1) Consultant to Evaluate Building Safer Organizations Project /

The Women's Commission for Refugee Women and Children / New York, NY, USA / Closing date: December 05, 2005.


SCOPE OF WORK:

Under the leadership and supervision of the Women's Commission, the consultant will conduct an evaluation of the Building Safer Organizations Project (which was established by the NGOs under the coordination of the International Council of Voluntary Agencies (ICVA) to operationalize the recommendations of the Model Complaints and Investigation Procedures and Guidance Related to Sexual Abuse and Exploitation). The evaluation will assess the impact that the project has had on the participants' knowledge, skills and attitudes; how this has lead to organizational change vis-à-vis the effectiveness of investigations into allegations of misconduct for participating organizations, as well as the methodology and approach used to build the requisite skills.


ICVA intends to use the evaluation conducted by the Women's Commission to assess the effectiveness of the project measured by its influence on participants in the Building Safer Organizations Learning Programmes and its impact on how NGOs conduct investigations into misconduct - specifically allegations of abuse and exploitation of beneficiaries by staff. In addition, the study will indicate what the next steps for the project should be.


Timeframe: Six (6) Months (January 1 - May 31, 2006)

Fees: $3,500.00/ month (Final monthly salary withheld until delivery of final product; Not to exceed $21,000.00)


CONSULTANT OUTPUT:

Specific outputs will be further developed in consultation with the evaluation team (Dale Buscher, Women's Commission and Katharina Samara, ICVA) and will include:


-  Participation in at least one ''follow-up'' workshop and one ''management'' workshop.

-  Production of reports on those workshops.

-  Reports on interviews and discussions with participants at the workshops; managers of staff that have conducted investigations after participating in the program; workshop facilitators and evaluators thus far.

-  Final report including observations on how to improve the materials and workshop presentation, as well as next steps for the project.
