Job description : Context

Within its general objective to contribute to poverty alleviation through capacity enhancement of local organisations, SNV is in the process to focus its activities more on the improvement of basic service delivery within the framework of the Millennium Development Goals and national development priorities. One of the specific MDGs SNV has chosen is MDG 2: Universal Primary Education. During the coming years SNV Zimbabwe will position itself stronger in the Education sector, focusing on solving bottlenecks related to governance and organizational capacities at the local level. For that purpose, SNV is searching for a Senior Education Advisor. The senior advisor will operate at three levels (portfolio team, national and inter-national) in the organisation and will be based in Harare, while the balance between these levels and the related activities might change during the contract period.

Objective of the function

To increase the capacity of SNV in East and Southern Africa and Zimbabwe in particular, to position SNV appropriately as a supplier of technical and organizational advice, contributing to the strengthening the capacities of local actors in the education sector

Main Responsibilities

1.       To lead a small team of SNV advisors to periodically conduct country assessment exercise and to advice the management of SNV Zimbabwe regarding its strategic positioning with regard to the education sector and to actively identify partners and clients for SNV Zimbabwe.

2.       To assist similar teams in other SNV countries in East and Southern Africa with guidance and advice and be member of the regional coordination team.

3.       To collaborate with international partners (UNICEF) and to provide advice to clients of SNV active in the Education Sector (Entities of the Central Government, Local Governments, Municipal and Private Companies and other actors of the Civil Society) mainly at national level and in a small degree at local level with the objective to enhance their service delivery capacity individually and collectively.

4.       To support other SNV advisors in the development of competences and skills in order to provide the above mentioned services to clients and partners in an effective and efficient way.

5.       To lead in knowledge management and knowledge development in SNV Zimbabwe and East and Southern Africa regarding methodologies and good practices.

6.       To participate actively in existing education networks in Zimbabwe and at international levels. To keep frequent and wide contacts with local organizations connected to the education sector, and keep management informed about relevant developments and opportunities. 

7.       to establish and consolidate strong partnership relations with other organizations that actively support the education sector in Zimbabwe, especially UNICEF

8.       to develop programs in the education sector that have links with community development, especially in the fields of HIV/AIDS, orphans and vulnerable children, food security, livelihood improvement and support to small and medium enterprise

9.       To identify and pursue the opportunities for external funding of SNV’s technical and organizational advisory services related to the education sector.

10.     To conduct, when required, various project management and administrative tasks for projects related to education.

Job qualifications : Requirements:

Education: Masters degree in Education Management or other specializations in the education field; academic level of working and thinking in themes related SNV.

Specific knowledge for the position:

-        Experience in and knowledge of link between education and community development issues, including HIV/AIDS, OVCs, food security at household level, SME support, livelihood improvement

-        Recognized results in the management and development of knowledge. 

-        Recognized contribution to education development at local levels in developing countries.

-        Possess a demonstrable high level of competence in training and advisory methods. 

-        A strong flare for problem and evidence-based approaches to capacity development.

-        Familiar with technical aspects of teaching and learning in order to meaningfully contribute to education quality improvement in function of community development.

-        Recognized experience in the management of changes, Institutional Development and Organizational Strengthening (IDOS).

-        The candidate has to be able to facilitate the organizational and institutional processes of change in clients and in SNV

Experience: 8-10 years minimum in education management, including at least 5 years as advisor or consultant in education, 3 years at least, in a higher position. 

Skills:

-        Capacity to facilitate root cause analysis and evidence-based educational interventions.

-        Strategic relationship building and management at all levels.

-        Experience in the services management, financial plans analysis.

-        Experience with education management services, including financial management and cost recovery mechanisms.

-        General knowledge of appropriate technologies and collaborative methodologies in the education discipline.

-        Ability to facilitate the processes of change applying the implements of the IDOS.

-        Capacity to negotiate with donors as well as to work in networks with alliances.

-        Capacity for work in a team, an experience in payment of education services.

PRACTICALS

From Monday to Wednesday the lecture series will be organized every week. On Thursday and Friday the participants will visit the sites, villages, jungle or towns for observing, studying and practicing on relevant topic. On Saturday each participant will independently visit villages to study on the given topic and thus complete the assignment, or some filed visit may be completed on weekend. Each participant will stay as paying guest with a family in a village and in the end produce socio-economic, politico-cultural or development profile of the village. Participants will have to accommodate (for learning purpose) in the local living, food and transport conditions, which are typically mountainous and rural but one of the most beautiful and adventurous.

ACCOMMODATION & FOOD

The participants will stay in villages near Banjar town as paying guest of identified families. Grassroots Institute has already identified such families who will host the participants. One participant or two will stay in a village. The accommodation to be provided to the participant will be separate room in family house. Toilet bath will be separate. Host family will take care of cleaning, washing and maintaining the room.

Traditional and delicious food will be served by the host family in breakfast and dinner from Monday to Saturday. On Sundays the host family will provide lunch also apart from breakfast and dinner. For lunch between Monday and Saturday, the Institute will take care of through the supply of a caterer. Special dietary requirements of a person will cost extra if ordered.

Participants can wash their wearing clothes themselves or can get help of a laundry in town of Banjar.

TRANSPORT

On arrival of Delhi’s Indira Gandhi International Airport, Palam Domestic Airport or any of 3 main railway stations of Delhi, a chartered van will pick up the participant in case he/she intimates in advance. The participant will be brought to a Hotel on 1st or 2nd June 2007. In the evening of 2nd June 2007 a 30 seater AC bus will carry all the participants who assemble at Delhi. This bus journey would be overnight journey to Banjar (Kullu) in Himachal Pradesh. The same bus will carry the participants back to Delhi on completion of month-long training program. Thereafter, the participants will be free to go back home or to travel India as per their own plans.

While undergoing the course and staying in villages, each participant will get up early in morning and catch the local bus on specified time to reach Banjar town. Similarly, in the evening the participant will catch the specified bus and reach the village. Host villages are in 10-15 kms radius from Banjar. Traveling by a local bus will offer exclusive experiences and one can make many friends in the buses. If going on field visit, all participants will travel together in the local bus.

ABOUT THE AREA

Banjar is located about 21 km inside the highway from Delhi to Kullu/ Manali. Before 24 km of Kullu city, there is eastward diversion from highway. This town is located in the heart of Seraj Valley, one of the most beautiful mountains in Western Himalayas. The area is in 20 km radius of Banjar expanded into 4-5 sub-valleys. Tirthan is the main river that is famous for trout fish. World famous Great Himalayan National Park (GHNP) is in the vicinity; rather some of the field (villages) in which Grassroots India works exists in national park boundary. On one side of Banjar are alpine meadows with 2-3 freshwater lakes (high altitude lakes). Traditional communities have intricate linkages with the nature, and nurture the ecosystems especially agro-ecosystems. People practice natural religion; they have extremely rich culture. Violence is just zero in the area, rather it is most peaceful in the country. People are caring, friendly, humble and hospitable.

CERTIFICATE

On completion of the training course, the participant will be given a certificate.

LANGUAGE

Language of instructions will be English. However, if some guest faculty speaks Hindi, a translation back up will be provided. The local communities usually speak local Kullavi language or Hindi or Punjabi. Some youths speak English too. At the time of field visit, several translator or interpreters will accompany. In the village of accommodation, someone in host family would communicate in English. Those facing much difficulty may be given assistance of a guide speaking English. Participants can also learn bit Hindi just to somehow manage the situations.

GUIDANCE & HELP

Grassroots Institute will depute some guide and facilitators who will keep on assisting/helping the participants in their training related problems or in personal problems.

RESOURCE PERSONS

For the training course 2 resource persons will work full time. At least 2 sessions/field facilitators work full time. Additionally, about 5 guides/helpers will take care of associated queries, help, assistance, etc. For each of the topic in syllabus of training, 1-2 Guest Faculties will be invited on respective days. Most of the resource persons engaged will have rich field experiences in order to give more and more field/practice inputs.

ELIGIBILITY

Applicant for the training should have completed or studying the UNDERGRADUATE or GRADUATE/ POST-GRADUATE in any discipline. Those having work experience also can apply.

AVAILABILITY OF SEATS

The training course has 30 seats only. Half of the seats are reserved for female candidates.

SELECTION PROCESS

Selection process will be done on the basis of priority dates of application. Those applying in 1st Priority Deadline will be given priority in selection and be offered of places. If seats are vacant, the applicants applying after 1st Priority Deadline will be given offers. At the last, if any seat remains vacant, the person applying after 2nd Priority Deadline will be given offer. Some of the applicants will, however, be kept on waitlist.

FEES & EXPENSES

a) Training Course Fee: 400 EURO (for non-South Asian applicants) or Rs. 20,000 (for South Asians). Fee will paid by the participant after receiving the Offer of Admission, but on or before 25 May 2007. This could be transacted into our online bank account or be sent through payroll.

b) Accommodation, Transport & Food Expenses: 200 EURO (for non-South Asian applicants) or Rs. 10,000 (for South Asians). Expenses of accommodation and food will be paid in 2 installments; first installment will be deposited in cash on the date of joining of the course. Transport expenses will be paid directly by the participant. A break up of the expenses will be provided to participants along with the Offer of Admission.

c) International/National Travel (till Delhi): It varies with place of start of journey. The participants will incur all costs directly.

d) Optional Excursion Tour of 4 Days (1-4 July 2007): 100 EURO (for non-South Asian applicants) or Rs. 5,000 (for South Asians). This amount will collected from interested participants on 20 June 2007. On completion of the course on 30 June, an excursion tour will be organized. It will begin from Banjar and traverse through Shojja, Jalori pass, Annie, Rampur-Sarahan, Bislev Pass and would end in Batahd. Journey will be covered by bus, but include trekking into alpines with virgin jungles, hills, lake, snow and wilderness. This tour will be incredible and ever memorable for each and everyone.

e) Incidental Expenses including Cost of Medicines: Nothing is fixed. It depends on person to person. With the Offer of Admission it will be advised to bring medicines for some of common diseases in India and the area. Banjar has fairly good health facilities, but not comparable to cities of India.

f) Visa Cost: The foreign participants will have to arrange for the visa to enter India. Generally a tourist visa is applicable for joining training. All costs will be borne by the participants only.

SCHOLARSHIP

Since we have not yet developed strong linkages with donors for this particular training course, we are not able to offer any scholarship this time. Yet we can produce Offer of Admission well before the start date if someone is interested to apply for scholarship to sponsoring agencies.

Necessary Knowledge for a Democratic Public Sphere Program

The Social Science Research Council (SSRC) seeks a Program Officer for the Necessary Knowledge for a Democratic Public Sphere program and related work within the Public Spheres program area.  This program fosters collaboration between academic and advocacy communities on media and communications issues, ranging from media policy to media reform and media justice.  It operates both domestically and internationally. This position will work directly with the Program Director and Program Assistant, as well as with partners engaged in other aspects of the work, such as activist outreach and grant monitoring.  The Program Officer will be responsible for much of the day-to-day work of the program, including administration of a two-tiered grants competition for research-advocacy collaboration.  This work is supplemented by efforts to facilitate and coordinate collaboration in the field, ranging from managing working groups, to organizing conferences and information brokering via online tools.  The latter responsibilities vary widely, and are developed in dialogue with research and advocacy partners.

Public representation and evaluation of the program is an important part of the Program Officer role.  This is a program that needs to speak in distinctive ways to academic, NGO and funder constituencies.   Experience across these lines is highly desirable.  This position will also play an important part in project development at the SSRC, with responsibilities for project design, outreach and fundraising.

The Program Associate for the Americas program will conduct research on, designs, implements, and coordinate Americas Program activities, including Inter-American Relations projects and in support of the Council of Presidents and Prime Ministers, and the Friends of the Inter-American Democratic Charter.  This position works with relevant consultants and external experts to achieve project goals, as well as, works with Project Manager to develop budgets and proposals, and to manage grants and project materials and information. He/She will assist in coordination of meetings, travel and conferences for assigned projects and serve as intern supervisor and may supervise graduate assistants.

Job qualifications : A high level of oral and written Spanish is required and the successful candidate will have a Master\'s degree in political science, economics, Latin American studies, or international affairs or development, or law degree, and two years of related work experience as well as extensive knowledge of Latin America and project management experience with an NGO, international agency or government agency.

Job description : SENIOR COMMUNITY DEVELOPMENT SPECIALIST, AFGHANISTAN

ARD, Inc. is accepting expressions of interest from highly qualified potential candidates for the position of Senior Community Development Specialist for a USAID-funded project in Afghanistan. This project is aimed at improving the capacity of provincial and district-level governments to deliver services to Afghan citizens in rural areas, and to encourage Afghan communities to begin taking charge of their own development needs in partnership with legitimate local authorities. This position will require residence in Kabul for at least 2 years, this opening is immediate.

Responsibilities include managing local community mobilization staff and NGO implementing partners to identify and develop community based social infrastructure projects and associated activities.  The position will also assist in developing local governance participation in community based project activities.   The position will be responsible for tracking and managing multiple complex project activities, assisting in contracting with vendors and service providers, and monitoring and reporting project status, and insuring compliance with USAID development standards.  The ideal candidate is a highly organized and experienced local government and social infrastructure professional with strong program management skills. 

Job qualifications : Qualifications:

--Advanced degree (minimum Masters) in urban planning, engineering, community development or relevant field;

--Minimum 5 years experience as an urban planner, civil engineer, community development specialist, public administrator or combination there of, preferably in a developing country context;

--Track record for successful development and implementation of community development and/or urban planning activities including:

- program design

- program management and direction

- local community outreach and government relations

- infrastructure development, particularly project management

-community participation activities, incorporating illiterate populations a plus

--USAID program management experience is required

--Knowledge of USAID environmental and construction standards and procedures and experience in construction contracts management with USAID preferred

--Demonstrated ability to identify, mobilize, and supervise qualified local consultants, suppliers and contractors, and resource organizations

--Additional experience in governance, public administration, constituent services or conflict mitigation is preferred

--Experience in Infrastructure development and management preferred

--Experience working in Afghanistan or other Islamic context preferred;

--English fluency is required.
