The Global Rights Afghanistan Office focuses on:

        Promoting human rights by building the human rights and legal skills of future lawyers, by incorporating human rights training at Afghanistan’s law schools and by providing legal fellowships at under-resourced NGOs and government agencies that protect human rights;

        Promoting and protecting women’s rights, by working with local women’s organizations on strategies to address violence against women in the family and the community; and

        Improving access to justice for women, by building the capacity of local women’s organizations to deliver legal and paralegal services to the most marginalized women.

Job Description: The Country Director is the chief representative of Global Rights in Afghanistan, responsible for leading the organization’s work, developing its vision, and overseeing the pursuit of Global Rights’ mission.  S/he is responsible for the supervision of all local staff, including the management of executive, program, communications, fundraising, financial, and administrative functions.  S/he will also lead the active collaboration of the Afghanistan office with other Global Rights’ offices elsewhere in the world.  The Country Director reports to the Director of Programs, based at the international headquarters, and communicates regularly with all other department directors of the organization and the Executive Director.

Key duties will include:

    Representing Global Rights in Afghanistan within the NGO community, civil society networks, academia, donors, international organizations, government institutions and other program stakeholders.

    Developing strong links with local civil society groups, key human rights actors and institutions.

    Managing the office, supervising staff and ensuring the achievement of professional standards.

    Leading the development of activity plans, budgets and concept papers, and their implementation, in collaboration with other staff.

    Ensuring program impact and effectiveness, and preparing related reports.

    Overseeing the office financial systems and reporting.

    Ensuring that operations conform to all applicable laws and regulations.

Job qualifications : Desired qualifications include:

        An advanced degree (human rights, law, political science, international relations or another relevant field).

        A minimum of five years of experience in the human rights or development field.

        A minimum of five years experience in project and/or organizational management and leadership.  (Ten years experience preferred.).

        Fluency in written and spoken English; knowledge of Dari and/or Pashtu would be an asset.

        Strong abilities in project conceptualization, project design and planning, and report writing.

        Proven abilities in staff supervision and oversight of logistics.

        Abilities in representing an organization before partner groups, government officials, and donors.

        Abilities and sound judgment in security management.

SNV works with a diverse range of public, private and non-governmental actors. Our in-country presence allows us in addition to supporting individual clients, to contribute to - via multi stakeholder processes - system and societal changes. Together with our (international) partners, we constitute a unique world-wide local capacity development network. We strive for impact in two particular areas \"Income, Employment and Production\" and \"Access to Basic Services\". SNV is financially supported by the Ministry of Foreign Affairs in the Netherland and has additional funding from international donors.

SNV is present in more than 30 countries in Africa, Asia, Latin America and the Balkans and employs 1500 national and international staff. The West and Central Africa program is within SNV one of the bigger regional programs. The program covers Burkina, Mali, Niger, Ghana, Guinea Bissau, Benin, Cameroon and the DRC. Angola is part of the regional program as well, but activities there will be phased out. At the end of 2006 the region employed 465 staff. SNV has a vast network in the region and more than 1000 organizations receive advisory services.

As a Regional Director you will lead and strengthen our regional advisory practices, effectively addressing cross-border opportunities and creating operational synergy. You will be working with teams of directors, senior experts and highly qualified support personnel with a great degree of delegated responsibility. As a regional director you have the overall leadership and you are able to steer at the strategic level. You will be shaping and implementing the biannual strategic plan for the region and running your own biannual budget for the region. You represent SNV in the region and you maintain contacts with a variety of stakeholders (like national governments, donors, bilateral agencies, private foundations and companies).

You report directly to the executive board of SNV in The Hague. As Regional Director you are also member of SNV\'s Extended Board (EB). The EB is closely involved in determining SNV\'s worldwide strategy. You keep close contact with the RD for East and Southern Africa in order to increase synergy across the continent and boost SNV\'s presence in Africa.

Main Responsibilities

-        Develops and implements a clear strategic policy within the region geared to the core business of SNV, ensures that SNV is cooperating and coordinating with relevant partners, clients, donors and other external parties. Integrates corporate strategy and regional context and anticipates social, political and governmental international developments in the region.

-        Initiates and ensures an efficient support system in the Region (Finance, Human Resources and ICT). Strengthens regional planning and monitors processes and the realization of the policy targets in the region;

-        Develops, positions, establishes and manages SNV\'s core business around the practice areas in a highly effective and efficient result oriented manner within the region (clear practice areas, clear results and proper volume);

-        Participates in 3-4 EB meetings per year and takes on corporate roles as and when required; 

-        Advises Board of Directors, proposes possible solutions regarding the (inter) national capacity building and organizational process. Contributes and advises on the development of the overall SNV strategy and policy development;

-        (Re)presents SNV: Develops a clear regional positioning and external profile of SNV within the region. Makes deals with interesting stakeholders in terms of strategic alliances. Is responsible for broking and searches for additional funds for the practice of SNV. Active participation in and promotion of collaboration within region;

-        Creates a culture of outward-looking, client and result orientation. Sets an example of entrepreneurship, creativity and innovation. Creates a culture of exchange and learning. Creates conditions by which the staff in the organization contribute optimally to achieving the SNV aims;

-        Creates the emergence forms of leadership (roles, tasks, responsibilities) consistent with the practice areas. Directs managers in the region;

Experience and skills

Provides legal consultation and advisory work on complex legal matters and projects for the Mesoamerica & Caribbean Region of The Nature Conservancy, primarily focusing on the Central America Operating Unit.  Reviews organizational documents and prepares and examines contracts which may involve government grants, leases, licenses, purchases, sales, insurance, easements, etc.  Ensures that transactions are legally sound and consistent with the Conservancy’s mission, authority, policy, and procedure and that conservation project information and documentation is reported and filed accurately.  Negotiates complex real estate and other transactions or has primary responsibility for particular substantive legal areas.  Manages outside legal counsel to ensure that transactions are in full compliance with local laws. Provides training to staff in local offices and to outside partners on specific areas as needed (i.e. real estate, contracts, policies and procedures, etc.). May provide guidance to less experienced attorneys.  Position will be initially located in Arlington, Virginia  and later moved into one of the countries comprising the Central America Operating Unit.

Job qualifications : BASIC QUALIFICATIONS:

Juris Doctorate or equivalent and a license to practice law in at least one jurisdiction in the region.

• 5 years related legal experience or at least 3 years related legal experience coupled with assumption of significant responsibilities for Central America or subject matter expertise.

• Experience negotiating complex transactions or experience in particular substantive legal area(s) of primary responsibility.

• Experience preparing and examining contracts which may involve government grants, leases, licenses, purchases, sales, insurance, easements, etc. or specialized experience in a particular area of law.
