and organizational network.  Ensure that the QED corporate consultant database is up-to-date.  Provide support for the identification of M&E experts for all Sector and Practice proposals and projects.

7.       Develop marketable products for the M&E Practice.  Analyze the M&E market and identify opportunities for the market-driven development of tools, methods, programs or other products that will improve QED’s reputation and competitiveness.  Create demand for the products through multiple channels and manage the integration of the products into QED business development and project activities. 

8.       Establish an industry presence as a subject-matter expert by publishing in peer reviewed journals and/or by presenting at annual conferences and meetings.

Qualifications and skills required: At least 10 years of experience working with domestic government and/or international clients, demonstrated experience leading teams, proven ability to manage long- and short-term projects, and the ability to win new business.  An advanced degree in international development or another related field is preferred. In addition, the candidate should bring technical skills in the following areas:

        Building performance monitoring and management systems;

        Developing performance indicators, Performance Management Plans, and results frameworks;

        Assisting government agencies implement the PART process;

        Experience in strategic planning; and

        Conducting evaluations of programs and projects.

Aid to Artisans’ El Salvador REACH project has recently completed its third year of implementation. Aid to Artisans is seeking a Country Director to lead the project into the next project phase which will focus on creating an entity that will carry on the work of linking artisans to the local and international markets after the end of the project term (Year 2009).


This job requires flexibility and a strong entrepreneurial attitude along with respect for and compliance with all the requirements of the project. The country director must lead and inspire artisans and staff and create a results-oriented, solution-focused atmosphere.


Responsibilities

§        Provide oversight and management of ATA’s project, including the following:

§        Develop and implement plans to meet ATA’s project indicators and objectives, in coordination with local partners, ATA home office, and artisan businesses.

§        Ensure that the field program complies with local law, ATA policy, and donor requirements.

§        Expand local and export markets for Salvadoran handcrafts. Work closely with ATA Marketing (in US and Europe) to support export marketing efforts, including coordinating trade show sample shipments and following up on orders from US buyers.

§        Provide or coordinate training for artisans about business management, export, customer service, production, and other issues as needed.

§        Work closely with ATA headquarters, local staff, and enterprises to coordinate consultant and buyer visits, including logistics, preparation and follow-up. Follow-up with artisans to monitor the production of samples and orders for local, regional, and international markets.

§        Supervise country office. Monitor field budget and expenses and provide ATA Finance with expense reports and advance requests.

§        Oversee and inspire project staff and recruit and hire staff if necessary. Ensure that weekly priorities are clear and reasonable. Mentor staff to take on increasing responsibility.

§        Represent ATA. Cultivate donors in the region. As needed, coordinate closely with the home office to prepare proposals for funding.

§        Report monthly and semi-annually on indicators, important events, problems, obstacles, lessons learned, and plans.


Qualifications and skills required: 5-7 years experience in business enterprise development with a preferred focus on small business start-up and management. Preferred experience in development project management, ideally in small enterprise development field. Familiarity with USAID project management policies and budget and financial management experience required. Training experience preferred.


Strong business background: experience in craft, home furnishings, or textile retail or wholesale industry. Understanding of industry retail and wholesale structures as well as small business development principles. Direct retail management or import/export experience highly desirable.


Demonstrated ability to work independently and to creatively leverage limited resources and staff for maximum impact. Willingness to travel (usually approximately 30% in the field plus US travel). Ability to work under pressure with a wide range of clients. Strong team-building and interpersonal skills essential. Fluent Spanish and proficient English required.

Plan is establishing a new role in the Executive Office reporting to the COO to help prepare the organization to respond more effectively to disasters.


We are looking for someone who is able to take a long-term perspective in the design of our disaster response work to create a comprehensive Disaster Response Framework along the following axis:


§        Organizational Disaster Preparedness

§        Ensuring access to stocks of key materials in strategic locations

§        Tracking a central emergency fund 

§        Identifying and maintaining an emergency roster of candidates from across the organization who can be involved in disaster response

§        Working with Plan staff worldwide to adapt systems and structures to emergency response (eg grants systems, HR systems, programme planning systems (working on emergency CPOs formats), procurement/logistics, etc).

§        Emergency Response (rapid onset disaster) - this involves putting the plans developed above into practice and includes the co-ordination of relief programme coordination (particularly around needs assessments) and donor liaison, and proposal/NO coordination as well as drawing up proper guidelines  for the different stages of an emergency; i.e.  the first few days; first few months; first 1 or 2 years; etc. In essence the role identifies who/what’s needed, finds people to fill that gap, and gets them there.

§        Disaster Risk Reduction - This is a long-term development activity to put DRR methodologies at the heart of what we do and to make Plan a global leader in this field (one that is growing rapidly in status).


Behaviours/Skills required:

The successful candidate needs to be a self-starter capable of working with minimum supervision yet able to provide regular assurance to senior management that the development of the Disaster Response framework is on track and that Plan is increasing its global capability in this area.


We are looking for someone who has had extensive experience in disaster relief work and who possesses the skills and talent to build relationships across all frontiers within the wider organization as well as with relevant external bodies.

For its longer term development work, Plan will collaborate with children, their families and communities, government partners, local and international NGOs to identify and implement sustainable strategies.

Team Leader - Pakistan Response

Plan in Pakistan is in need of a Team Leader who will be responsible for the overall guidance and management of Plan’s immediate and long term response to the earthquake.  He/she will ensure that the children’s rights and welfare come first. 


Specifically the Team Leader will be responsible for representing Plan, collaborating with the international and local community, developing and maximizing local capacity, developing proposals  for funding and working towards restoration and long term sustainability of basic services and livelihoods in the affected areas.


The Team Leader will report directly to the Pakistan Country Director and coordinate closely with Plan Asia Regional Office and International Headquarters.  He/she will be initially based in Manserah  District.


Qualifications and Competencies required

·        At least  5 years experience in humanitarian work in a  managerial or senior leadership role.

·        Proven ability in Program Management in the context of emergency relief and development work

·        Experience in transitioning relief work to long term development programming

·        Ability to co-ordinate technical and financial resources, ensuring that Plan’s core vision, strategic focus and operating principles always remain at the fore.
