Job description: The Chief of Party will provide the vision, leadership, and management oversight for the proposed project as well as supervision, administration, and implementation of the partner activities. The COP will ensure that systems for project operations are established and maintained; ensure that all contractual and agreement deadlines are met and targets are achieved; develop and maintain working relationships with project stakeholders and partners; manage sub-contractors and sub-grantees; and oversee the preparation and submission of periodic progress and financial reports. The COP will deal with host government counterparts and partner organizations and coordinate with USAID and other donors in all aspects of project planning. Project is anticipated to start December 2005.
Qualifications and skills required:
• A postgraduate degree in international development or closely related discipline, with a minimum of 10 years experience in implementing gender programs and mainstreaming strategies in a developing country (preferably Afghanistan or in the Middle East);
• Strong background in developing and promoting policy development and in strengthening advocacy capabilities of governmental institutions and private sector partners with an emphasis on coalition building, national level advocacy initiatives, public awareness, constructive citizen engagement with government, and NGO-government partnership;
• Demonstrated international program and financial management experience;
• Outstanding strategic management planning and evaluation skills;
• Excellent representational, interpersonal and negotiation skills;
• Demonstrated human resource management experience, including recruitment, coaching and empowering of local staff;
• Strong commitment to team management
approach; and
• Experience working with USAID on large-scale programs, including knowledge of USAID regulations and procedures;
• Knowledge of Dari will be an added asset.

This is a new role whose purpose is to provide global leadership on developing and improving sponsorship, grants and business development strategies, systems, and services, with specific focus on improving co-ordination and efficiency to ensure high quality services and accountability to all donors (private, institutional and corporate) and to the other stakeholders, while raising the profile and prominence of the department’s activities.

Response and Risk Reduction Coordinator +b
Plan is establishing a new role in the Executive Office reporting to the COO to help prepare the organization to respond more effectively to disasters.
We are looking for someone who is able to take a long-term perspective in the design of our disaster response work to create a comprehensive Disaster Response Framework along the following axis:
§
Organizational
Disaster Preparedness
§ Ensuring access to stocks of key materials in strategic locations
§ Tracking a central emergency fund
§ Identifying and maintaining an emergency roster of candidates from across the organization who can be involved in disaster response
§ Maintaining relations with key disaster actors - donors, UN agencies, Red Cross
§ Tracking potential emergency/crisis situations globally and sharing information widely on where things may happen
§ Working with Plan staff worldwide to adapt systems and structures to emergency response (eg grants systems, HR systems, programme planning systems (working on emergency CPOs formats), procurement/logistics, etc).
§ Emergency Response (rapid onset disaster) - this involves putting the plans developed above into practice and includes the co-ordination of relief programme coordination (particularly around needs assessments) and donor liaison, and proposal/NO coordination as well as drawing up proper guidelines for the different stages of an emergency; i.e. the first few days; first few months; first 1 or 2 years; etc. In essence the role identifies who/what’s needed, finds people to fill that gap, and gets them there.
§ Disaster Risk Reduction - This is a long-term development activity to put DRR methodologies at the heart of what we do and to make Plan a global leader in this field (one that is growing rapidly in status).
Behaviours/Skills required:
The successful candidate needs to be a self-starter capable of working with minimum supervision yet able to provide regular assurance to senior management that the development of the Disaster Response framework is on track and that Plan is increasing its global capability in this area.
We are looking for someone who has had extensive experience in disaster relief work and who possesses the skills and talent to build relationships across all frontiers within the wider organization as well as with relevant external bodies.
Most importantly, we are searching for an above-average conceptual and strategic thinker with his/her feet firmly on the ground who is able to help us formulate policy, guidelines, and procedures whilst also being able to mobilize and co-ordinate people and resources in times of a disaster.
