Resident Advisor and Technical Experts Needed - Democratic Republic of Congo Project +b

MSI (www.msiworldwide.com), a private international development organization located in Washington, D.C., seeks a Resident Advisor (Chief of Party/Team Leader) and Technical Experts to include in a proposal for a two year USAID project in the Democratic Republic of Congo (DRC) under BRDG IQC: Building Recovery and Democratic Governance to Advance and Consolidate the DRC Transition Program.   This two-year project aims to provide expertise in the establishment of an effective and legitimate government in the DRC.  The project seeks to advance the DRC’s transition process until its conclusion with the installation of a new, elected government in June 2006, and then provide assistance in the area of democratic governance during the post-transition phase.  The project is divided into the two aforementioned phases with an assessment leading each phase. There is also a grants component to the project to provide support to local NGOs targeting the advancement of the peace process and democratic governance reform.


RESIDENT ADVISOR

Qualifications include experience in sub-Saharan Africa, USAID, managing projects in a post-conflict environment and French language fluency.  The ideal candidate would have experience in the democratic governance sector, particularly in developing political processes and in working with transitional governments, and have worked previously in the DRC.


TECHNICAL EXPERTS

Qualifications include French fluency, experience working with international donor organizations AND in-depth expertise in at least one of the following.  Congolese and TCNs are encouraged to apply.

INTERNATIONAL HEALTH PROGRAM COORDINATOR 

PFD is currently seeking a motivated and creative health professional who wants to make a real difference in the health of rural families in Cambodia to join our team as Health Program Coordinator (HPC).  Cambodia has among the highest child, infant and maternal mortality rates in the world and needs caring and imaginative people to help communities enact community health plans to prevent continued suffering, disease and unnecessary death.  The HPC will report to the Health Sector Manager at the Country Office in Phnom Penh.


The position is located in our Chhlong field office in Kratie province, about 4 hours north of Phnom Penh along the majestic Mekong River.  The Chhlong office currently employs over 30 dynamic and competent staff.  Current programs include: community maternal child health, health systems strengthening, school health education, nutrition, malaria, and reproductive health/HIV/AIDS.  The health program of PFD in Cambodia is completing a comprehensive community health program in 2006 and is currently developing several new and exciting future health programs.  The Chhlong office team is compassionate and extremely dedicated to the people they serve.

Specific responsibilities will include:

1.       Overseeing all operations and development of PFD’s health program at Operational District level, including new programs in HIV/AIDS and possibly in social care, protection, and violence/abuse prevention;

2.       Coordination with the national staff and government counterparts to design and implement field program activities with a major focus on capacity building;

3.       Liaising with the MOH staff, USAID partners and local NGOs working in Chhlong OD and Kratie province to develop new strategies and inform policy and best practice for community health service delivery;

4.       Monitoring and evaluation of the program with reporting to donors and other organizations;

5.       Administrative and financial oversight of all programmatic activities.

6.       Contribute to the strategy development of PFD’s health programs in Cambodia.


Requirements:

PFD is seeking a dynamic health coordinator, with an excellent ability to deal with a wide scope of programmatic and management activities.  The following qualifications and skills are essential for the post:

1.       MPH, MSW or related academic degree with a high level of knowledge of Maternal, Child and Reproductive Health development and HIV/AIDS.

2.       At least 5 years experience of Public Health/Reproductive Health including HIV/AIDS programs with a minimum 5 years of field management experience with NGOS.

3.       Commitment to community development and capacity building for national staff and local organizations.

4.       Experience in finance and administration is essential, with a sound knowledge of managing program budgets.

5.       Excellent skills in written and verbal English communication with experience in report and proposal writing; planning and management; good training skills and computer literacy.

6.       Demonstrated cultural sensitivity with an ability to liaise at all levels.

7.       Basic knowledge of the Khmer language is an asset.

VOLUNTEER MATERNAL HEALTH ADVISOR

PFD is currently seeking a motivated and creative health professional who enjoys adventure and wants to make a real difference in the health of women and children to join our team as a Maternal Health Advisor.   The position is located in our Chhlong field office, about 4 hours north of Phnom Penh along the majestic Mekong River.   The Chhlong office currently employs over 30 dynamic and competent staff lead by an expatriate Health Program Coordinator.  Current programs include: community maternal child health, health systems strengthening, nutrition, malaria, and reproductive health/HIV/AIDS.  The health program is completing a comprehensive community health program in 2006 and developing several new and exciting future health programs.  The Chhlong office team is vibrant, compassionate, and extremely dedicated to each other and to the people they serve.

Cambodia has one of the highest infant and maternal mortality rates in the world (95/1,000 live births and 437/100,000 live births respectively) and needs caring and imaginative people to help communities enact simple plans to prevent continued suffering and death. 

The Maternal Health Advisor will lead a team of intelligent and committed locally hired midwives to reduce maternal and neo-natal morbidity and mortality in the province.  Maternal health programs will specifically include: training of professional midwives and traditional birth attendants (TBA); developing “Birth Preparedness” interventions in the community including referral systems for obstetric emergencies; ANC and postnatal care interventions; and integrated outreach.  In addition, the MHA will assist the local government officials to develop Prevention of Mother-to-Child Transmission (PMTCT) of HIV/AIDS programs. 

The MHA will work directly with community leaders, TBAs, mothers and women of reproductive age.  The MHA should expect to spend at least 20% of his/her time in remote villages.  PFD will provide a modest stipend, comfortable housing/utilities, and travel and insurance benefits. 

Employment period is from 01 October 2005 to 30 September 2006 with a possibility of extension.

Required Qualifications

§        Certified Midwife or equivalent medical training in Maternal Health (i.e., Obstetric Nurse, Gynecological Nurse, etc.)

§        At least 3 years of experience in Maternal Health

§        Demonstrated training, planning, management and supervisory skills

§        Experience in monitoring and evaluation of community programs a plus

§        Proven ability to work in a highly interactive team setting

§        At least 2 years of health experience in developing countries preferred

Position requires

§        Computer skills (word, excel, powerpoint,) and report/proposal writing experience

§        Ability to work in difficult situations (may occasionally stay in villages without electricity or running water)

§        A good understanding of development programs and sustainability

§        Ability to adapt to, live in, and respect a traditional culture

§        Be willing to learn to operate or travel on the back of a small motorcycle

§        Proficiency in spoken and written English, knowledge of Khmer language a plus

The Australia-Nusa Tenggara Assistance for Regional Autonomy (ANTARA) Program is an AusAID proposed program to establish a $30 million, five-year (2004-2009) strategic, flexible and programmatic approach to regional development in East and West Nusa Tenggara (NTT/NTB).


The aim of the program will be to (i) improve coordination and cohesion among current Australian development projects and help build greater synergy between those programs and the programs of other donors, so as to maximise their impact on poverty reduction; (ii) develop targeted new program activities in areas such as local planning and budgeting and small business development; and (iii) invest in local and international initiatives with a proven capacity or strong potential for impact and expansion. ANTARA will commence in NTT, with a base in Kupang, West Timor, and will extend progressively into NTB.


The ANTARA Program Management Support Team (MST), will work closely with and take direction from the Program Director, and source a range of technical and management support services, including: analysis, design, monitoring and evaluation, logistical, financial management and coordination. Under the direction of the Director, it is anticipated that the MST will manage a pool of funds to purchase additional specialist advice, as required, as well as to fund strategic investments identified by the Director.


Qualifications and skills required: We are seeking applications from suitably qualified individuals for the following potential roles:
