Job description : Zimbabwe’s economic situation is still deteriorating, with most macro-economic fundamentals showing negative growth rate, with a negative real GDP of 5.1%, (African Development Report, 2006). Unemployment is very high with more that 80 % of the population reported as unemployed, as a result there is a shift from formal to informal employment, with the informal sector accounting for 80% of the employment and formal employment only 20%.

The country continues to experience serious foreign currency shortages, which have led to shortages of most strategic inputs such as wheat, fuel, coal, electricity and fertilizers. The mining and manufacturing sectors have also suffered from constrained inputs and low production due to the general macroeconomic instability.  The government has been trying to arrest this situation without much success through its periodic monetary and policy reviews.

In a bid to respond to the economic challenges, the government has launched the national economic development priority programme (NEDPP). The National Economic Development Priority Programme (NEDPP), which can be likened to a PRSP broadly, seeks to promote agricultural production, food security, food and cash crop exports.

More and more people resort to informal activities in order to survive and various economic survival strategies have been developed by the poor. Most of them are in the informal sector like small-scale commercialization, cross-border trading, small-scale manufacturing, small scale service provision, etc.  There is widespread recognition of the importance of Small and Micro enterprise development albeit formal or informal for employment opportunities and income generation. Various actors and players support the SME sector and there is great scope for capacity building of these players, especially with Business Development Services and Micro-Finance.

At the other hand there is a need to contribute to an enabling environment and conducive pro-poor economic development policies. Here SNV can contribute working in the area of Local Economic Development.  The two portfolio teams of SNV Zimbabwe provide capacity development services in value chain development (goat, marula nut, honey and banana) and in financial services. SNV Zimbabwe wishes to strengthen the team of Market Access advisors with a Senior Advisor

SNV Intervention and objectives.

•        Strengthening the capacities of local organisations and facilitate interactions between key players in the value chain sectors.

•        Enhancing action based learning and knowledge development on poverty in general and on specific development problems through diagnosing, benchmarking, impact assessments and innovative research together with our clients and other actors.

•        The identification and exploitation of opportunities for the improvement of incomes through productivity and employment by supporting entrepreneurial activities in SME enterprises.

•        Development and sustaining of linkages with other actors in Zimbabwe, the region and internationally and in particular engagement with private sector for PPP

•        Working with our partners and clients to enable access to high value markets through certification processes, formal agreements and other protocols

•        Development of SNV proposals and supporting our clients in the development of their own winning proposals that enable mobilization of resources for improvement of incomes, production and employment

•        Support in the development of sustainable value chains for the promotion of market access for the poor e.g. goat, marula, banana value chains.

The advisor is part of the Bulawayo portfolio team and will develop his/her work from Harare. The advisor is expected to not only support the 12 MAP advisors in the two portfolio teams in Bulawayo and Mutare but also to develop national level activities in MAP and to participate in national networks, meetings, conferences and fora.

Main Responsibilities

A. Advisory Services

1        Provides state of the art advice to key national players in the private sector for value chain development

2        Strengthen capacity of LCBs and BDS providers to SMEs,

3        Advise on the development of an appropriate  regulatory frame work and policies for SME Development

4        Provide capacity building services in order to create an enabling environment and the promotion of the Public Private investments within an LED approach.

B. Learning & Teamwork

1.       Coaching MAP colleagues in the Eastern and Western Portfolio on  effective market access interventions

2.       Facilitate learning on best practices within the MA Practice area

3.       Enhance cross portfolio cooperation and coordination in MA interventions

4.       Contribute to SNV internal learning  and knowledge network on a regional level

C. Positioning/networking/resource mobilization

1.       Active Networking with most relevant national  and international players within the fields of MA (like world bank ILO IFC WBCSD, SADC,  UNDP and relevant donors etc)

2.       Resource mobilization by formulation of proposals for financing capacity development and lobbying for its approval.

3.       Advise MT on relevant intervention strategies and clients.

D. Knowledge management / development

1.       Generates specific  knowledge products on effective Market Access interventions based on SNV’s experience and best practices

2.       Facilitate knowledge development with, and dissemination to external actors

3.       Profile SNV knowledge products on international seminars and fora

Job qualifications : Requirements: Education:

-        Required: Masters degree in Economics, Marketing, Business Administration or equivalent.

Work experience required:

-        At least 10 years of working experience of which 5 should be at a senior level, of which at least 3 years in private enterprise and business sector.

-        Advocacy and lobbying processes, development of institutional frameworks and public policies. Regional Leader for South, West and Central Asia

The International Potato Center (CIP) seeks a scientific leader committed to using agricultural science and technology for poverty alleviation to serve leader of our South, West and Central Asia Region. Qualified women and professionals from developing countries are particularly urged to apply.

The Center: CIP is a not-for-profit international agricultural research organization with a global mandate to conduct research on potatoes and sweet potatoes, sustainable management of natural resources and urban agriculture. CIP’s vision is to contribute from its areas of expertise to the fulfillment of the Millennium Development Goals (MDGs), in particular those goals that relate to poverty, hunger, child and maternal mortality, and sustainable development in rural and urban systems. CIP has its headquarters in Lima, Peru with staff and activities in locations across Africa, Asia and Latin America. CIP is a member of the Consultative Group for International Agricultural Research, a network of 15 research centers mostly located in the developing world and supported by more than 60 donor members.

The Region: From its headquarters in Lima, Peru, CIP operates a highly decentralized, output oriented research program anchored by four regions with regional offices in Africa, Asia and Latin America. The South, West and Central Asia Region encompasses the countries of South Asia extending west through Afghanistan and the eight countries of Central Asia and the Caucuses. The SWCA region is home to the world’s largest concentrations of poverty, hunger and malnourishment. Potato occupies an important role for reduction of these conditions throughout the region. Sweetpotato is also important in the South Asian countries. CIP will actively expand its program in this region during the medium term.

The position: CIP seeks an accomplished scientist as Regional Leader to head research and outreach efforts in SWCA. As leader and manager of the SWCA regional office and team, the Leader will have primary responsibility for providing scientific leadership for CIP in the region. This includes developing the goals and strategies of the region, leading resource mobilization, leading the scientific team and its partners to ensure that research outputs contribute to poverty and hunger reduction and nutrition improvement. The leader will work closely with research networks active in the region and national agricultural research programs in planning and coordinating CIP’s research. The leader will also manage the resources (human and financial resources and offices and equipment) used to support the regions research activities. He/She will be a member of CIP’s research and management team, contributing to the strategies and direction of CIP’s research, and representing the center in a variety of research, investor and partner forums. The position reports to the Deputy Director General-Research and will be based at CIPs regional office in New Delhi, India with frequent international travel.

The successful candidate will:

·        be an accomplished and innovative researcher who has strong research management experience;

·        have a PhD in natural, agricultural or social science or a related field and 10 years experience;

·        have demonstrated success in managing multi-disciplinary teams and partnerships and attracting substantial research funding.

We are looking for an individual who can articulate a vision for CIP’s activities in the region, can liaise with CIP’s other science leaders at headquarters and in other regions, who posses excellent management skills, is committed to working in a multi-partner, multi-disciplinary and multi-cultural environment and is able to communicate effectively, both orally and in writing. Considerable experience in root and tuber cropping systems in South, West and Central Asia is desirable. Fluency in English is required; ability in regional language is desirable.

Conditions: The employment contract will be for an initial three-year term with the possibility of renewal. Salary is internationally competitive and paid in US dollars. Head of Grants and Contracts Office

The International Potato Center (CIP) is seeking a dynamic and innovative professional to lead the Grants and Contracts Office. The Center: CIP is a not-for-profit international agricultural research organization with a global mandate to conduct research on genetic resources of potatoes, sweetpotatoes, and other Andean roots and tubers, crop genetic enhancement and improvement, integrated crop management and sustainable management of natural resources and urban agriculture. CIP’s vision is to contribute from its areas of expertise to the fulfillment of the Millennium Development Goals (MDGs), in particular those Goals that relate to poverty, hunger, child and maternal mortality, and sustainable development in rural and urban systems. CIP has its headquarters in Lima, Peru with staff and activities in locations across Africa, Asia and Latin America. CIP is a member of the Alliance of the CGIAR Centers, a network of 15 research centers mostly located in the developing world and supported by more than 60 donor members.

The Office: CIP has 35 years of experience producing research outputs and global public goods for dissemination worldwide. The newly created Grants and Contracts Office concentrates the previously dispersed tasks of providing the Center support in opportunity identification and fundraising, proposal preparation, and contracts management and administration. CIP currently manages approximately 150 grants and contracts, from more than fifty donors and investors, which are valued at $25M/year.

The Position: CIP seeks a successful professional to head its Grants and Contracts Office. The candidate will be capable of creating, inspiring and leading the Office team and the Centers’ efforts to win grants and contracts.  The Head of the Grants and Contracts Office will be a member of the senior management team, assisting to formulate and implement ambitious strategies for financial growth, providing support on project formulation, coordinating the submission to development investors, acting as the focal point for contract negotiation, managing investor reporting, managing CIP’s Intellectual Property register, and managing databases related to these functions.

The successful candidate will have:

·        A Masters Degree or equivalent in management, finance, or related field, coupled with significant grants management experience at a senior level in an international organization.  Experience in research organizations or consulting firms are highly desirable.

·        Familiarity with current best practices in grants and contracts management.

·        Demonstrated ability to develop a strategic plan and translate the strategy into operational and implemented plans.

·        Proactive, innovative and creative attitudes, particularly in developing policies, solving problems and making decisions.

·        Excellent written and verbal communication skills in English, including the ability to engage staff, donors and investors. Knowledge of Spanish is desirable.

Conditions:  The Leader of the Grants and Contracts Office is an international position based in Lima, Peru.
