description : The American Institutes for Research (AIR)
is a premier behavioral and social science research and development organization.
As part of the International Project Support Team, the Cost Analyst will
prepare new business cost proposals and cooperative agreement applications in
compliance with federal regulations and with AIR policies.
The
Cost Analyst will be responsible for drafting RFP/RFA summary of key proposal
requirements, developing proposal schedules, developing a budget shell for International
Development Program (IDP) staff and subcontractors and reviewing and correcting
all budgets submitted for IDP. This position
will also be responsible for preparing and coordinating all final cost proposal
data, advising staff regarding re-budgeting exercises, reviewing and approving
accruals and pipeline analyses, maintaining cost proposal-related files and providing
support and guidance to IDP staff with regards to budgets and pricing.
Job
qualifications : This position requires a Bachelor’s degree, preferably in a business-related
field; four to six years of experience in federal government cost proposal pricing;
a strong knowledge of FAR, AIDARs, CAS, TINA and USAID
pricing; and experience and training in federal compliance rules, regulations
and standards associated with federal funds and non-profit accounting (A-110,
A-122, A-133 and 22CFR226). Candidates
should also have experience pricing all types of grants, cooperative agreements
and contracts including IQC, T & M, FFP, CR and CPFF, and demonstrated ability
to develop large, complex cost proposal models.
Must have strong communication skills, be proficient with MS Office and
be able to work in a dynamic environment and manage a variety of activates.
Experience with non-profit organizations and a thorough knowledge of cost/price
analysis and indirect rate analysis a plus.

Responsibilities
include managing local community mobilization staff and NGO implementing partners
to identify and develop community based social infrastructure projects and associated
activities. The position will also assist
in developing local governance participation in community based project activities.
The position will be responsible for tracking and managing multiple complex
project activities, assisting in contracting with vendors and service providers,
and monitoring and reporting project status, and insuring compliance with USAID
development standards. The ideal candidate
is a highly organized and experienced local government and social infrastructure
professional with strong program management skills.

qualifications : Qualifications:
--Advanced
degree (minimum Masters) in urban planning, engineering, community development
or relevant field;

5 years experience as an urban planner, civil engineer, community development
specialist, public administrator or combination there of, preferably in a developing
country context;

record for successful development and implementation of community development
and/or urban planning activities including:
