The Australia-Nusa Tenggara Assistance for Regional Autonomy (ANTARA) Program is an AusAID proposed program to establish a $30 million, five-year (2004-2009) strategic, flexible and programmatic approach to regional development in East and West Nusa Tenggara (NTT/NTB).


The aim of the program will be to (i) improve coordination and cohesion among current Australian development projects and help build greater synergy between those programs and the programs of other donors, so as to maximise their impact on poverty reduction; (ii) develop targeted new program activities in areas such as local planning and budgeting and small business development; and (iii) invest in local and international initiatives with a proven capacity or strong potential for impact and expansion. ANTARA will commence in NTT, with a base in Kupang, West Timor, and will extend progressively into NTB.


The ANTARA Program Management Support Team (MST), will work closely with and take direction from the Program Director, and source a range of technical and management support services, including: analysis, design, monitoring and evaluation, logistical, financial management and coordination. Under the direction of the Director, it is anticipated that the MST will manage a pool of funds to purchase additional specialist advice, as required, as well as to fund strategic investments identified by the Director.

The Women's Rights Division (WRD) of Human Rights Watch was established in 1990 to monitor state-sponsored or state-tolerated violence and sex discrimination against women in all regions of the world.

 

The Researcher will work within the Women's Rights Division of Human Rights Watch to improve awareness and accountability for human rights violations against women in sub-Saharan Africa by, among other things:

 

-  conducting fact-finding missions;

-  writing and publicizing reports, briefing papers, letters, press releases, op-eds, and submissions to international bodies based on the findings;

-  developing and implementing local, regional, and international strategies to change abusive laws, policies, and practices;

-  presenting human rights concerns to government officials, inter-governmental agencies, and the press;

-  working closely with African colleagues to ensure that the work of HRW in Africa complements and enhances their own work.

 

The Researcher's responsibilities will also include monitoring legislative and/or policy developments related to women's rights in Africa and liaising with human rights and women's organizations in the countries s/he will cover and in the U.S. S/he will be based preferably in our New York City office, although a base in Washington, D.C., may be considered.

 

QUALIFICATIONS:

-  The ideal candidate will have at least three to five years of directly related experience working on women's human rights in sub-Saharan Africa, both at a national and a regional level.

-  Experience living in the region is required.

-  An advanced (graduate) degree in international relations, journalism, law, or social sciences is required.

-  S/he must have strong field research and documentation skills;

-  The ability to produce excellent written material under tight deadlines;

-  Excellent oral and written communication skills in English (and preferably also French and one or more Africa regional languages);

-  Experience in international human rights law;

Human Rights Watch is seeking a Director for its advocacy work involving the United Nations in New York. The UN Advocacy Director is the principal spokesperson and advocate for Human Rights Watch at the UN and on UN-related issues in New York, responsible for working with HRW's program staff to develop and implement advocacy strategies on the full range of countries and issues addressed by HRW (including, e.g., protection of civilians, sexual violence, recruitment of children).

DESCRIPTION:

The LINCSS program is a three-year USAID supported joint IRC/Mercy Corps initiative aimed at supporting civil society organizations in six areas of South Sudan (Nuba Mountains, Bahr-el-Ghazal, Abyei, Equatoria, Upper Nile and Southern Blue Nile). The program provides a comprehensive intervention to strengthen civil society, including formal and informal institutional and technical training, exchange visits between CSOs in the six areas, facilitating engagement with local government bodies in each field location. The program focuses on support for women and marginalized groups such as IDPs/returnees, youth, disabled, etc.

 

Reporting to the Chief of Party based in Nairobi, the Technical Advisor is responsible for the provision of sound, appropriate expert support to program staff. The advisor will guide the design, implementation and evaluation of activities that promote gender inclusion; integrate gender awareness strategies with the capacity building activities; and work directly with CSOs and program staff on gender initiatives. The position requires a strong background in working with women's organizations, preferably in similar programs, and a sound understanding of obstacles faced when partnering with them.

 

REQUIREMENTS:

-  Masters degree in relevant subject;

-  At least 3 years of progressive experience and proven high level of competence in working with women in NGOs/INGO capacity building programs, ideally in relief and/or post-conflict settings preferred;

- Strong understanding of the status of women in southern Sudan and the challenges to strengthening the capacity of such groups;

Duration: 6 months renewable

 

The Project Coordinator will be based in Banda Aceh and work closely with other UN agencies and relevant Government Departments working on the ground, in partnership with the Recovery and Reconstruction Gender Advisor who will be based in Jakarta. The Project Coordinator's principle tasks will be:

 

-  Organize a quick needs assessment of women's situation, gender specific vulnerabilities, and their needs in terms of relief and recovery including livelihoods, protection, psycho social interventions etc. with the help of knowledgeable local women's groups and NGOs.

-  Use the data generated from the Needs Assessment to create a baseline of women's vulnerabilities and needs.

-  Develop a detailed implementation plan which identifies specific priorities, quick impact projects, budgets and time frames keeping in mind the overall 6 months time frame set by the flash appeal in close partnership with the Gender Advisor, Jakarta and in consultation with multiple stakeholders on the ground.

-  Identify and mobilize implementation partners who have the necessary credibility and ability to carry out the quick impact projects and help develop specific grant proposals with clear deliverables, budgets and TORs, using a transparent and participatory process. This should include community groups where women's voices are heard, women's networks and NGOs, and local institutions with credibility.

-  Send the grant proposals to the Bangkok office with necessary documentation and justification for necessary approval and disbursement of funds.

-  Organize capacity-building efforts for members of women's networks and organizations with the help of capable training organizations/support groups;

-  Monitor the work of the implementation partners through clear work plans and time bound deliverables.

-  Participate in coordination meetings on the ground convened by the UN as required.

-  Prepare periodic reports as may be stipulated in the Project Document and/or by the donor.

12) Gender and Development Advisor / UNIFEM / Beijing, China /

DESCRIPTION:

Under the primary supervision of the UNDP SDRR for the UNDP  component and UNIFEM Regional Programme Director for the UNIFEM component , the Advisor will focus on developing and mobilizing resources for programs that address most critical issues Chinese women are facing with, particularly the economic security and rights issues, linking with CEDAW implementation, violence against women, and gender and HIV/AIDS.  Also, s/he will actively conduct advocacy for these issues.

 

In addition, s/he will provide technical advice for the Resident Coordinator, the UN Country Team inter-agency theme groups, to ensure that gender is effectively mainstreamed in their development work. Under the guidance and direct supervision of the SDRR and the Team Leader, the Advisor helps ensure that UNDP programmes integrate gender concerns and sensitivity in their approach to development, develop sufficient capacity in gender analysis and mainstreaming, and stay abreast of research and policy development. The advisor works closely with Government counterparts to identify alternative gender policy options and to enhance the policy impact of UNDP interventions.

 

As gender equality is fully incorporated in UNDP's core corporate services, the advisor is also expected to play a strong advocacy role, internally and externally, for promotion of gender equality, empowerment of women and girls, conformity to key international covenants such as CEDAW, and pursuit of MDGs with a gender perspective.

 

Under the guidance and direct supervision of the UNIFEM Regional Programme Director, the advisor assists with strategic management and guidance to UNIFEM China Programme linking it strategically to CEDAW, MDG and BPFA and assists with the coordination, management and effective implementation of UNIFEM programmes in China.

 

RECRUITMENT QUALIFICATIONS:

-  Master's Degree in the social sciences with a focus on gender and development.

-  At least 7 years of work experience in gender issues or related inclusive development field at national and international levels.

-  Language Requirements: Fluency in English.
