Project Summary: Management Systems International
(MSI) is looking for a consultant to develop a performance monitoring plan for
a USAID project team in
Position Summary:
This consultancy will contribute to the development of a performance
monitoring plan for the program’s activity. Its goals are analyzing and
synthesizing current M&E practice within USAID, successful alternatives at
similar institutions, and best practice principles that inform performance
management strategies, systems, practices, and tools. It is intended to begin in
January 2008 and last until March 2008. The level of effort is approximately 30
days.
Qualifications:
• Master’s
degree in management, public administration, organizational communication, or
an equivalent field
• 10 years
of relevant professional experience in performance monitoring and
evaluation
• Familiarity
with USAID performance monitoring and evaluation strategies, systems,
practices, and tools as well as those of other similar, large institutions
• Fluent
in written and spoken English
• PMP certificate
desirable

Position Summary:
This is a mid-level position at IAS headquarters in
Key Responsibilities:
• Prospect
Research, Identification, and Tracking:
- Research
and identify new government, foundation and other funding prospects.
- Prepare
prospect profiles and track the progress of new prospects.
- Assist
the Head of Resource Development in evaluating prospects and incorporating
research results in an overall development plan.
• Donor
Cultivation: Assist the Head of Resource Development and the Resource
Development Coordinator in scheduling and coordinating the donor cultivation process,
including setting up donor meetings, preparing briefings and coordinating
fundraising itineraries.
• Grant
Proposals and Reporting:
- Assist
in preparing timely proposals of high quality and supporting fundraising
correspondence.
- Take the
lead in ensuring timely and accurate reporting to donors, in close cooperation
with the Department of Finances.
• Development
Materials: Coordinate with other relevant IAS staff to create and maintain
up-to-date printed and electronic documents to keep donors and prospects
informed of IAS achievements and needs, and the use and impact of donor
contributions.
• Donor
Stewardship: Assist in developing and implementing additional procedures and
initiatives to recognize the value of donor support and cultivate long-term
donor relationships to ensure continued funding and involvement with the IAS.
• Overall
Resource Development Support: Help manage work flow and maintain quality
standards for all aspects of IAS fundraising operations.
Job qualifications : The
following criteria are prerequisites:
• A
minimum of three years resource development experience, ideally encompassing
both public and private fundraising.
• Proven
experience in preparing grant proposals and other fundraising communications.
• Strong
and demonstrated English language communication skills, both written and oral
(native-speaker proficiency).
• Versatility
in writing ability is a strong advantage, including ability to write both
technical and more “marketing oriented” persuasive communications and diplomatic
writing.
• Ability
to work well under deadline is essential, as is the ability to manage many
tasks simultaneously.
Experience with HIV/AIDS field and global health
issues, preferably in NGO or International Organisation
settings is an advantage.
The successful candidate will have strong
interpersonal skills and ability to work collaboratively with colleagues from a
range of disciplines and cultures.
The position will entail occasional traveling (ca. 2-3
weeks per year).

responsibilities: Design, develop and manage the ICT requirements of the
Secretariat. Establish and maintain necessary databases, networks and
communications services. Manage and help negotiate service agreements with
external providers for the provision of data services to the Commission and the
efficient operations of the Commission’s ICT systems.
The ICT Manager will take responsibility for:
• In
association with the Finance and Administration Officer, the Science Manager
and the Compliance Manager, provide business analysis and scoping for key
business information management systems. The ICT Manager will also play a lead
role in the development and implementation of the WCPFC’s
satellite based vessel monitoring system (VMS). ;
• Provide
advice on the establishment of the Commission’s hardware, software and ICT
security policies and oversee the related procedures.
• Advise
on and support the acquisition of ICT assets and content of the Commission’s
web-site.
• Technical
administration and maintenance of ICT business applications and databases
including security measures;
• Facilitation
of, and advice to, knowledge and data management processes within the
Commission;
• Liaison
with key stakeholders, particularly in other Regional Fisheries Management Organisations, on ICT, data management (particularly
fisheries data), information exchange and communication systems;
• Development
of databases and applications, including web-based applications;
• Develop
and administer the Commission’s website;
• Developing
customized queries, and online and print reports;
• Technical
liaison and support for the Commission’s financial system and HR systems;
• Facilitate
submission of data from countries/entities within a time-frame established by
the Commission;
• Provision
of data as required, including
- Data for
use in the stock assessments
- Data
extracts and products in approved formats for public release, exchange with
other fisheries organisations and approved research;
• Handle
requests for database access in accordance with the Commission’s
confidentiality requirements;
• Work
sensitively with members of the Commission, in addition to conducting smooth
communications with members, non-members, other fisheries organisations
and the public;
• Design,
arrange or conduct staff training in ICT systems; and
• Any
other duties as required by the Executive Director.
Job qualifications :
Preferred:
• Appropriate
tertiary qualification preferably in IT, communications technology or data
management, including recognized professional certifications;
• Minimum
five (5) years working experience in database and administrative systems
development and administration;
• Significant
experience in database analysis, scoping, data and process mapping;
• Successful
track record in database and administrative systems application development and
administration, including the establishment of security measures;
• High
level communication, documentation, negotiation and presentation skills;
• Excellent
knowledge of hardware and cabling/wireless installation; and
• Good
interpersonal skills with a proven ability to build productive relationships
with project team and business representatives.
Desirable:
• Experience
with open source software;
• Experience
in establishing and administering wide area networks;

understanding of budget management, accounting and HR management systems

Governance and Institutional Development (GID) sector. The consultant will work on program
implementation and proposal development for USAID-funded D/G projects.
This position is based in ARD\'s home office in
Responsibilities:
The consultant will have broad D/G program
responsibilities in a number of possible sub-sectors, including, for example:
local government and decentralization, rule of law and administration of
justice, civil society support, anti-corruption, conflict mitigation, national
public sector reform, and program analysis. The candidate will be responsible
for a mix of technical work on active projects, overseeing program
implementation in the field, and new business development.
Job qualifications : Essential Qualifications
* PhD or Master\'s degree in a relevant field is
required.
* 10+ years of professional experience working as a
consultant for D/G focused programs funded by USAID and other international
donors required.
* 10+ years experience with long-term field
implementation programs and management of USAID-funded IQCs.
* 10+ years broad geographic experience in
developing/transitioning countries working as an advanced professional.
* Excellent writing ability and previous experience in
developing and writing contract proposals.
* Advanced technical knowledge in the following areas
required:

Proposal Development (writing, staffing, teaming,
management)
* Prior experience with Millennium Challenge
Corporation (MCC), a private bank, or with a multilateral banking institution
