ARD, Inc. has an immediate opening for a Staff Associate in our Governance and Institutional Development Sector at corporate headquarters in Burlington, Vermont.  This professional will assist in coordinating the firm’s democracy and governance consulting activities.  ARD’s Governance and Institutional Development Sector focuses on democracy and good governance, (legislative development, local governance, anti-corruption, rule of law, conflict mitigation and management), providing technical assistance to national, regional and local governments, civil society organizations, and communities in developing countries. This is an ideal position for a self-motivated individual with about five years of professional international experience who is interested in developing and pursuing a career in international technical assistance consulting.

Responsibilities

This is a technical staff position offering the opportunity to work with senior international development professionals, undertake international travel, build skills, and advance an international career.  Responsibilities include but are not limited to:

* Providing technical assistance either for short-term international assignments or in a home office advisory capacity

* Assisting in all aspects of proposal preparation

* Assisting with recruitment and selection of technical consultants

* Participating with firm\'s general marketing activities and new business development

Job qualifications : Essential Qualifications

* Graduate degree in political science, public administration, law or a related field;

* Preferred areas of expertise include political/institutional analysis, local governance/municipal management, public finance, legislative development, rule of law, civil society, security sector reform, and conflict mitigation/management/ resolution;

* Prior experience in technical assistance programming to promote democratic governance in developing and transitioning countries;

* Strong knowledge of international donor projects and/or USAID funded projects highly desired.

* Excellent writing skills are essential.

* Energetic and enthusiastic collaborative team player.

* Must be an energetic and driven self-starter.

* Must have strong cross-cultural relations and inter-personal communication skills.

* Speaking and reading proficiency in at least one foreign language is required.

* High level proficiency in MS Office applications.

* High level multi-tasking capabilities.

* Must be comfortable working in a fast paced and sometimes intense work environment.

* Availability for 30-40% international travel;

* U.S. citizenship or a valid U.S. work permit is an absolute requirement.

The Assistant Director for the Human Rights the will assist the Program Director with developing the strategy and management of Human Rights programs and projects, including budget development, fundraising, and public relations. The Assistant Director will represent the program in various forums, including both Carter Center institutional functions and with external clients as needed. He/She may conduct applied research, publish articles, manage program publications, expert meetings, and other projects.

 

Job qualifications : The successful candidate will have an advanced degree in law, international affairs, or public policy and five years of program related experience in international human rights, and familiarity with NGOs and project-based fundraising. Candidates must also be able to demonstrate strong leadership abilities and management experience; diplomacy, tact, and discretion; the ability to work as part of a team; and excellent written and oral communication skills in English. Language proficiency in French or Arabic is also preferred. Experience developing and implementing international programs in the justice sector, familiarity with the United Nations system, including the Office of the High Commissioner for Human Rights, and extensive regional expertise in Africa and/or the Middle East is also desired.

The Program Associate for the Americas program will conduct research on, designs, implements, and coordinate Americas Program activities, including Inter-American Relations projects and in support of the Council of Presidents and Prime Ministers, and the Friends of the Inter-American Democratic Charter.  This position works with relevant consultants and external experts to achieve project goals, as well as, works with Project Manager to develop budgets and proposals, and to manage grants and project materials and information. He/She will assist in coordination of meetings, travel and conferences for assigned projects and serve as intern supervisor and may supervise graduate assistants.

Job qualifications : A high level of oral and written Spanish is required and the successful candidate will have a Master\'s degree in political science, economics, Latin American studies, or international affairs or development, or law degree, and two years of related work experience as well as extensive knowledge of Latin America and project management experience with an NGO, international agency or government agency.

Senior Community Development Specialist, Afghanistan +b

Job description : SENIOR COMMUNITY DEVELOPMENT SPECIALIST, AFGHANISTAN

ARD, Inc. is accepting expressions of interest from highly qualified potential candidates for the position of Senior Community Development Specialist for a USAID-funded project in Afghanistan. This project is aimed at improving the capacity of provincial and district-level governments to deliver services to Afghan citizens in rural areas, and to encourage Afghan communities to begin taking charge of their own development needs in partnership with legitimate local authorities. This position will require residence in Kabul for at least 2 years, this opening is immediate.

Responsibilities include managing local community mobilization staff and NGO implementing partners to identify and develop community based social infrastructure projects and associated activities.  The position will also assist in developing local governance participation in community based project activities.   The position will be responsible for tracking and managing multiple complex project activities, assisting in contracting with vendors and service providers, and monitoring and reporting project status, and insuring compliance with USAID development standards.  The ideal candidate is a highly organized and experienced local government and social infrastructure professional with strong program management skills. 

Job qualifications : Qualifications:

--Advanced degree (minimum Masters) in urban planning, engineering, community development or relevant field;

--Minimum 5 years experience as an urban planner, civil engineer, community development specialist, public administrator or combination there of, preferably in a developing country context;

--Track record for successful development and implementation of community development and/or urban planning activities including:

- program design

- program management and direction

- local community outreach and government relations

- infrastructure development, particularly project management

-community participation activities, incorporating illiterate populations a plus

--USAID program management experience is required

--Knowledge of USAID environmental and construction standards and procedures and experience in construction contracts management with USAID preferred

--Demonstrated ability to identify, mobilize, and supervise qualified local consultants, suppliers and contractors, and resource organizations

--Additional experience in governance, public administration, constituent services or conflict mitigation is preferred

--Experience in Infrastructure development and management preferred

--Advanced degree (minimum Masters) in political science, conflict studies, or a related field;

--Experience in the design and implementation of training programs for Parliament, local government officials, and/or civil society.  

--Demonstrated ability to identify, mobilize, and supervise qualified local consultants and resource organizations to achieve results for donor-funded programs.

--Previous experience working in Uganda preferred

Job description : CHIEF OF PARTY - STRENGTHENING DEMOCRATIC LINKAGES IN UGANDA

ARD, Inc. (http://www.ardinc.com) is accepting expressions of interest from highly qualified potential candidates for a Chief of Party for a USAID-funded Strengthening Democratic Linkages project in Uganda. The successful candidates will lead a multi-disciplinary team of technical and administrative professionals based in Kampala, Uganda.  The activities envisioned under this project are designed to strengthen linkages within, and among the Ugandan Parliament, selected local governments and civil society groups. This will be a 3.5 year project with an anticipated start date of late summer, 2007. 

Job qualifications : Requirements for the Chief of Party Include:

--Prior experience managing USAID or other international donor funded projects as Project Director, Chief of Party or Team Leader;

--A track record of highly successful representation and cooperation with host country governments and USAID/donor missions, with superior diplomatic and external relationships skills;

--Extensive experience in managing the mobilization and oversight of complex, multi-faceted projects

-- Previous experience directing projects that worked to improve democratic governance and/or fight corruption

--Previous experience working in resource-poor countries with histories of government corruption.

----Previous experience in legislative strengthening, governance-related and/or civil society programs preferred.

--Proven ability to lead and motivate multi-disciplinary teams under complex conditions providing personnel management as well as technical guidance to the overall project;

--Demonstrated ability to think strategically and transmit vision to partners and colleagues;

--Proven track record in identifying, mobilizing, and guiding qualified local experts, resource persons and partner organizations in order to extend the scope and reach of the project activities.  

--Proven ability to provide deliverables on time and within budget;

--Previous experience in Uganda or region preferred;

--Experience working within the African context;

--Advanced degree (minimum Masters) in relevant field and 15 years of overseas experience;

--English fluency;
