Job description: The Program is 2-year (base period), $2.6 million participatory job creation, vocational training and public works development program (three optional one-year extensions may be granted based on availability of USAID funding).  The overall goal of the program is to achieve greater self-reliance amongst targeted vulnerable populations through market-driven skills building and creating opportunity to earn income. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

§        Provide program oversight and innovative technical input in implementing a program focusing on public works infrastructure improvement program and vocational training in the Former Soviet Union.

§        Serve as the program liaison to HQ, local NGOs, other implementing partners, implementing units, and international donors.

§        Coordinate program activities with ongoing USAID programs, other donor initiatives, and government initiatives

§        Need to travel extensively throughout the country to ensure sufficient oversight of projects, grants, training and to liaise with donors.

§        Responsible for all aspects of the program including monitoring and evaluation; strategy, programmatic reporting operations; personnel; finance; strategic management; management of three regional offices, proposal development and other program areas.

§        Responsible for maintaining the integrity of the overall program goal, as well as CHF’s mission.

§        Represent CHF and deliver presentations on behalf of CHF in the region and in related conferences.

§        Travel to and work in underdeveloped geographic areas of political instability.

Qualifications and skills required: QUALIFICATIONS

§        The ideal Country Director should have a combination of at least 10 years in positions of progressively greater responsibilities and experience in work with construction and community development programs. 

§        Five of those years should have been in a transition or developing country and/or relevant development setting.

§        Five to seven of those years should be in direct management of staff

§        Experience in program development and expansion

§        Must have documented professional credibility, leadership skills and experience in a specialty area addressed by this statement of work. 

§        Professional experience in international development and managing USAID programs.

§        Knowledge and experience with community, economic and public works programs, media outreach and building successful government and civil society partnerships. 

§        Experience working in a transition economy desirable.

§        Direct experience with USAID programmatic, compliance and reporting requirements;

§        Knowledge of and/or experience working in the region preferred.

§        USAID Contract Experience and knowledge of FAR preferred

EDUCATION and/or EXPERIENCE

An advanced degree is preferable in a relevant field of study such as construction engineering and construction management, economic development, or community development

LANGUAGE SKILLS 

Able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.  English fluency required; Knowledge of Russian preferred.

MATHEMATICAL SKILLS 

Basic skills and able to perform job specific mathematics.  Skills in construction cost estimates, budget development and management

Job description: CHF Afghanistan is soliciting applications for General Manager to oversee its micro, small, and medium sized business credit activities in the Afghanistan Microcredit Institution (AMI), a microcredit program which is in the process of becoming a separate Afghani NGO called the Afghanistan Microfinance Institution (AMFI).

ESSENTIAL DUTIES AND RESPONSIBILITIES

§        Provides overall leadership and direction of the company to uphold long-term vision and mission to provide quality financial services to low and middle income entrepreneurs and communities.

§        Responsible for all aspects of the day-to-day operations of the organization.

§        Supervises all AMFI staff.

§        Recruits, trains and mentors staff established through the organizational chart approved by the AMFI board.

§        Assesses and manages operational and financial risks, such as foreign exchange risk.

§        Develops business and operational plans, including annual budget.

§        Ensures achievement of lending and operational targets and other goals as outlined in the business plan and approved by the AMFI board.

§        Oversee the operational transition into an Afghani NGO.

§        Ensures portfolio quality and growth for long-term sustainability and profitability of the institution.

§        Manages relationships with donors, banks, board members and government officials and sets the overall tone for the organization.  Represents institution in all official communication.

§        Ensures timely submission of all required financial and operational reports to the AMFI board, donors, government authorities, lenders, investors.

§        Promotes the views of the organization within local microfinance/banking industry bodies.

§        Develops marketing and product delivery policies.

§        Develops and implements strategies for promotion and expansion of client services.

§        Builds and nurtures financial partnerships, particularly with local commercial banks and international investors.

§        Conducts periodic monitoring visits to the field, ensuring client satisfaction and competitive edge in the market, and that all procedures are being followed.

§        Ensure MIS meets the institution’s management requirements, as well as reporting needs of the donors, lenders, and investors.

Qualifications and skills required: QUALIFICATIONS

§        At least five years’ experience in the financial sector.  Past experience in banking or credit management in Afghanistan a plus.

§        Knowledge of Afghanistan and/or region an asset

§        University degree in economics, business administration, or related field

§        Entrepreneurial skills and outlook

§        Leadership skills and ability to motivate others in a team environment

Job description: The World Agroforestry Centre (ICRAF)is one of 15 Future Harvest centres supported by the Consultative Group on International Agricultural Research (CGIAR). As a global leader in agroforestry research and development, ICRAF’s ultimate purpose is to improve human welfare by reducing poverty, increasing cash income, improving food and nutritional security, and environmental resilience through improved agroforestry systems.  ICRAF has its headquarters in Nairobi, Kenya and works in 23 countries throughout Africa, Asia and Latin America.

The Communications Unit of the World Agroforestry Centre provides global coordination for the development of its library, publications, websites and public awareness.  The Eastern and Central African (ECA) region is the largest African programme of the Centre and the Regional Land Management (RELMA) project is one of the Centre’s largest projects with particular emphasis on improving extension information services.

The Position:

The Senior Writer/Editor will be responsible to the Head of the Communications Unit, and will act as Deputy Head of the unit.  S/He will be expected to work closely with regionally-based staff in refining their publications, and with the Senior Leadership Team (SLT) which provides strategic advices on publications matters.  She/he will take the lead in setting editorial standards for the Centre’s publications, and providing guidance to regionally-based communication staff and external consultants.  Specific duties will include:

1. Working with scientists and senior managers to identify publications that should be produced, to assess the quality of manuscripts delivered, and to provide guidance on what needs to be done to ensure publication quality.

2. Working with centre staff to synthesize the RELMA development experiences into publications, assessing which dissemination materials need to be produced and ensuring their quality.

3. Take primary responsibility for ensuring quality control of the Centre’s global and regional publication series, and to assist in the writing and review of major Centre research and development documents.

4. To assist in editing the Centre’s newsletters aimed at donors and key partners, and to work closely with the Centre’s Public Awareness and Resource Mobilization staff to ensure that well-crafted and targeted messages are produced.

5. Ensuring consistency in approach and the development and monitoring of the quality of all publication series.

6. Managing the provision of writing training to centre staff.

7. Assess the range of suitable external publications available to meet particular needs, ensure their purchase and supervise their distribution in lieu of internal production of similar material.

8. Under guidance from the Head of Unit, supervising day-to-day operations of the Unit related to staff project work including activity planning and budget development and tracking.

9. Deputizing for the Head of Unit in his absence, being responsible for maintaining the progress of key projects.

Qualifications and skills required:

§        Post-graduate qualifications in journalism, communications management or English literature;

§        At least seven (7) years professional experience as a writer and editor;

§        Ability to provide conceptual leadership in developing a world-class body of literature based on the Centre’s work;

§        Extensive experience working with scientific or development literature;

§        Proven ability to assist scientists to articulate their research work effectively;

§        Extensive experience in working within a team and supervising projects;

§        Extensive experience in the whole process of publications production from editing through to final printing; and

§        Excellent command of spoken and written English.  A good working knowledge of French would be an advantage.
