Job description : Drew Cares International (DCI), an affiliate of Charles R. Drew University of Medicine and Science in the USA, has received funding by the United States Department of Defense (DOD) to provide technical assistance and program support to the Rwanda Defense Forces (RDF).  The goal of this program is to provide high-quality medical and psychosocial care to people affiliated with the RDF who are living with HIV/AIDS, including soldiers, their partners and families, and communities around RDF health facilities. 

DCI has been operating in Rwanda for nearly two years.  Our mission is to provide health services to underserved populations, as well as conduct capacity building to the health sector.  We have HIV/AIDS programs in three African countries and work with the military in Angola and Rwanda.

We are seeking qualified candidates for an immediate opening in the position of

COUNTRY DIRECTOR (RWANDA)

The Country Director is responsible for the day-to-day management of our HIV/AIDS program in Rwanda.  Responsibilities include, but are not limited to,

        administrative and fiscal oversight

        oversight of HIV/AIDS treatment and care program, ensuring that services are of high quality and that deliverables are met

        tracking progress of the program and preparing progress reports

        developing and maintaining work-plans and budgets

        planning and developing growth areas for the programs

        coordinating with partners and funders

        representing the organization at all levels

The position will require some in-country travel.  2-year commitment required.

Job qualifications :

Requires:  Master\'s degree in Public Health, Health Administration, or equivalent experience; 5 years management experience; 2 years experience in developing countries; proven track record of supervising both expatriate and nationals in the implementation of health care projects in developing countries; proven track record of managing large budgets; strong organizational and communications skills; fluency in English.

Prefers:  Prior experience in HIV/AIDS treatment and care programs.  Prior experience working with military.  Fluency in French.

Drew University of Medicine and Science (CDU) in the USA, has received funding by the United States Department of Defense (DoD) to provide technical assistance and program support to the Angolan Armed Forces (FAA).  The goal of this program is to provide technical assistance for HIV prevention programs, provide support for VCT sites, and training in HIV related health care for military personnel. 

CDU has been operating in Angola for nearly seven years.  Our mission is to provide health services to underserved populations, as well as conduct capacity building to the health sector.  We have HIV/AIDS programs in three African countries and work with the military in Angola and Rwanda.

General Summary:

Under the direction of the Project Director, the Financial Officer will be responsible for managing the day-to-day financial and administrative operations of the HIV/AIDS project located in Luanda, Angola to include: organization of finances, banking, payments, contracts, payroll, office administration, financial and human resources procedures. Manages financial transactions involving general funds, grants and contracts.  Oversees the development and monitoring of budgets for grants, contracts and/or general funds. Analyzes financial data to ensure efficient use of resources. Ensures compliance with Charles Drew University, United States federal, and Angolan laws, regulations and restrictions.

Essential  Duties and Responsibilities:

· Participates in the development of policies and  procedures related to Charles Drew University accounting practices and Angolan laws. Improve existing accounting policies and procedures, if necessary. 

· Analyzes complex financial data and extracts and defines relevant information; interprets data for the purpose of determining past financial performance and/or to project a financial probability.

· Oversees the preparation of and ensures that budget expenditures and grants and contracts are monitored and that financial reports are prepared to maintain balanced accounts.

· Prepares the monthly reconciliations of accounts and bank statements.

· Develops management, narrative, and financial reports for donors.

· Develops and oversees the maintenance of budget monitoring systems.

· Develops complex financial reports for forecasting, trending, and results analysis.

· Monitors, identifies, and communicates over-expenditures to Project Director and administrative staff.

· Keeps abreast of laws and regulations that apply to a particular staff function or field of professional expertise to maintain up-to-date compliance.

· Oversees the receipt of payments from sponsors. May participate in the development of payment schedules.

· Uses appropriate cost rates, such as indirect and benefit rates for proposed budgets. Reviews budget justification to ensure it relates to budgeted dollars. Confirms that anticipated promotions and other increases are calculated into the cost of project. Ensures compliance with all relevant Charles Drew University regulations and restrictions.

· Confers with Project Director and Los Angeles Financial Manager to ensure that required procedures are followed. Provides instruction and answers questions relating to budget procedures and serves as liaison between Luanda and Los Angeles Offices. Identifies budget issues, provides alternative solutions, and resolves problems.

· Monitors and approves expenditures throughout the budgetary period. Trains internal and sub-contracted personnel in finance procedures. Provides administrative support to staff in financial and human resources.

· Prepares and processes payroll documents needed to implement payroll/personnel transactions. Applies knowledge of procedures to review and record personnel activities of individuals compensated through federally-funded projects.

· Maintains individual attendance records and payroll processing.

· Uses various software applications, such Microsoft Excel, Word and Quicken or Quickbooks, and graphics packages to assemble, manipulate and/or format data and/or reports.

· Performs other related duties as assigned or requested.

· Position is renewable each year, depending on funding.

Job qualifications : Qualifications/Requirements:

· Bachelor\'s degree in accounting, business, or related field.

· Intermediate Training reinforced with considerable experience in Finance and/or Accounting might be considered.

· Five years or more who has relevant work experience in accounting and finance preferably in a non-government organization (NGO).

· Hands-on experience in bookkeeping, accounting, journal entries, general ledger through financial statements, analysis and budget.

· Knowledge of federal and Angola laws regulations regarding grants and contracts.

· Self motivated, independent, detail oriented, strong technical, organizational and interpersonal skills.

· Fluent in Portuguese and English.

Job description : SNV has been working in Central Mozambique since 2005; we offer our services in Manica and Sofala provinces. Over the last few years, Mozambique has made significant progress in relation to key indicators of human and social development, with substantial decrease in the rates of child and maternal mortality and increase in net school enrolment rates.

The Government of the Netherlands has established a partnership with UNICEF towards achieving the MDG water and sanitation targets in Mozambique. This integrated Water, Sanitation and Hygiene (WaSH) project is in line with the achievement of government priorities and targets as outlined in the National Plan for Poverty Reduction (PARPA). The goal is to achieve improved child survival and development through the provision of sustainable safe water and sanitation facilities and good hygiene practices. In order to help achieve the targets of the programme (i.e., one million new users, living in poor rural areas, of safe and sustainable drinking sources water and of safe and hygienic sanitation facilities); SNV has been invited to support capacity development of local capacity builders involved in implementing the programme. In order to strengthen our advisory capacity in the Water & sanitation sector, we are therefore looking for suitable candidates to fill in the position of Se

 nior advisor Basic services (Water, sanitation & hygiene) in Beira.

The advisors of SNV Mozambique are organised in a matrix structure consisting of four sector teams (i.e., Water, Sanitation and Hygiene, Tourism, Banana and Cashew (and Education as emerging) and three advisory teams (i.e., in Maputo, Beira and Nampula) each with around seven advisors.

The main tasks of the senior advisor will be:

        Advisory services

-        Provide capacity development services: advising local organisations (including NGOs, private sector and water user’s associations) to improve access to water and sanitation. Work with government departments at provincial (Direcção Provincial de Obras Públicas e Habitação), district and sub-district level (i.e., Posto Administrativo) to support development of policies and regulations that promote access to safe water & sanitation

-        Ensure the incorporation of governance issues, gender and HIV/AIDS within SNV’s support and the interventions by the local capacity builders

        Analysis & identification

-        Identification and exploitation of opportunities for the improvement of access to, and quality of water and sanitation for the people living in central Mozambique - with special attention to hygiene education - through supporting local capacity builders

        Relating & networking

-        Coaching of clients and colleagues to enhance their performance

-        Developing and sustaining strategic linkages with other actors including government, non-government, private sector and international organisations and embassies in Mozambique, and in the East and Southern Africa region

        Visioning

-        Contribute to programme development to enhance impact of SNV’s advisory services

-        Support the strategic positioning of SNV Mozambique including actively engaging with new clients and strategic partners (including resource mobilisation initiatives) and development of approaches and methodologies

        Innovations

-        Identification and promotion of innovative approaches to supporting the improvement of the delivery of basic services by local authorities, government departments and the private sector in the area of water, sanitation and hygiene

        Knowledge development

-        Promoting of platforms for learning, sharing and documenting these learning processes

-        Support and engagement in research activities that generate baseline -, evaluation data and publications to be used towards joint learning processes (especially in relation to gender impact and governance issues)

-        Contribute to knowledge development in water issues, internally in SNV and externally with principle actors and stakeholders in Mozambique’s strive to improve access to water; at national, provincial and local level

-        Take on responsibilities as knowledge leader in WaSH in SNV Mozambique

Job qualifications : Education: A Masters degree in public -, or business administration or development studies is required. In addition, proven experience in supporting decentralization efforts and in developing  PPPs for delivery of basic services, specifically in the Water and Sanitation sector.

Work experience: Minimum 8 years of experience in providing advisory services gained either within a professional consultancy firm or a reputable advisory organisation that has an international outlook and focuses on developing human capacities. The candidate must have a proven track record of experience in a multicultural environment and the ability to transfer these experiences to a developmental context. Private sector experience and a proven track record of dealing with gender issues will be an added advantage.

Knowledge: Broad knowledge of and insights into theories of development focused on structural poverty alleviation and the achievement of the MDGs. Good knowledge of organisational and institutional development processes, decentralisation processes and the functioning of local authorities. Mainstreaming of cross-cutting issues as governance, social inclusion (gender, people living with HIVAids) and sustainability will be essential. Knowledge on current trends and developments in the area of water and sanitation like Integrated Water Resources Management (IWRM), Ecosan, etc, is requested.

Skills: Self motivated, entrepreneurial, creative, confident, result-oriented and inspiring.

Language: Fluency in English and Portuguese (lessons can be provided for Portuguese).

Other: Computer skills; the candidate should be willing to travel regularly to Maputo and other areas in Mozambique as well as in East and Southern Africa to undertake assignments and to participate in knowledge meetings; demonstrate commitment to work in a challenging and dynamic context.

Job description : SNV Netherlands Development Organization has now been operating in South Sudan is for 2 years based in Kapoeta in Eastern Equatoria. It provides advice and management expertise to strengthen the capacity of local organizations to deliver results in reducing poverty. Within the country strategy of SNV South Sudan contributing to increased access to primary education has been identified as one of its priorities. Through mobilizing sub-national and national actors, SNV will contribute to the development and implementation of Educational Plans at county, state and national levels and aim to increase overall enrolment of children in schools. SNV will mobilize expertise of local capacity builders and service providers, as well as knowledge centers to focus support to initiatives that have potential to improve access to primary schooling while linking local/county initiatives to national level initiatives.

Furthermore, in order to make education relevant for the local development context and opportunities, SNV will support initiatives (at County and State levels) related to the development, articulation and implementation of public policies and national strategies within the educational sector. 

The senior advisor will contribute to the capacity development within the educational sector, with specific emphasis on supporting local actors, both public and private, in their efforts to influence and contribute to the increased primary school enrolment, increased enrolment of girl child, improved teacher recruitment, training and retention and development of national policies and strategies for quality enhancement of education. In this respect, he/she will contribute to further alliance building among key stakeholders and relevant cross-sector educational initiatives.

Specific responsibilities of the Advisor will include:

        Mobilizing expertise of local capacity builders and service providers in the education sector and linking them to national initiatives to enhance access and quality of education in Southern Sudan

        Further elaborate SNV’s South Sudan strategy in relation to education

        Further institutionalize and operationalize partnerships with other local actors and international donors involved in the education sector

        Identifying, institutionalizing, and documenting good practices;

        Supporting initiatives of local actors to influence and contribute to policy and strategy development within the education sector, facilitating scaling up and rolling out of lessons learnt at the State and national level;

        Actively promoting the understanding of actors for increased community involvement and awareness and gender equity in relation to access to and management of education activities;

        Extend and contribute to institutional alliances of SNV within education sector, at all levels in South Sudan and the region;

        Contributing actively to knowledge development and sharing within the East African Region, both outside and within SNV;

        Coach and guide, other staff working in the education sector.

Job qualifications : Requirements:

Education:

        Masters degree in Education Management  or other relevant education in education, or international development;

        Academic level of working and thinking in SNV related themes.

Specific knowledge and experience for the position:

        Recognized results in the management and development of knowledge in the improvement of basic service delivery in education sector in developing countries;

        Possess a demonstrable high level of competence in training and advisory methods;

        A strong flare for problem and evidence-based approaches to capacity development;

        Familiar with technical aspects of teaching and learning in order to contribute to education quality improvement or familiar with technical aspects of improvement of education services;

        Recognized experience in change management, Institutional Development and Organizational Strengthening;

        Knowledge of capacity assessment, self-assessment and change and the relevant facilitation techniques;

        Able to facilitate the organizational and institutional processes of change in clients and in SNV.

        Experience with decentralization process and transfers of competencies to local authorities;

Work experience: a minimum of 7 years in:

Senior Advisor Value Chain development +b

Job description : SNV Netherlands Development Organisation is working in over 33 developing countries across the world. In these countries, we are dedicated to a society where all people enjoy the freedom to pursue their own development. The emphasis of our work is on poverty alleviation through (1) increasing production, income and employment and (2) increasing access to basic services in the sectors of water, sanitation & hygiene, education, health and renewable energy. We aim at achieving considerable impact in both ¡¥impact areas¡¦. We do this through providing advisory services, facilitating knowledge development, brokering and networking, strengthening local capacity builders and carrying out advocacy at national and international levels.

In its 2008-2009 strategy, SNV South Sudan programme has identified two value chains for potential interventions. First, SNV aims to support emerging private sector, local authorities and local service providers to enhance livestock production and marketing in Southern Sudan. Specifically, SNV will focus in building capacity within local organisations for 1) Improved governance of livestock production and trade, especially of small livestock 2) improved service delivery to livestock producers, 3) establishment of local markets to improve access of producers to markets.

Secondly, South Sudan is endowed with vast quantities of natural resources. Many indigenous trees are valuable sources of timber, essential oils and food products. Gum Acacia, shear nut, aloe Vera are but some of the many arrays of natural resources that occur in the forested areas of south Sudan. In Eastern Equatoria, Gum Acacia, Shear Nut, and Honey are some of the Non Timber Forest Products (NTFPs) on which more than 60% of the households have relied on for livelihoods purposes during the war period. These products continue to provide valuable resources of nutrition and in some cases cash to households. SNV aims to increase production and marketing of these NTFPs to provide additional incomes to rural households.

In order to guide, coordinate and give strategic direction to the scaling up of these programme activities, SNV South Sudan is looking for a senior advisor value chain development, with duty station Kapoeta.

The Senior Advisor will work within a team of 6 advisors and a network of 15 other advisors in Kenya. She/he will report to the Coordinator of the South Sudan Programme.

Main responsibilities:

ooo      Refine SNV Sudan Strategy and evolve the value chains selected and translate them into continued support activities to a wide range of actors within the value chains with the aim of creating income opportunities for small-scale producers to increase their access to markets.

ooo      Ensure updated information about market developments in the value chains and an ongoing analysis of trends in these markets: identify, together with all relevant stakeholders and through a participatory process, critical constraints and promising opportunities in order to improve the functioning of the value chains,

ooo      Identity key stakeholders and actors in the value chains and support initiatives to establish market linkages, networks and partnerships between them.

ooo      Based on market and actor analyses, develop ideas together with the stakeholders and actors on how to improve access to markets in the value chains

ooo      Support the actors/stakeholders in the selected value chains, in a facilitative and advisory role, to identify and select a number of value chain interventions to be undertaken within the country and portfolio context.

ooo      Be instrumental in the promotion of linkages to markets: identify promising markets, constantly track changes in the market requirements (regulations, quality standards, trade conditions), collect data on specific markets and translate all the gathered data into relevant information for decision making by the actors at the various levels in the selected value chains.

ooo      Establish networks and where possible collaborative partnerships with similar and complementary initiatives, undertaken by other organisations, institutions or programmes,

ooo      Document results, including the process followed and the support supplied by SNV, and present study and research findings at relevant fora.

ooo      Take the lead within the SNV team to further develop and fine-tune the value chain development concept, give strategic direction to the scaling up of the programme activities, give technical backstopping and guidance to the SNV Sudan PIE team. 

Besides work at the portfolio, the advisor is expected to develop national level linkages and partnerships within the sub sectors and to participate in national networks, meetings, conferences relevant for SNV practice. This will involve a substantial amount of time spent in Juba.

•      Master degree and/or post graduate qualification in Economics, Development Studies, agri-business or Natural Resource Management, with bias in business development services and market chain development.

•      Academic level of working and thinking in SNV related themes.

•      Specific knowledge of Livestock development or Non-Timber Forest Products is an added advantage

Specific knowledge for the position:

•      Knowledge of regional and international agricultural markets.

•      Knowledge of value chain approaches to economic development;

•      Excellent conceptual knowledge of different approaches of organisational development and change management.

•      experience with relevant facilitation techniques to implement the approaches;

•      Evident and relevant track record of working developing countries or post conflict environment;

•      Knowledge of (inter)national strategies for poverty alleviation and rural economic development

•      Knowledge of SNV cross-cutting themes as good governance, gender equity, social inclusion and environmental sustainability.

Work experience: a minimum of 7 years in:

•      Organizational development and change, of which at least 5 years in a senior consultancy/ advisory position in international development.

•      Good experience of working in private sector development

•      Good experience of policy development and partnership building

•      Demonstrated writing and publishing skills

•      Very good knowledge of data processing (Word, Excel, PowerPoint and Internet).

Languages: fully proficient in English.
