Job description: The Director of Finance and Administration
will direct and oversee all finance and administration aspects of a new HIV/AIDS
program in
ESSENTIAL DUTIES AND RESPONSIBILITIES
§ Serve as the finance liaison to HQ, local NGOs, other implementing partners, implementing units, and international donors.
§ Overall finance management of assigned location, responsible for financial reports and practices to insure quality and accuracy.
§ Provide financial management oversight, analyze budgets, prepare financial reports, and make recommendations to HQ on budget expenditures.
§ Travel to site offices and target regions as needed to provide technical assistance and troubleshoot along with accounting staff.
§ Travel to and work in areas varying economic, social and political stability.
§ Assist in program development and proposal preparation as needed.
§ Uphold and enforce CHF policies and procedures.
§ Serve on start up teams for new programs.

Qualifications and skills required: QUALIFICATIONS
§
Demonstrated experience
with USAID grants and minimum 3 years financial responsibility for USAID grants
§ Completed coursework on USAID regulations (A-110 & A-122)
§
U.S. CPA or U.K
Chartered Accountant or qualified to receive U.S. CPA
§
Extensive experience
in managing oversight of sub-grant finances
§
Progressive experience
in financial management, specifically relating to management of
§ Significant financial management experience in international development.
§ Able to interpret and create complex financial reports accurately.
§
Familiarity with
multi-currency accounting
§ Advanced knowledge and experience with accounting software (preferably Solomon and QuickBooks), and MS Office applications.
§ Past experience working with foreign donors (preferably USAID).
§ Strong interpersonal skills to negotiate and work with foreign experts, managers, government and non-government officials, local staff, and target populations.
§ Prior experience in the region and field of the program.
§ Willing to live overseas and travel to HQ as needed.
EDUCATION and/or EXPERIENCE
Degree in related field or post secondary education and
training with significant prior experience
LANGUAGE SKILLS
Able to read and interpret documents, and communicate with others as necessary to perform job duties effectively. Fluency in English and proficiency or better in French required.
MATHEMATICAL SKILLS
Basic skills and able to perform job specific mathematics.
WORKING CONDITIONS

The Australia-Nusa Tenggara Assistance for Regional Autonomy (ANTARA) Program is an AusAID proposed program to establish a $30 million, five-year (2004-2009) strategic, flexible and programmatic approach to regional development in East and West Nusa Tenggara (NTT/NTB).
The aim of the program will be to (i)
improve coordination and cohesion among current Australian development projects
and help build greater synergy between those programs and the programs of other
donors, so as to maximise their impact on poverty reduction;
(ii) develop targeted new program activities in areas such as local planning and
budgeting and small business development; and (iii) invest in local and international
initiatives with a proven capacity or strong potential for impact and expansion.
ANTARA will commence in NTT, with a base in Kupang,
The ANTARA Program Management Support Team (MST), will work closely with and take direction from the Program Director, and source a range of technical and management support services, including: analysis, design, monitoring and evaluation, logistical, financial management and coordination. Under the direction of the Director, it is anticipated that the MST will manage a pool of funds to purchase additional specialist advice, as required, as well as to fund strategic investments identified by the Director.
