Reproductive Health Communications Consultant, Timor-Leste +b

Work with HAI and Ministry of Health (MoH) staff to: review and refine existing communications strategy for the child spacing program; develop training and oversee community-level use of an existing film on child spacing; and develop a radio drama series and other BCC materials that focus on benefits of child spacing in Timor-Leste.  

Scope of Work: 

1) Assess and provide recommendations for HAI’s child spacing program’s existing communications strategies.

2) Work with MoH and HAI staff to develop tools to accompany and assist in the utilization of the child spacing film:

discussion guides (to be used by MoH health staff, other NGOs and partners) that are relevant to different audiences within the community that will view the film i.e. community leaders, groups of women, groups of men, secondary school students etc.

short training modules that use excerpts from the film to communicate key messages related to child spacing

an interactive discussion format for MOH staff on issues related to the two parts of the film for airing on TV-Timor-Leste.

3) Together with MoH develop training for health staff and/or community volunteers on using the tools mentioned above. This is to be followed by a training of training of the trainer (TOT) for staff members of a local NGO and selected health staff. Training needs include audience preparation, effective health education and communication techniques, how to generate and encourage discussion, and assessment of the audience reaction to the film.

4) Together with MoH, HAI staff and other partners develop a culturally–appropriate dramatic radio series on child spacing in Timor-Leste, taking into account how the drama can compliment discussions and other health education in the community around the child spacing film.

5) Create related products such as TV spots, jingles, promotional items and print medium (posters, flash cards, comic strips or educational brochures) that would be reinforcing elements to a birth spacing campaign.

6) Evaluate HAIs current workshop materials used in improving midwife capacity to communicate/educate about child spacing and provide suggestions for refinement of current materials.

7) Provide oversight, support and capacity development for teams that are trained to show the film at community level.

Job qualifications : Applicant must have: 

• A strong background in communications strategies, with at least 3 years experience in behavior change communication (BCC) for reproductive health or related programs in one or more developing countries

• Speaking, reading, and written fluency in English

Preference will be given to candidates with:

• Fluency in Bahasa, Tetun or other locally-spoken languages

• Experience in the production of radio programs

• Experience with family planning services at the community level

• Masters degree in relevant area

Responsibilities:

4) Consultant, Menstrual Hygiene Needs in Crises, Reproductive Health

Women and girls' menstrual hygiene (MH) needs are an urgent but often overlooked necessity of those displaced by conflict and natural disaster. Generally, humanitarian actors acknowledge the necessity of providing for women and girls' MH needs in a consistent, culturally-appropriate and sustainable manner, but there is little discussion of how to accomplish it.

To date, no government or organization has undertaken a thorough, comprehensive examination of what impact the lack of MH supplies has on the lives of displaced girls and women, what materials and spaces are necessary for women to manage menstruation, how to talk about these needs in a clear, culturally-relevant manner, and how to fund and provide for MH needs of refugee and internally displaced women and girls.

SCOPE OF WORK:

The MH consultant will be responsible for managing the Reproductive health Program's MH project. S/he will collect comprehensive and specific information and data about the impact on women and girls associated with the lack of programs, projects, and provisions, including their successes, failures, viability, and adaptability, related to MH needs in displaced settings. In addition, s/he will identify existing and new financial resources to support MH in all emergencies.

OBJECTIVES:

--To determine best practices, in all phases of an emergency, for responding to the MH needs of displaced women and girls.

--To comprehensively document and determine the efficacy, appropriateness and sustainability of current and past initiatives by humanitarian organizations to meet women's MH needs during emergency situations, with specific attention to their decision-making processes to identify and promote promising practices, and to draft guidelines that direct humanitarian organizations' current and future initiatives dealing with women's MH needs based on these practices.

--    To identify potential sources of funding to support sustainable and effective MH programs and provisions for women and girls in emergencies.

DESCRIPTION OF RESPONSIBILITIES:

1. POLICY WORK:

Coordinate the work of the EWL in the areas of migration, asylum, and intercultural dialogue and related policy areas as appropriate.

The policy officer will be involved in drafting policy documents, preparing, gathering and organizing information, conducting internal coordinating/ brainstorming meetings; linking with relevant decision-makers and organisations; monitoring EU legislation and initiatives in the above or related areas, keeping EWL members informed and mobilized and providing support to elected members on this issue.

The policy officer will be expected in particular to implement and monitor a specific European-wide project on Migrant Women with an emphasis on developing and strengthening migrant women's networking and capacity building.

2. REPRESENTATION AND INFORMATION:

--    Representing the organisation in relevant meetings predominantly within the defined policy areas;

--    Coordinating the drafting of the EWL Newsflash in a rotation basis with the rest of the policy team;

3. INTERNAL SUPPORT:

--    Participating in and contributing to the weekly staff meetings, occasional internal brainstorming meetings and staff strategy days;

The EWL Secretariat has an internship programme supported by all staff members, which involves each year a number of young interns providing them with a practical insight into the political work on gender equality at European level and the functioning of the European Union institutions.

For many years, EWL has offered internship placements for varying periods of time, which have been productive, inspiring and stimulating for both the intern and EWL team. In order to continue to offer internships within the same spirit, we have evaluated our internship programme and decided that from January 2008, we will offer the following possibilities for a placement:

1)   1 six-month paid internship twice a year for which a call for applications will be published twice yearly.

2)   Internships within the framework of academic requirements and in the case of third level/ongoing education programmes (for example, the Lenonardo Programme), for which the intern will not be paid by EWL but will be financially supported by the programme or grant.
