will prepare new business cost proposals and cooperative agreement applications

Pricing Specialist will be responsible for drafting RFP/RFA summary of key proposal
requirements, developing proposal schedules, developing a budget shell for International

and coordinating all final cost proposal data, advising staff regarding re-budgeting

Job
qualifications : This position requires a Bachelor’s degree, preferably in a business-related
field; four to six years of experience in federal government cost proposal pricing;
a strong knowledge of FAR, AIDARs, CAS, TINA and USAID
pricing; and experience and training in federal compliance rules, regulations
and standards associated with federal funds and non-profit accounting (A-110,
A-122, A-133 and 22CFR226). Candidates
should also have experience pricing all types of grants, cooperative agreements
and contracts including IQC, T & M, FFP, CR and CPFF, and demonstrated ability
to develop large, complex cost proposal models.
Must have strong communication skills, be proficient with MS Office and
be able to work in a dynamic environment and manage a variety of activates.
Experience with non-profit organizations and a thorough knowledge of cost/price
analysis and indirect rate analysis a plus.

Program Officer for Human Rights will be responsible for developing, monitoring

encourage collaboration among grantees across the four countries.
S/he
is expected to develop and maintain close working relationships with existing

Reporting
to the Manager of Center for the Study of Human Rights, the incumbent assists
with CSHR's projects and programs. The incumbent supports
the administration of the Third Millennium Foundation Fellowships, a global internship
program that connects recently graduated students to human rights NGOs that CSHR
has been contracted to coordinate. The incumbent also contributes to the planning,
organizing, and day-to-day operations of the Human Rights Advocates Program, an
annual four-month training program for human rights activists from around the
world. Working closely with the Associate Director, the incumbent supports university-related
programs as well as other collaborative projects as needed. The incumbent directly
assists in fundraising strategies and the development of related programs and
appeals.
The
incumbent is expected to work with the Manager of CSHR and other CSHR staff to
establish and maintain collaborative exchanges with human rights organizations
and universities concerned with advocacy training and capacity building worldwide.
The incumbent will work closely with the Third Millennium Foundation, other CSHR
staff, and related faculty on the establishment and execution of the TMF program.
In this capacity, the incumbent will advise students on human rights internships
and jobs, identify and facilitate appropriate NGO placements for Fellows, monitor
the progress of Fellows, troubleshoot potential problems and seek solutions. In
addition, the incumbent will support the HRAP Advisory Board and network of HRAP
alumni.
Other

12) Consultant - Global Call: Stop Rape
in War // The International
Rescue Committee (IRC) //

BACKGROUND:
Following
a series of consultative meetings, a group of NGOs has committed to developing
a global campaign to stop sexual violence during armed conflict by galvanizing
a global movement that will lead to tangible and measurable progress in reducing
and ultimately stopping rape in war. The
campaign will focus on influencing and encouraging governments, UN agencies, combatants
and communities and thereby ultimately achieving (1) the prevention of incidents
of rape in war by implementing specific actions that reduce exposure to risk;
(2) a decrease in the level of impunity by establishing accountability mechanisms
relevant to the roles and responsibilities of individuals, institutions, and governments
in the maintenance of social order; and (3) a reduction in the tolerance of rape
in war through interventions that address social norms, attitudes and behaviors
related to gender equity.
The
start-up phase of the campaign will be guided by a provisional Steering Committee
of non-governmental organizations that currently includes the American Refugee
Committee, International Medical Corps, the International Rescue Committee, Irish
GBV Consortium, John Snow, Inc. and the Women's Commission for Refugee Women and
Children.
The
Steering Committee seeks a savvy campaign professional to consult for a six month
period and develop a strategic plan for the campaign. The consultant must be able
to work in
PROJECT
DESCRIPTION:
With
guidance from the Steering Committee, the consultant will develop a strategic
plan to achieve the campaign's objectives. The
plan will include a recommended framework and organizational structure for the
campaign; advocacy and communications strategies for key target audiences; and
an initial fundraising strategy.
- Campaign Management and Structure: The consultant will research and recommend an
organizational framework and structure for a Global Call to Action: Stop Rape
in War campaign. This will include recommendations on governance structures, a
strategy for stakeholder participation and collaboration, and an operational timeline
and performance benchmarks.
- Advocacy and Communications: The consultant
will identify advocacy priorities and strategies for key audiences and will identify
and prioritize the messaging needs for the campaign. The advocacy and communications strategies must
be designed to actively engage global stakeholders and reach all advocacy target
audiences including government agencies (
- Fundraising Strategy: The consultant will
identify a strategy for raising start-up funds for the campaign that will include
the identification of potential donors.
The
consultant will produce a work plan for the Steering Committee's approval within
the first 30 days of the consultancy. A
status report will be delivered after 90 days; a full first draft of the strategic
plan after 150 days and the final product delivered not later than 180 days.
REQUIREMENTS:
Candidates
for this position should meet the following requirements:
- Minimum 10 years experience in the design
or management of global or national advocacy campaigns, from conceptualization
to implementation. Candidates' campaign experience must include designing and
implementing strategic communications and advocacy plans.
- Professional experience in humanitarian
settings or with international issues related to human rights, gender issue or
other issues of similar sensitivity, and an understanding of UN agencies and humanitarian
organizations.
- Experience in developing fundraising strategies.
- Demonstrated ability to work well in non-hierarchical,
multidisciplinary teams.
The
consultant will be hired for a period of six months. Candidates for this consultancy
will be interviewed by the Steering Committee. The Steering Committee will also
select the consultant and oversee the consultant's work.

13) GBV Emergency Response Curriculum Manager

SUMMARY:
The
project objective is to increase the operational capacity of the humanitarian
community to respond to GBV in emergency settings by expanding and strengthening
the human resource capacity of GBV staff to initiate GBV programs in response
to emergencies globally.
SPECIFIC
RESPONSIBILITIES:
Complete
a curriculum designed to fill the current gap in action-oriented GBV programming
in acute emergency situations. Through
critical pedagogy, the curriculum intends to increase GBV staff knowledge and
skills to holistically address GBV in emergencies. The curriculum will eventually
serve a wider audience of humanitarian actors to inform appropriate action oriented
GBV responses in emergencies. As it stands the curriculum will consist of three
distinct training modules covering a spectrum of issues identified as key to GBV
first responders in initiating GBV programming in emergencies.
The
IRC has identified six key competency areas integral to the role of GBV Coordinator
or Manager. The GBV Curriculum will focus on these six areas as they relate to
the to initiate a GBV program or intervention in an emergency
context.
Emphasis
is placed on developing specific and in-depth guidance on using existing guidelines
such as the IASC Guidelines for GBV in Emergencies and tools from the GBV Tools
Manual. Where material exists, the curriculum utilizes and adapts those materials;
where material does not exist, the curriculum fills the gap through development
of new materials. The curriculum will be informed by IRC's practical experience
in responding to GBV in emergencies.
The
training content has been developed in draft form. The consultant will finalize
the curriculum based on field testing and consultative processes with technical
experts.
THE
CONSULTANT WILL BE RESPONSIBLE FOR THE FOLLOWING OUTPUTS:
- Finalize the curriculum package in a user friendly
format. This will be done in collaboration with the GBV Emergency Coordinator
and the GBV Senior Advisor. After a final draft is agreed upon by the GBV Technical
team the consultant will initiate a consultative process with a group of internal
and external experts.
Based
on comments and suggestions from the consultative processes, the consult will
adapt the existing material and/or develop new material as warranted and agreed
upon with the GBV technical team and the EPRU. The consultant will also ensure
that the curriculum is reflective of the most up to date materials and references.
- Conducting three consultative process to review the curriculum content with the following
groups within an agreed upon timeframe:
1.
The GBV Technical Unit and EPRU's GBV Coordinator to
integrate comments and suggestions for the training one based on pilot training
in August 2006 and training two and three based on field testing in March 2007.
2.
The IRC Health, Protection, Child, Youth, Protection and Development Technical
Units on relevant sessions.
3.
Select group of external GBV reviewers.
The
consultant will report to the Senior Technical Advisor for GBV and will work closely
with the GBV Technical Assistance Team and the Emergency Preparedness and Response
Unit to finalize an agreed upon training. Provide bi- weekly status reports to the GBV
Senior Technical Advisor.
QUALIFICATIONS:
- Advanced degree in education and/or social
work.
- Demonstrated competency in curriculum development,
training design, delivery and evaluation.
- Knowledge of and instructional design for adult
learning.

related field.
- Previous experience with GBV programs is a plus but not necessary.
