Tatweer is working with the Iraqi Ministry of Planning and Development Cooperation (MoPDC) on developing the capacity of the Central Organization for Standardization and Quality Control (COSQC). This organization is responsible for setting standards for all economic sectors, testing procedures and quality control/ assurance certification program.

The Quality Assurance (QA) Advisor for the TATWEER project’s in Baghdad will serve as an advisor to COSQC and should be able to lead a team to develop its capacity to the international standard. The Advisor will be instrumental in increasing the confidence in the functions of COSQC that it will start joining international networks and associations around the world.

The QA Advisor is responsible for providing technical assistance to the COSQC in the following areas:

        Work as team leader for a number of Iraqi specialists to increase the administrative capacity of COSQC over a period two years.

        Carry out an assessment of the current situation oft COSQC to develop a new vision, mission and objectives of the organization.

        Design a new organization structure of COSQC that reflects the new vision.

        Reform COSQC administrative systems to reflect the adopting of new standards in the following areas:

o        Fundamental standards which concern terminology, metrology, conventions, signs and symbols, etc.;

o        Test methods and analysis standards;

o        Product and service activity standards and performance thresholds to be reached (fitness for use, interface and interchangeability, health, safety, environmental protection, standard contracts, documentation accompanying products or services, etc.);

o        Organization standards which deal with the description of the functions of the company and with their relationships, as well as with the modeling of the activities (quality management and assurance, maintenance, value analysis, logistics, quality management, project or systems management, production management, etc.);

        Increase the capacity of COSQC to carry out conformity assessments including testing, inspection, ISO 9001 and ISO 14001 certification, assurance of conformity, accreditation and mutual recognition agreements.

        Increase the capacity of COSQC to carry out metrology services such as standards measures and calibration.

        Develop a system and train COSQC on the use of Electronic Data Interchange (EDI) for standards.

        Increase the active participation of COSQC in the International Electrotechnical Commission (IEC) and International Organizations for Standardization (ISO).

Desired  Qualifications:

        Degree in engineer preferably in quality control/assurance;

        Demonstrated experience to manage a team;

        Experience in leading organizations in the reform and development process;

        Experience in the administration of a national standards institute preferably as a manager of such organization or a department in such an organization;

        Expert in quality assurance standards and tools;

        Expert in the life cycle of establishing a national standard;

        Working knowledge of the international standards published by the International Organization for Standardization (ISO), IEC, International Electrotechnical Commission, ITU, International Telecommunications Union, Other International standardizing bodies, CEN, European Committee for Standardization, CENELEC, European Committee for Electrotechnical Standardization, ETSI, European Telecommunications Standards Institute, COPANT, Pan American Standards Commission, MERCOSUR, the Common Market of the South and   The World Trade Organization (WTO)

Reproductive Health Communications Consultant, Timor-Leste +b

Work with HAI and Ministry of Health (MoH) staff to: review and refine existing communications strategy for the child spacing program; develop training and oversee community-level use of an existing film on child spacing; and develop a radio drama series and other BCC materials that focus on benefits of child spacing in Timor-Leste.  

Scope of Work: 

1) Assess and provide recommendations for HAI’s child spacing program’s existing communications strategies.

2) Work with MoH and HAI staff to develop tools to accompany and assist in the utilization of the child spacing film:

discussion guides (to be used by MoH health staff, other NGOs and partners) that are relevant to different audiences within the community that will view the film i.e. community leaders, groups of women, groups of men, secondary school students etc.

short training modules that use excerpts from the film to communicate key messages related to child spacing

an interactive discussion format for MOH staff on issues related to the two parts of the film for airing on TV-Timor-Leste.

3) Together with MoH develop training for health staff and/or community volunteers on using the tools mentioned above. This is to be followed by a training of training of the trainer (TOT) for staff members of a local NGO and selected health staff. Training needs include audience preparation, effective health education and communication techniques, how to generate and encourage discussion, and assessment of the audience reaction to the film.

4) Together with MoH, HAI staff and other partners develop a culturally–appropriate dramatic radio series on child spacing in Timor-Leste, taking into account how the drama can compliment discussions and other health education in the community around the child spacing film.

5) Create related products such as TV spots, jingles, promotional items and print medium (posters, flash cards, comic strips or educational brochures) that would be reinforcing elements to a birth spacing campaign.

6) Evaluate HAIs current workshop materials used in improving midwife capacity to communicate/educate about child spacing and provide suggestions for refinement of current materials.

7) Provide oversight, support and capacity development for teams that are trained to show the film at community level.

Job qualifications : Applicant must have: 

• A strong background in communications strategies, with at least 3 years experience in behavior change communication (BCC) for reproductive health or related programs in one or more developing countries

• Speaking, reading, and written fluency in English

Preference will be given to candidates with:

• Fluency in Bahasa, Tetun or other locally-spoken languages

• Experience in the production of radio programs

• Experience with family planning services at the community level

• Masters degree in relevant area

International Senior Advisor Collaborative Forest Management +b

Job description : SNV/Albania has been operating in Albania since 1993. The main activities have been in the practice areas Forestry and Governance. The country program is now in the middle of a reorientation towards income generation, production and income in three sub sectors: Forestry Products; Community-based Tourism and Small Farm Agricultural Products. Drinking Water is a basic service that SNV Balkan is also working.  Sub sector and value chain development are emphasized with governance, environmental sustainability and gender dimensions.

As an International Senior Advisor in Collaborative Forest Management (CFM) the main objective is to lead and coordinate the CFM Practice Area ensuring that all advisors have best practices, tools and methods to do their work. This will be done together with facilitating and coordinating the development of knowledge on the impact of SNV work in forestry practices and products.

Currently, SNV/Albania operates through four portfolio teams, Tirana, Peshkopi/Kukes, Fier and Korca. The advisor will work in the Tirana team but s/he will also support the other teams in a unique leadership and cross-team coordinating role.  The management context is matrixed. Vertical management rests with the Portfolio Coordinator and Country Director.  The International Senior Advisor has responsibility for horizontal coordination among all portfolios involved in CFM practice and CFM externally-financed projects (e.g.: SIDA and World Bank projects.)  Collaboration/coordination with SNV Balkan Regional Management Team is expected for resource mobilization and corporate partnerships.

Main Responsibilities:

•      Strategy development & Team Alignment

o        Support the SNV/Balkans management in strategic choices. Includes: monitoring and revision of the CF sub-sector strategy and indicators; identification, study and selection of specific CF value chains.

o        Inform team and management about trends in applicable technical fields (e.g.: forestry and natural resources management and economics) and in European geo-political environment related to the technical fields and SNV strategies.

o        Actively assist the team and portfolio coordinator to identify new clients, client constellations and areas of advisory services to be delivered.

o        Provide input to the portfolio coordinator, country director and regional director with regard to the national/regional positioning of the CFM portfolio.

•      Client Advisory Services & Peer Professional Development

o        Providing advice to organizations in the framework of promotion of economic development through farmer based forest management (SIDA) and the forestry capacity building program (World Bank).

o        Take a lead in providing forestry planning and sector coordination support to the clients directly and through coaching and supporting other CFM team members.

o        Support team members, local capacity builders (local public & private organizations) and clients in delivering quality advice, product development on community forestry issues including forestry extension, environmental and governance issues.

o        Support formulation and implementation of forest priority projects of clients on issues as community forest management, forest harvesting/production techniques, forest farmer systems, EU standards, certifications, participatory mapping, GIS systems, forest and pasture land rights, etc.

o        Coach and provide feedback on technical/ professional performance to advisors and local capacity builders in order to stimulate product development and learning.

o        Support knowledge brokering and networking for clients/partners.

•      Project Management & Resource Mobilization

o        Overall coordination of externally financed projects (World Bank, SIDA), includes: organization of cross-team advisors with the right mix of expertise; orient them to work towards agreed upon project goals and support them on methodology development, adequate planning, monitoring and reporting; monitor quality of contracting, workplans, result measurements and relations with clients, consultants, and local capacity building sub-contractors.

o        Support administrative staff on budget preparation and control of externally financed projects.

o        Maintain communication with donors; responsible for reporting to donors.

o        Engage in project advocacy as appropriate with the Country/Regional Director(s).

o        Active resource mobilization for clients and SNV advisory services in collaboration with Regional Resource Mobilizer.

•      Knowledge Development & Management

o        Facilitate and lead the CFM team in identifying learning and sharing needs, opportunities and best practices to enrich team knowledge.

o        Facilitate the documentation and storage/retrieval of SNV practices and cases.

o        Participate actively in knowledge development and publish best practices.

o        Support client participation in SNV knowledge networks and product development.

Job qualifications : •      Academic degree (masters preferred) in forestry or related field.

•      Extensive knowledge of communal forest management, harvesting techniques, product certification, EU laws and regulations and development cooperation.

•      Academic specialization of forestry economics, production systems, business, sociology or economics is a plus.

•      Minimum of 7 years of working experience in European context (preferred); relevant working experience in advisory services, knowledge/ product development, networking, organizational learning, and team leadership in horizontal and vertically managed system.

•      Leadership skills; ability to coach and inspire people to share knowledge and improve the quality of their work; ability to lead groups of people with different styles, cultural backgrounds and geographic settings.

Description duty station:   The position will be based in our Tirana office. 

Tirana, as the capital city of Albania with a population of around 600.000, is centrally located on the coastal lowlands (altitude 200 m), surrounded by hills and mountain ranges. The winters last from December to February and are rather mild. The summers are dry and warm (35-40„a). The security and safety situation is quite good. Tirana is a modern city with all modern facilities and commercial services. It has a large number and variety of shops, restaurants and bars; availability of food and other supplies is quite good. Medical services are fairly good at private clinics. Pharmacies are present everywhere. Several international schools are available. Good housing opportunities, if desired with garden. Electricity supply (220V) is erratic; power cuts occur regularly. For sensitive equipment, stabilizers and backups are advisable. Drinking water can be bought in bottles.

Other teams in Albania (especially those involved in CFM projects) are generally located in more mountainous regions of Albania, 4 to 5 hours drive from Tirana.  Winters can last from mid November to end February and can be cold. The security and safety situation is quite good. Road conditions vary from very poor (high clearance vehicles necessary) to paved mountainous roads in fairly new condition.
