Position Summary:  MSI is seeking an OD expert to help strengthen NGO partners, largely Faith Based Organizations, who have won awards under the US government’s New Partnership Initiative/PEPFAR agreement to deliver HIV/AIDS services overseas.  MSI will design and conduct OD assessments of partner organizations, translate those assessments into action plans to build capacity, and deliver needed technical assistance.  Anticipated areas of capacity building include but are not limited to:  strategic planning, financial management, general administration, human resources management, procurement, management of sub-grants, development of work plans and reporting.  Building organizational capacity to comply with USG and PEPFAR financial reporting requirements, policies and procedures will be a key component of this effort. 

Responsibilities:

        Helping customize an existing OD assessment tool to include evaluation of the grantees knowledge and capacity in meeting USAID/PEPFAR reporting requirements, policies and procedures.

        Training and managing a cadre of OD experts in Africa to conduct the assessment process, including the financial management components, and to deliver the technical assistance required.

        Identifying and supervising financial management experts in the field who can deliver the technical assistance identified in the action plans

Qualifications:

        Technical expertise in organizational development

        Experience with assessments and institutional strengthening of NGOs, particularly those related to HIV/AIDS and the PEPFAR program

        Experience working in Southern and Eastern Africa. 

This position will be based in Pretoria, South Africa and will report to a Technical Director at MSI headquarters in Washington, DC.

Position Summary: MSI is seeking a Financial Management expert to help strengthen NGO partners, largely Faith Based Organizations, who have won awards under the US governments PEPFAR agreement to deliver HIV services (grantees).  Under this award, MSI will design and deliver OD assessments to NGOs, translate those assessments into action plans to build capacity, and deliver technical assistance to build the necessary capacity.   A major component of both assessment process and capacity building will be in financial management, particularly in meeting USG and PEPFAR financial reporting requirements, policies and procedures.

        Work closely with a team based in the US that will include: the overall project director, an HIV/AIDs technical expert, an OD director, and a financial management expert. 

Qualifications:

        Experience in financial management of NGOs and other civil society organizations

        Technical expertise in public health, HIV/AIDS and the PEPFAR program in particular

        Experience working in Southern and East Africa. 

This position will be based in Pretoria, South Africa with extensive travel to the US, Europe and throughout Africa.

Background: The Pakistan Economic Growth Program Evaluation (PEGED) is a USAID/Pakistan funded activity. PEGED has the assignment to undertake a comprehensive evaluation of USAID’s Economic Growth (EG) portfolio to assess the relevance, impact, effectiveness, and sustainability of its projects and to inform the development of a new five-year strategy and innovative managerial approaches to applying managing for results to the portfolio. This will include evaluating eight projects, preparing a summary evaluation report, designing three new projects for Competitiveness, Women’s Economic Empowerment and Energy, reviewing other design efforts, synthesizing the designs into a program and procurable documents, and conceptualizing an activity to encourage economic applied research.

Main Task: To investigate the current state of economic applied research in Pakistan and to draft a concept paper for a project to encourage a unit dedicated to Economic Applied Research in Pakistan.

Specific Requirements:

        Ph.D. in Economics

        Experience working in a research institute or think tank

        Knowledge of organizational development

        Strong writing skills and experience with project design

Assignment Duration: The duration of this assignment for 41 days of work, including 36 days in Pakistan, from early January 2008 to mid-February 2008.

Job description : DEMOCRACY AND GOVERNANCE SPECIALIST – ASSOCIATE / SR. ASSOCIATE

ARD, Inc. (www.ardinc.com) seeks a senior democracy and governance (D/G) expert for its home office Governance and Institutional Development (GID) sector.  The consultant will work on program implementation and proposal development for USAID-funded D/G projects. 

This position is based in ARD\'s home office in Burlington, Vermont and requires residency in Vermont. Burlington is nestled on the shores of Lake Champlain between the Adirondacks and the Green Mountains and is only minutes from Vermont\'s finest ski slopes.

Responsibilities:

The consultant will have broad D/G program responsibilities in a number of possible sub-sectors, including, for example: local government and decentralization, rule of law and administration of justice, civil society support, anti-corruption, conflict mitigation, national public sector reform, and program analysis. The candidate will be responsible for a mix of technical work on active projects, overseeing program implementation in the field, and new business development.

 Job qualifications : Essential Qualifications

* PhD or Master\'s degree in a relevant field is required.

* 10+ years of professional experience working as a consultant for D/G focused programs funded by USAID and other international donors required. 

* 10+ years experience with long-term field implementation programs and management of USAID-funded IQCs.

* 10+ years broad geographic experience in developing/transitioning countries working as an advanced professional.

* Excellent writing ability and previous experience in developing and writing contract proposals.

* Advanced technical knowledge in the following areas required:

Program Management

Technical Implementation

Project Support

Client interaction and liaison

Proposal Development (writing, staffing, teaming, management)

* Prior experience with Millennium Challenge Corporation (MCC), a private bank, or with a multilateral banking institution (World Bank, ADB, and IADB) highly desired.

* Speaking and reading proficiency in at least one foreign language (Arabic, French, Portuguese, Spanish or Russian) desired.

* High level proficiency in MS Office applications.

* High level multi-tasking capabilities.

* Must be comfortable working in a fast paced and sometimes intense work environment.

* This position requires 30-40 percent international travel and frequent short-term field work.

* U.S. citizenship or a valid U.S. work permit is mandatory.
