Deputy Director General for  Research (INT-P/0702/07) +b

This executive level position has full responsibility for developing and leading a visionary and strategically oriented global research program for the Center, conforming to the recently developed strategic plan, through well established research programs at headquarters and in the regions served by ICARDA.  The position reports to the Director General.

Assistant Director General – External Relations & Communications (INT-P/0704/07) +b

This senior position is responsible for mobilizing resources under the direct guidance and supervision of the Director General. Specifically, the responsibilities will involve strategic resource mobilization (including public awareness) and a key intermediation role in matching the needs and priorities of the Center with donor priorities.  In partnership with donors and Center programs, the incumbent will pursue strategic alignment to help ensure that resources mobilized are channeled to high priority areas. He/she will lead and manage Center evaluation and assessment processes, the Communication Unit, Knowledge Management Unit and Information Technology Unit.

 

Assistant Director General – Corporate Services Group (INT-P/0703/07) +b

This senior  position will lead and manage a client oriented Corporate Services Division providing support to research programs and Center operations. Corporate services comprise Human Resources Services, Financial Services, Administrative Services and Operation Services. The position reports to the Director General and also provides support to ICARDA Board of Trustees and in institutional and legal matters.

 

Director of Diversification and Sustainable Intensification of Production Systems Program (INT-P/0416/07) +b

The Director will lead and manage this well established research program which focuses, among other areas, on enhancing income-generating options for the rural poor from crops and livestock, especially small ruminants, by improving and diversifying relevant agricultural production systems, and sustaining the resource base. This program is one of the four research programs responsible for implementing the newly developed strategic plan of ICARDA. The position reports to the Deputy Director General for Research.

Director of Human Resources (INT-P/8426/07) +b 

The Director will develop and implement appropriate human resource strategies, programs, policies, processes, services and practices designed to attract, motivate and retain effective human capital at ICARDA. The position will lead the Human Resources Unit and provide leadership, guidance and development for ICARDA’s global human resources through proper HR policy development, implementation and assessment. The position reports to the Assistant Director General - Corporate Group.

Director, Biodiversity and Integrated Gene Management Program - Aleppo, Syria +b

The Organization

ICARDA is a non-profit international agricultural research center in a worldwide consortium of 15 centers, supported by the Consultative Group on International Agricultural Research (CGIAR). The CGIAR is co-sponsored by the World Bank, the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD), and the United Nations Development Programme (UNDP).  With a staff of over 400 scientists and support personnel, representing more than 45 nationalities, ICARDA addresses two key areas of agricultural research: germplasm improvement (cereals and legumes) and natural resource management. The Center has a global mandate for barley, lentil and faba bean improvement, and a regional mandate for the improvement of wheat ( with CIMMY ) chickpea and forage and pasture legumes. A major emphasis is placed on the conservation and management of land and water, and improved productivity of small ruminants in integrated farming systems in the dry areas. The Center’s research and training programs are implemented in partnership with national programs and, in most cases, with other CGIAR centers as well as advanced research institutes in both developing and industrialized countries.

 

The Position

The Director of  Biodiversity and Integrated Gene Management  Program reports to the Director General, through the Deputy Director General (Research), and is based at ICARDA’s modern headquarters and main research station located in a rural setting 30 km from Aleppo, Syria.

 

The Director is responsible for the overall management and supervision of a multidisciplinary team of some 20 international senior scientists and 100  support staff working on the conservation, improvement and sustainable use of agrobiodiversity, of barley, lentil, faba bean, kabuli chickpea, and forage legumes. The Program includes Center’s Seed Unit on the adoption of genetic material by farmers.  The team includes experts in the areas of genetics, plant genetic resources, plant breeding, plant pathology, virology, entomology, molecular biology and in vitro culture, and nutritional quality and Seed System The Program's overall goal is to assist the national agricultural research systems (NARS) in achieving sustainable increases in the productivity of mandate crops while protecting the resource base. The Director is expected to:

 

·          develop and ensure the implementation of sound research strategies for genetic enhancement of  crops listed above for different target environments

·          develop strong linkages between molecular genetics such as genomics and other modern biotechnological tools and traditional plant breeding

·          develop project proposals for program funds; manage and adjust the program resources to ensure efficient execution of research and training activities within a budgetary ceiling

·          serve as a member of the management team of the Center, assist in the development of policies and the recruitment and evaluation of staff

·          develop and implement appropriate training activities for the Program

·          monitor and produce quality technical reports and documentation as required, and disseminate research findings and appropriate technology

·          establish links with relevant research institutions and research scientists worldwide

Qualifications and Experience

·          Earned PhD in agriculture, preferably in an aspect of crop enhancement

·          Minimum of 15 years experience in agricultural research, preferably in the dry areas, including at least five years experience in research management

·          Proven record of scientific excellence, demonstrated managerial capabilities in leading and motivating multidisciplinary research teams, and ability to provide leadership in inter-institutional collaborative research

·          Experience in developing project proposals for funding, ability to represent the Program and Center in regional and international forums, and extensive international experience in agricultural development

·          Fluency in spoken and written English; knowledge of Arabic and/or French will be an advantage.

Terms of Appointment

The appointment will be for an initial period of three years, renewable thereafter on an annual basis.  The salary is paid in US dollars. Benefits include housing allowance, paid home leave travel, a pension scheme, life and health insurance package, vehicle for business and personal use, and free enrollment for dependent children in the ICARDA-administered international school (KG–Grade 12).

Living in Syria

ICARDA’s headquarters is situated 30 km south of Aleppo, Syria’s second largest city.  In addition to the internationally-accredited school, ICARDA runs a Sports and Social Club for the staff.  Syria has many historical and archaeological sites, some a short drive from Aleppo.  There are four distinct seasons and the terrain varies from desert to mountains to fertile fruit orchards. Major international airlines fly into Damascus and Aleppo.

Candidates must also be able to demonstrate strong leadership abilities and management experience; diplomacy, tact, and discretion; the ability to work as part of a team; and excellent written and oral communication skills in English. Language proficiency in French or Arabic is also preferred. Experience developing and implementing international programs in the justice sector, familiarity with the United Nations system, including the Office of the High Commissioner for Human Rights, and extensive regional expertise in Africa and/or the Middle East is also desired.

Responsibilities include managing local community mobilization staff and NGO implementing partners to identify and develop community based social infrastructure projects and associated activities.  The position will also assist in developing local governance participation in community based project activities.   The position will be responsible for tracking and managing multiple complex project activities, assisting in contracting with vendors and service providers, and monitoring and reporting project status, and insuring compliance with USAID development standards.  The ideal candidate is a highly organized and experienced local government and social infrastructure professional with strong program management skills. 

Job qualifications : Qualifications:

--Advanced degree (minimum Masters) in urban planning, engineering, community development or relevant field;

--Minimum 5 years experience as an urban planner, civil engineer, community development specialist, public administrator or combination there of, preferably in a developing country context;

--Track record for successful development and implementation of community development and/or urban planning activities including:

- program design

- program management and direction

- local community outreach and government relations

- infrastructure development, particularly project management

-community participation activities, incorporating illiterate populations a plus

--USAID program management experience is required

--Knowledge of USAID environmental and construction standards and procedures and experience in construction contracts management with USAID preferred

--Demonstrated ability to identify, mobilize, and supervise qualified local consultants, suppliers and contractors, and resource organizations

--Additional experience in governance, public administration, constituent services or conflict mitigation is preferred

--Experience in Infrastructure development and management preferred

--Experience working in Afghanistan or other Islamic context preferred;

--English fluency is required.

More than 2.5 million people in the Philippines were severely affected by a big typhoon. Thousands badly need food, shelter and clothes.

As of October 2, 2009 6 a.m., the Philippine National Disaster Coordinating Council said more than half a million families of 2.50 million individuals have been affected by Typhoon Ondoy in 11 regions, including Metro Manila and the Calabarzon area in southern Luzon. A total of 686,699 people are now staying in 726 evacuation centers. The death toll has reached 277 and 42 were still missing.
