basic education programs in developing countries in areas such as education policy,

students, development of community participation in the improvement of basic education

The Organization
ICARDA is a non-profit international
agricultural research center in a worldwide consortium
of 15 centers, supported by the Consultative Group on
International Agricultural Research (CGIAR). The CGIAR is co-sponsored by the
World Bank, the Food and Agriculture Organization of the United Nations (FAO),
the International Fund for Agricultural Development (IFAD), and the United Nations
Development Programme (UNDP). With a staff of over 400 scientists and support
personnel, representing more than 45 nationalities, ICARDA addresses two key areas
of agricultural research: germplasm improvement (cereals
and legumes) and natural resource management. The Center has a global mandate for barley, lentil and faba bean improvement, and a regional mandate for the improvement
of wheat, chickpea and forage and pasture legumes. A major emphasis is placed
on the conservation and management of land and water, and improved productivity
of small ruminants in integrated farming systems in dry areas. The Center’s
research and training programs are implemented in partnership with national programs
and, in most cases, with other CGIAR centers as well
as advanced research institutes in both developing and industrialized countries.
The CGIAR Program for Central Asia and the
This collaborative program “Sustainable
Agricultural Development in Central Asia and the Caucasus (CAC)” was jointly initiated
in 1998 by a consortium of nine CGIAR Centers (CIMMYT,
CIP, ICARDA, ICRISAT, IFPRI, ILRI, IPGRI, ISNAR, and IWMI) and the national agricultural
systems (NARS) of eight countries of the CAC region, namely, Kazakhstan, Kyrgyzstan,
Tajikistan, Turkmenistan, and Uzbekistan in Central Asia and Armenia, Azerbaijan
and Georgia in the Caucasus. It is designed to meet national goals by increasing
agricultural productivity, improving natural resource management and conservation
of genetic material, and strengthening agricultural research management and policy
procedures. It fosters cooperation between CAC countries and between them and
international research organizations. The partners include eight NARS, nine

provides overall Program management, with responsibility for guidance, information
exchange, progress monitoring, and review of research results. The Program is
supported by a Program Facilitation Unit (PFU), housed at the Office of the ICARDA
Regional Program for Central Asia and the Caucasus in
The Position
The
Head of the Program Facilitation Unit (PFU) will report to the PSC / CDC Task
Force for CAC. The Head will be
responsible for:
1.
Providing the required
support to the PSC, and the CDC Task Force in their functions. S/he will be the
Secretary to PSC.
2.
In collaboration
with the participating CG Centers, preparing annual work program and budget of
PFU for approval by the PSC.
3.
Providing the necessary
support to all CGIAR Centers for effective implementation of the Program and efficient
utilization of resources, including organization of meetings and workshops, language
translation and interpretation, internal travel arrangements, communications,
etc.
4.
Ensuring that PFU
functions as a central documentation and information exchange center and as a
repository for Program documents and publications, and developing mechanisms for
information exchange through the use of appropriate information technology, including
brief reports and a newsletter on agricultural research in CAC.
5.
Assisting the Consortium
members in preparing collaborative projects with the NARS, and arranging for their
technical appraisal through the Center-designated focal point scientists before
they are presented to the PSC.
6.
Maintaining contact
with institutions outside this Program having research activities in the CAC region,
and establishing links with other international agencies operating there, to identify
potential partners.
7.
Financial management
of PFU; preparing periodic reports on cash flows, budget, financial performance,
etc. Liaison with the Finance Department at the ICARDA Headquarters for ensuring
proper financial management and accountability.
8.
Coordination also
of ICARDA activities in the region as Coordinator of the Center’s Regional Program
for CAC, devoting 30% of his/her time. For this s/he will be responsible to the
Director General of ICARDA through the appropriate Associate Director General.
Required Qualifications
PhD degree in agriculture or related field; proven record
of scientific accomplishment; at least 15 years experience in agricultural research;
at least eight years experience of leading interdisciplinary scientific teams,
Senior Research Management and coordination of research and development activities;
experience of guiding developing-country national programs in the formulation
of research and human resource development programs; a good understanding of the
CGIAR System and experience of working with CG Centers; extensive experience in
administrative and financial management of research programs; excellent interpersonal
relationships and ability to approach national leaders and donors at the highest
level. Fluency in written and spoken English essential.
Proficiency in Russian or one of the local languages in the CAC region would be
an advantage.
The
appointment will be for an initial period of two years, renewable thereafter on
an annual basis. The salary is paid in
US dollars. Benefits include housing allowance,
paid home leave travel, a pension scheme, life and health insurance package, vehicle
for business and personal use, and support for dependents’ education according
to ICARDA Policy.

More than 2.5 million people in the Philippines were severely affected by a big typhoon. Thousands badly need food, shelter and clothes. As of October 2, 2009 6 a.m., the Philippine National Disaster Coordinating Council said more than half a million families of 2.50 million individuals have been affected by Typhoon Ondoy in 11 regions, including Metro Manila and the Calabarzon area in southern Luzon. A total of 686,699 people are now staying in 726 evacuation centers. The death toll has reached 277 and 42 were still missing.
